DATE: September 14, 2021 TIME: 6:0o P.M.
NOTE: The Regular Meeting of the City Council was held in -person at the appointed time and day in
accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8).
1. WELCOME -CALL TO ORDER -The meeting was called to order at 6:00 pm by Mayor Mike
Bawden, ROLL CALL -Council Members Present: Adams, Littrel, Krell, DCamp (via conference
call), Heddlesten (via conference call) Also present: Mayor Mike Bawden, Engineer Chris Cooper,
City Administrator Kent Royster, Riverdale Fire Chief Chris Bernard, and other residents and
visitors.
2. PUBLIC HEARING ON THE BID OPENING AND PROJECT AWARD FOR THE
RELINING OF THE SANITARY SEWER PROJECT FOR THE CITY OF RIVERDALE,
IOWA -Mayor Bawden opened the public hearing. Kent Royster gave an over view of the project.
Visu-Sewer won the bid at $189,427.55. The money for this project is already in the budget. Littrel
made a motion to close the public hearing and was seconded by Heddlesten. Roll Call: All Ayes.
MC. The hearing was closed at 6:22pm.
3. Mayor Bawden opened the Regular City Council Meeting at 7:oopm. Roll Call: Present -Adams,
Krell, Littrel, DCamp (via conference call), Heddlesten (via conference call).
4. APPROVAL OF THE CONSENT AGENDA -Motion by Krell, seconded by Littrel. Roll Call: All
Ayes. MC

5. PRESENTATIONS AND PROJECT UPDATES
See the packet for more detailed reports from the City Administrator, the MSA Engineer, Fire
Department, and Public Works. Jamie Long and Tour de Brew gave a presentation regarding the
temporarily opening of the locked gate between the Mississippi River Trail and Kensington Street
on the City of Riverdale's Property.
6. PUBLIC COMMENT ON AGENDA ITEMS -Wendy Syverud brought up last years' budget
adjustments and the details regarding it. She asked for it to be on a future agenda as well as the
adjustments needing to be made. Mayor Bawden agreed to this for the first Council Meeting in
October.

8. NEW BUSINESS
8.1 RESOLUTIONS
8.1.1 Resolution 2021-39-A Resolution Temporarily Opening the Locked Gate Between the
Mississippi River Trail (MRT) and Kensington Street on the City of Riverdale's Property. Moved by
Krell, seconded by Littrel. Roll Call: All Nayes. Resolution did not pass.
8.1.2 Resolution 2021-40-A Resolution Authorizing Execution of a Construction Contract for the
Joint Sanitary Sewer Rehabilitation project. Moved by Krell, seconded by Adams. Roll Call: All
Ayes. MC
8.1.3 Resolution 2021-41-A Resolution Edorsing and Pledging Support for Emma Hupp's Eagle
Scout Rank Scouts BSA. Moved by Littrel, seconded by Heddlesten. Roll Call: All Ayes. MC
8.1.4 Resolution 2021-42-A Resolution Authorizing the City Administrator to Solicit Multi -Year
Quotes for Snow and Ice Management Services for Streets and Public Ways for the City of Riverdale,
Iowa. Moved by Adams, seconded by Heddlesten. Roll Call: All Ayes. MC
Doug Littrel left the meeting at 8:34pm.
8.1.5 Resolution 2021-43-A Resolution Establishing City of Riverdale's Bow and Arrow Deer and
Coyote Hunting Rules and Regulations for the 2021-2022 Season. Adams made a motion to table
the resolution until next month and was seconded by Krell. Roll Call: All Ayes. MC
8.1.6 Resolution 2021-44 A Resolution Establishing Riverale, Iowa's Parks Tobacco Free and
Nicotine Free. Ayes-DCamp, Krell, Heddlesten. Nays -Adams. MC
8.1.7 Resolution 2021-45 A Resolution Memorializing Performance Evaluations of the City
Administrator and Deputy City Clerk for FY 2021 and Establishing Compensation and Performance
Criteria for FY 2022. Moved by Adams, seconded by Krell. Roll Call: Ayes -Adams, Krell, DCamp.
Nays-Heddlesten. MC.

11. DISCUSSION AND COMMITTEE REPORTS -Fall Fest will be October 2, 2021 from 2-4pm at
Bicentennial Park. There will be music, food, and activities.

13. GENERAL PUBLIC COMMENT/COMMUNICATIONS TO THE COUNCIL -Nothing at this
time
14. ADJOURNMENT
Motion to close the City Council meeting was made by Adams, seconded by DCamp. All Ayes. The
Regular Meeting of the City Council was formally adjourned at 9:24pm.
