The regular meeting of the City Council of Riverdale, Iowa will be conducted according to
the following order and actions will be considered on the items listed. The notice of this
meeting is .not considered final until 24 hours prior to the meeting and may be further
modified if 24 hours' notice is impossible or impractical for good cause.
In compliance with the Americans with Disabilities Act (ADA) and other applicable federal
and state laws, all public hearings and meetings held or sponsored by the city of Riverdale,
IA will be accessible to individuals with disabilities. Persons requiring auxiliary aids and
services should contact City Hall at (563) 355-2511 five (5) days prior to the hearing or
meeting to inform of their anticipated attendance.
The requirement that an Ordinance be read three times before passage may be waived by
council upon an affirmative vote of four (4) of the five (5) council members. The public is
advised to take note of this process and be prepared to speak either for or against any
ordinance at the time of first reading.
Per Chapter 21 of the Iowa Code, more specifically described in sections 21.2 and 21.8, a
member of the Council may attend the meeting either in person or by electronic means, as
defined in said sections.

Littrel left the meeting at 8:30pm.
6.1.2 Resolution 2021-55-A Resolution Approving the Cancellation of the City Council Meeting
Scheduled for Tuesday, December 28, 2021. Motion to amend changing the date to November 23,

Greetings all,
1. Budget Workshop for the Administrative Department
We will be presenting the General Government Fund rough draft budget
proposal to you at 6:oo. I would like to the thank the Mike for his much
needed assistance in helping me with this.
2. Swearing Ceremony
The Mayor will be swearing in new members of council at 6:45 right before the
December 14th meeting.
3. Holiday Schedule
City Hall will be closed December 23, 24 for Christmas. And, closed on
January 31st for New Year's Day.
4. Fenno Dr
We are done! Except for a couple of punch list items; the biggest outstanding
one what to do with the Mangels property the address is 205 Fenno Rd. The
issue is the first stormwater inlet on the northeast corner.
5. Manor Drive Hill Storm Sewer Fix
This started this week. The sub -contractor is Haggerty. Haggerty will be
installation the manholes. Vis-A-Sewer will be doing the relining.

7. 1052 Valley
I recently met with Scott County Building Department to discuss in the
property maintenance enforcement of this residence. And, I sent a letter
requesting information about the home owner's plans to rehabilitate the
property.
8. REVISED Third Reading of 04-2021 Sewer Service Rates
I was advised to make changes regarding Cu ft to gallons and the newly
created Finance Committee will review and make recommendations to the
City Council for changes. However, as December 9, 2021 I have yet to
receive rate changes. Because, of the changes in the Ordinance in order to
pass it will required a 2/3 majority to pass.
9. Resolution 2021-59
I have yet to receive the information needed to draft a resolution. I have
put it on the agenda. If I don't receive it. Please table.
10. Resolution 2021-60
This resolution is a change order for an extra bollard. The cost is $500.00.

This is for the Annual Street Financial Report last fiscal year. The due date
was changed from end of September to December 1st. There was no issues
with this report.

At your request we have redrafted an Ordinance establishing a Budget

13. Discussion Item- Street Sweeper
Chris Cooper wished for discussion regarding the need for Street
Sweeping.
14. Discussion for Personnel
As of December 9, 2021, we have 31 resume for the Deputy Clerk position.
The week of January 6t11 I will forward on 6 resumes for your input.
15. Resolution for Max Levy
I will have a resolution to set the date of Max Levy Hearing at your next
meeting.

SANITARY SEWER REHABILITATION PROJECT — PHASE 2
A Review of MSA Projects in Your Community
City of Riverdale, IA

Work on the Manor Drive storm sewer has begun. The Contractor's goal is to get the manholes
set so that the sewer can be cleaned and prepped for lining.
WOODS ESTATES EMERGENCY ACCESS ROUTE
MSA is continuing to work on the plans for this project. Progress plans have been sent to the
City.
WATER MAIN BREAK ON FENNO ROAD
The project has reached substantial completion. MSA will work with the City to prepare a project
punchlist. It is agreed punchlist items will be addressed in the spring.
CAPITAL IMPROVEMENTS
MSA did an office evaluation of the remaining sewers to be televised within the City limits. Based
on this and the historical costs provided by the previous two projects, MSA prepared an estimate
of their fees and televising cost to complete the last phase of the sanitary sewer evaluation.
In addition, MSA discussed reviewing the trunk sanitary sewer located along State Street with the
Davenport Wastewater Treatment Plant. Because this sanitary sewer is constructed with
concrete pipe, and it is as significant depths, it is MSA's opinion this sanitary sewer should be
televised to determine its condition. However, this sanitary sewer is not the sole responsibility of
the City of Riverdale. This sanitary sewer is to be maintained as part of the shared 28-E project
costs.

