RIVERDALE CITY COUNCIL MINUTES
PLACE: Riverdale City Hall, 110 Manor Drive, Riverdale, Iowa
DATE: November 23, 2021 TIME: 7:00 P.M.
NOTE: The Regular Meeting of the City Council was held in-person at the appointed time and day in
accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8).
1. WELCOME-CALL TO ORDER-The meeting was called to order at 7:35 pm by Mayor Mike
Bawden, ROLL CALL-Council Members Present: Littrel, Krell (via telephone) DCamp, Heddlesten
(via telephone) Also present: Mayor Mike Bawden, Engineer Chris Cooper, City Administrator Kent
Royster, Fire Chief Chris Bernard, and other residents and visitors.

5.2.1 Third Reading of 04-2021 Ordinance Amending the Code of Ordinances of the City of
Riverdale, Iowa Sections 95.135 Concerning Sewer Service Rates. Motion to table by DCamp and
seconded by Littrel. Roll Call: All Ayes. MC
6. NEW BUSINESS
6.1 RESOLUTIONS
6.1.1 Resolution 2021-54-A Resolution Authorizing “No Outlet Signs and Dead-End” Signs for
the Fenno Area Neighborhood. Motion to amend resolution by removing the 3 rd whereas, changing
the date, and adding more background information was made by DCamp, seconded by Littrel. Roll
Call: All Ayes. MC
Littrel left the meeting at 8:30pm.
6.1.2 Resolution 2021-55-A Resolution Approving the Cancellation of the City Council Meeting
Scheduled for Tuesday, December 28, 2021. Motion to amend changing the date to November 23,
2021 was made by DCamp, seconded by Krell. Roll Call: All Ayes. MC
6.1.3 Resolution 2021-56-A Resolution Accepting and Approving the 2020 Urban Renewal
Report for Fiscal Year Ending June 30, 2021. Motion by Heddlesten, seconded by DCamp. Roll Call:
All Ayes. MC
6.1.4 Resolution 2021-57-A Resolution Approving and Adopting the Annual City Street Financial
Report from July 1, 2020 to June 30, 2021 for the Iowa Department of Transportation. Motion by
Heddlesten, seconded by Krell. Roll Call: All Ayes. MC
6.1.5 Resolution 2021-58-A Resolution Accepting and Approving the City of Riverdale’s Annual
Street Financial Report for Fiscal Year Ending June 30, 2021. Motion by DCamp, seconded by Krell.
Roll Call: All Ayes. MC
6.2 ORDINANCES
6.2.1 First Reading of 05-2021-An Ordinance Amending the Code of Ordinances for the City of
Riverdale, Iowa by Adding a New Chapter Authorizing the Formation of a Finance Committee.
Ordinance was read and Council discussed possible changes. No action taken.
7. DISCUSSION AGENDA-Winter Activity will be December 4, 2021 at 2:00pm.

9. GENERAL PUBLIC COMMENT/COMMUNICATIONS TO THE COUNCIL-Nothing at this
time.
10. ADJOURNMENT
Motion by Littrel, seconded by Krell. The Regular Meeting of the City Council was formally
adjourned at 9:10pm.
