A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
TEMPLE CITY RELATING TC ANNUAL MANDATORY VEHICLE
INSPECTION AND MAINTENANCE
WHEREAS, the United States Congress, through passage of the Clean
Air Act, has required states to meet ambient air quality standards by
1987; and
WHEREAS, federal law provides that the Environmental Protection
Agency shall require a periodic inspection and maintenance program for
motor vehicles as a part of State Implementation Plans for Air Quality
Management and California is subject to such a requirement; and
WHEREAS, the Environmental Protection Agency has interpreted this
requirement to mean an annual mandatory vehicle inspection and
maintenance program in California; and
WHEREAS, the California Legislature has been studying and debating
the requirement of an annual mandatory vehicle inspection and maintenance
program; and
WHEREAS, no conclusive evidence has yet been offered demonstrating
that an annual mandatory vehicle inspection and maintenance program
would be cost - effective in achieving ambient air quality standards; and
WHEREAS, the annual cost of such a plan to California's motorists
in 1984 would be substantially in excess of $400,000,000; and
WHEREAS, enactment of H.R. 6466 would provide the California
Legislature with additional time within which to properly evaluate the
cost - effectiveness of a requirement for mandatory annual vehicle
inspection and maintenance;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Temple City as follows:
SECTION 1. That there be early enactment of H.R. 6466 to insure
that California's motorists will not be subjected to an annual mandatory
inspection and maintenance program that is not cost - effective nor
necessary to assure improvement of the state's air quality.
SECTION 2. The City Clerk shall certify to the adoption of this
Resolution.
