NOTE: This Regular Meeting of the Riverdale City Council was held in the Community Room of Riverdale's City Hall at the appointed time and in accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8). WELCOME: CALL TO ORDER - The meeting was called to order at 7:11 pm by Mayor Anthony Heddlesten; ROLL CALL - Council Members present: Kelly Krell, Vince Jurgena, Paul DCamp, Kelly Krell and Doug Littrel. Not present: Kevin Adams (who was not able to attend). Also present: Fire Chief Chris Bernard, Chris Cooper (arrived at 7:49 pm) and various residents; PLEDGE OF ALLEGIANCE REVIEW/APPROVAL OF THE AGENDA: The mayor explained City Engineer Cooper would arrive late to the meeting and his report would be deferred until later in the meeting. The mayor also asked the Council's indulgence to move item 8.4.3, the Proclamation of Ava Griswold Day, to an earlier spot in the agenda for the convenience of the family. Approval of the amended agenda was moved by Littrel, seconded by Jurgena. All ayes. Mayor Heddlesten presented an official proclamation making January 4, 2022, Ava June Irwin Griswold McFarlin Day in Riverdale.; Following the presentation of the proclamation, a motion to approve the Consent Agenda was made by Krell, seconded by Littrel. Wendy Syverud asked about mist. landscaping costs in December. Further discussion surrounding a new maintenance person. Maintenance services, costs and staffing will be discussed at City Council Meeting Minutes — Regular Meeting 1 January 11, 2022 (MTB) Riverdale City Council Meeting Minutes I January 11, 2022 7:00 p.m. Page 2 the work session planned for January 22. Council member DCamp asked if the maintenance information could be shared with him prior to the meeting on the 22nd. Dennis Glew asked about the status of the traffic control light at the bike crossing (Bellingham and State Street). PRESENTATIONS AND PROJECT UPDATES: CITY ADMINISTRATOR REPORT - No report; CITY ENGINEER REPORT - City Engineer Cooper arrived later in the meeting (8:06 pm) and provided his report to Council.; FIRE DEPARTMENT REPORT - Chief Bernard reviewed his department's report.; WOODS ESTATES REPORT - Mayor provided a progress report on the Woods Estates project. UNFINISHED BUSINESS: There was no unfinished business to discuss or consider. NEW BUSINESS: RESOLUTIONS - 2022-01 A Resolution Naming the Official Publications for the City of Riverdale for Calendar Year 2022, Motion made by DCamp, second by Littrel. All ayes. MC.; 2022-02 A Resolution Approving USIC Locating Services to Provide Sanitary and Storm Sewer Locating Services for the City of Riverdale until November 15, 2022, Motion made by Krell, second by Jurgena. All ayes. MC.; 2022-03 A Resolution Appointing Officers and Members of the Riverdale Volunteer Fire Department for Calendar Year 2022, Motion made by Littrel, seconded by DCamp. All ayes. MC.; 2022-04 A Resolution Updating a Policy Setting the Official Holidays for the City of Riverdale, Motion made by DCamp, seconded by Krell. All ayes. MC.; 2022-05 A Resolution Naming the Depositories for the City of Riverdale for the Calendar Year 2022, Motion made by Jurgena, seconded by Littrel. All ayes. MC. DISCUSSION AGENDA: PUBLIC WORKS - The Mayor discussed plans for a January 22 work meeting with Council; Red light sensor installation at the intersection of Bellingham and State Streets was discussed. REPORT FROM THE MAYOR: INTERGOVERNMENTAL - The Mayor reviewed meetings he had; PROCLAMATIONS —Martin Luther King Jr Day Proclamation (01/17), COVID Awareness Day (01/13), and Ava Griswold Day (01/04) were announced. Council Member Doug Littrel left the meeting at 8:30 pm. GENERAL PUBLIC COMMENT: There was no further comment or issues brought forward from the public. PROJECT PRIORITIZATION: Top priorities for City Staff/City Administrator identified by the City Council; Krell reviewed the schedule and priorities for the January 22 work sessions.
