The Agenda Meeting of the Mayor and Council of the Borough of
Carteret, preceding the Regular Meeting, June 17, 1999, was held on
June 10, 1999, 7:00 P.M., Municipal Court, police Facility, 230
Roosevelt Avenue, Carteret, New Jersey.
The following were noted present:
Councilmember Crilley
" Gutowski
" Mancuso
" O'Brien
" Quinones
Noted absent was Mayor James Failace and Councilmember
Fazekas.
Also noted present was Borough Attorney Craig Coughlin.
Mailed to The Home News Tribune, The Star Ledger and posted on
the bulletin board on June 4, 1999.
At approximately 7:02 P.M., Councilmember Fazekas was noted
present.
a) Borough Engineer - Albert Beninato gave his report on
Borough Hall, Microbial Testing Report, General Municipal
Engineering Services, Administrative Consent Order -
NJDEP, Year 2000 NJDOT Grant Applications
Improvements to Louis and Fillmore - Contract No. 99-1 and
Improvements to Industrial Road - Discretionary Funds for
Pipe Crossing.

a) Certification of Eligibles for Appointment - Police Officer.
Date of Disposition, 6/18/99. The Clerk said she needs to
know if we are hiring or not hiring because it has to be
returned by that date.
b) Certification of Eligibles for Appointment - Firefighter .
Date of Disposition, 9/2/99. The Clerk told the Governing
Body so they would be infonned of this and is making copies
of it for them.
c) Certification of Eligibles for Appintment - Fire Captain.
Provisional Serving: Peter Ziemba. Date of Disposition:
9/2/99. A resolution will be put on for that.
Bid - Pickup Truck. This will be put on for the meeting.

Towing Ordinance - Attorney Coughlin said he has a League of
Municipalities draft which reflects the state of the law. The question
is do we want to meet with some of the towers to get their input and
use that as a basis or do we want to just move forward.
Councilmember Crilley suggested to send a draft out to the people
on the Towing List and give them until a certain date to respond.
Constf':ction Official- Tony Neibert is requesting we appoint John
Soltesz as Alternate Plumbing Inspector. Councilmember Quinones
said they needed to talk about that in a Closed Session.
THP, Inc. - Requesting additional appropriation, $1320.00, Re:
Resolution #99-143, Re: Preparation of Housing Element and Fair
Share Plan.
Carteret First Aid Squad - Requesting LOSAP Program be placed
on ballot in November. Attorney Coughin said we need to get
infonnation, for example we need to come up with a fonnula for
eligibility and payment and things like that.
Counc; lmember Crilley said to send them a copy of the Fire
Ordinance, stating what their criteria was and let them review that
and submit to us an appropriate one for themselves and research the
dates that these have to be done by and asked them to submit the
number of people so Patrick can give us figures.
Attorney Coughlin said they should submit the public question by
August.
PSE&G - Request for additional street lighting, So. Whittier Street.
The Clerk said they are also talking about changing the wattage,
reducing the 150 watt lamps to 100 watts. This will be put on for the
meeting.
MATTERS FOR DISCUSSION:
Councilmember Fazekas said they had a meeting a week or two ago
about getting contacts for some grants, for John Riggio, for Y2K
purposes. He said they will having a meeting on the third week of
this month, on Y2K issues and they will be reviewing the entire
hardware in the Police Department and they will finish up
networking of Borough Hall.
Councilmember Quinones said the Police Director has approached
at least once (I) Councilmember on the''No Rrrkin~ sign on Lieblig
Lane. She said she does not understand why they have it there and

she wants to amend the ordinance to remove it and have that put on
for the next meeting.
Councilmember Gutowski said they had a hearing in Trenton today
in relation to the union clarification for the Police Department and as
of now the rank and file in the Police Department are in one union
and the Supervisors are in another. So they will be negotiating with
both of them.
Councilmember Gutowski then said they would be going into a
Closed Session to discuss Personnel Matters and Labor
Negotiations.
Upon MMS&C by Councilmembers Quinones and Fazekas
RESOLUTION #99-203
"RESOLUTION TO GO INTO CLOSED SESSION"
was Adopted. Upon individual roll call vote Councilmembers
Crilley, Fazekas, Gutowski, Mancuso, O'Brien and Quinones voted
in the Affinnative.
At approximately 7:40 p.m., a Closed Session was held.
Upon MMS&C by Councilmembers O'Brien and Fazekas and
unanimous affinnative vote ofthe full Council present this meeting
was opened at approximately 8:10 P.M.
Upon MMS&C by Councilmembers O'Brien and Fazekas and
unanimous affinnative vote of the full Council present this meeting
was Adjourned at approximately 8: 11 P.M.