For this sewer to be televised, the City, as a 28-E partner will have to propose a televising project
at a 28-E Joint Sewer Meeting. Budget costs to televise this sewer were submitted in a letter to
City dated November 29, 2021.
IDOT TRAFFIC COUNTS
MSA provided preliminary information to IDOT in preparation of their 2022 Traffic Count program.
The information provided included the traffic generators in the area, the traffic counts for South
Kensington that were performed by BiState Regional Planning, and the gradual coming on-line of
the Woods Estates Subdivision.
CITY OF RIVERDALE MS4 NPDES PERMIT
Councilperson Dcamp started an online discussion regarding the City's requirement to sweep the
streets as part of their NPDES permit.
A summary of that conversation is as follows:
• The Iowa Department of Natural Resources (IDNR) is the authorizing agency in Iowa.
• The 2009 renewal of the City's permit did not require street sweeping.
• The 2014 renewal of the City's permit does require street sweeping.
• The 2019 renewal of the City's permit does require street sweeping.
• In our opinion, the City cannot extract itself from their NPDES permit. This is based on their
location and their association with adjacent communities, the fact that they own storm sewers,
and the presence of Arconic.
• In our opinion, the City can temporarily stop street sweeping for equipment maintenance
purposes. It is our suggestion that a courtesy letter be sent to the IDNR indicating why street
weeping has stopped, how a tentative street sweeping evaluation process for the City will
proceed, and an indication of when that evaluation process will conclude.

lots.

Sectio n 1: The Code of Ordin ances, City of Riverdale, Iowa is hereby amended by amendi ng
Chapter 95, Section 135 Rates, to read as follows:
95.135 RATE S
The ra tes for comprehensive sewer service charges shall be reviewed an nually a nd established
from time to time by City of Riverdale Co uncil ordinance and shall be as follows
1. Basic Sewer Service Charge. The basic sewer service charge shall be charged on each bill to
each customer regardless of u sage. The charge is based on the user classification. The
classes are Residential (RESID ), Small Other P ublic Authority (Small OPA), Large Other
Public Authority (Large OPA ), Co mmercial (COMM) and Industrial (I ND U). In no case
shall the minimum bill be less than the basic service charge . The basic sewer service charge
on each quarterly bill will be charged as follows for the next five calendar years:

A RESO LUTION ADVISING RESIDENTS ON HOW THE INCREASE OF SANTIARY SEWER FEES

WHEREAS, the City of Riverdale , Iowa ("City") is a Municipal Corp orati on, organized and
o pe rating under the la ws of the State of Iowa;
WHEREAS, the City Counc il has ratified Ordinance Numb er 04-2021 which is referred to
as An Ordina nc e Amending the C ode of Ordin an ces of the City of Riverdale Iowa,
Sections 95.135 concerning Se we r Se rvic e Rat es;
WHEREAS, the City Council wishes to inform the residents of how this incre ase in Sanitary
Sewe r Fee will be utilized;
WHEREAS, the information will be pro vided in a quarterly br eakout of h ow the increas e
of sanitary se wer fe es will be used in terms of paying off fund debt, operating exp enses,
and long-term capita l expenditures;
WHEREAS, this mailing will be pro vided in conjunction with the first quarterly bill of ea ch
calenda r year mailed o ut to each users of the City of Ri verd al e's S anit ary Sew er system;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, I OWA,
SECTIO N 1. The City Council here by instructs city staff to inf orm the residents of th e
City of Rive rda le on how the increase in Sanitary Sewer fees will be used with ea ch

BY ADDING A NEW CHAPTER A UTHO RIZING THE F ORMATION OF A FINANCE COMMITTEE
BE IT ENACTED by the City Council of the City of Riverdale, Iowa:
Section 1. NEW CHAPTER. The Co de of O rdinan ces of th e City of Riv erdal e, Iowa, 2021
is amended by a dding a ne w Cha pte r 22. 0 entitled Fin an ce Committ ee, which is hereby
ado pted to rea d as fo llo ws:
32. 402 Purpose The purpo se of this ch apt er is to est ablish a Finance
Committee to a dvise the City C ouncil on financi al matters, mak e
rec ommendatio ns on financia l po licies and practic es of th e City and to monit or
the inte grity of the City's financia l reporting process.
32. 403 Me mbe rship Membership of th e Fin ance C ommitt ee is comprised of
a minimum of 3 persons: The c ommittee may be r epres ent atives fr om the City
Council; a nd membe rs of the co mmunity, appointed by the Mayor and c onfirm ed
by the City Council, who shall serve without comp ensation, for a term of two ye ars.
• The Finance Co mmittee will meet as n eed ed;
• The Finance Committee will designate a ch air and a re cording secr et ary;
■ The City Clerk will prepa re an a genda or work plan for ea ch meeting;
• A re cord of the pro ceedings will be kept in the same m ann er as official minutes
of the City Counc il.
