HomeMy Public PortalAbout1999/08/26 The Agenda Meeting of the Mayor and Council of the Borough of Carteret preceding the Regular Meeting, September 2, 1999, was held on August 26, 1999, 7:00 P.M.., Municipal Court, Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. The following were noted present: Mayor Failace Councilmember Crilley " Gutowski " Mancuso " O'Brien " Quinones Noted Absent was Councilmember Fazekas. Also noted present was Borough Attorney Craig Coughlin. Mailed to The Home News Tribune, The Star Ledger and posted on the bulletin board on August 20, 1999. a) Borough Engineer - Eriz Betz gave the Borough Engineer's Report. He spoke on the Town Center Project, Illegal Connection Identification & III Reduction Program (IICI & III Program), Annual Sewer Repair and Emergency Service Contract No. 98-15, Improvements to Industrial Road & Hill District - Storm Sewer Crossing and Improvements to Louis Street and Fillmore Avenue - Contract No. 99-11. August 12 & 19, 1999. Public Hearing: #99-24 Supplementing and Amending Code, Chapter 160 Entitled "Development" by Addition of a New Section, 160-83A to be Entitled "Soil removal and Fill Replacement". #99-28 Prohibiting Political Fundraising On or By Use of Public Property ImprC'·5Plents. Sewer Collection System - July 1999. Treasurer - June 1999. MATTERS FOR DISCUSSI~ MATTERS FOR DISCUSSION: Michael Majors Michael Majors - Personal Matter. This will be discussed III Closed Session. Taxi/Umousine Service Taxi/Limousine Service. The Clerk said she put this on because she was concerned that we don't license our limousines. She got about five samples of ordinances ftom other towns and she is giving the Borough Attorney them to look at. Sitar Company Sitar Company - Asking status of vacating Germack Drive. The Clerk said our Borough Attorney will get a survey on it. N.J. Transit NJ Transit - Community Shuttle Program. Councilmember Crilley said this is a Grant Program where John can apply for a shuttle bus. He explained that for three (3) hours in the morning and three (3) hours in the evening they shuttle residents to the bus stops and the train station. We upkeep the van, but we get it for ftee and this gives us use of the van for the other hours during the day. He said 2 he personally did not like the program because of the cost involved and the fact that he does not know that this is a program that the Borough wants to get into for busing around commuters, especially to Woodbridge, but he said he would present it to the Council and see what they want Mayor Failace said he didn't think the expenses would be that grea'.md he said the Council needs to agree on if they want to go through with it. Councilmember Crilley said they will be needing another bus soon. Councilmember Mancuso said the maintenance could be reimbursed by N.J. Transit. Mayor Failace said he thinks it is worthwhile and he should continue to apply for it and see what unfolds. Attorney Coughlin said it is okay as long as you are not obligated to accept it you can get it and see what their requirements are. The Clerk said they have a resolution opposing a Special Treat''1ent Facility in Woodbridge. Upon MMS&C by Councilmembers Gutowski and O'Brien and unanimous affirmative vote of the full Council present the meeting was opened for public input on Resolution #99-287. Upon MMS&C by Councilmembers Gutowski and Quinones and unanimous affirmative vote of the full Council present the public portion on Resolution #99-287 was closed. Upon MMS&C by Councilmember Gutowski and Crilley RESOLUTION #99-287 "RESOLUTION OPPOSING A SPECIAL TREATMENT FACILITY IN WOODBRIDGE" was Adopted. Upon individual roll call vote Councilmembers Crilley, Gutowski, Mancuso, Quinones and O'Brien voted in the affirmative. Councilmember Fazekas was noted Absent. AUGUSf 26, 1999 N.J. Transit Oont: MEEfII«; OPÐIED Public Input on Resolution #99-287 Public Portion Closed RESOWIT~ #99-287 Resolution Opposing A Special Treatment Facility in Woodbridge Adopted 3 AUGUST 29, 1999 Counci1member Fazekas noted Present BUS~ ro BE ADDED County Officer Drug Test Policy Redevelopoent Ordinance Telephone System Railroad Agreement HUD At approximately 7:20 p.m.., Councilmember Fazekas was noted present. BUSINESS TO BE ADDED: Councilmember Gutowski said they have a County Officer starting work on Monday. Councilmember Crilley said at the last Agenda Meeting they discussed the Drug Testing Policy. Attorney Coughlin gave out paperwork showing the basis for the discussion and also something ftom Prevention Specialists Incorporated explaining that they will come and help develop the policy. They would do the testing. He spoke shortly on this. He said he would be checking on other companies to get some other proposals with regard to performing the service. Councilmember Crilley said we are mandated to do CDL Drivers, so they would not have to discuss this with the union. Mayor Failace asked Attorney Crilley what our next step was for the Redevelopment Ordinance. Attorney Coughlin said he met with Patrick today and they have to put together a proposed budget and submit it to the Local Finance Board. They started putting some numbers together today and Patrick will format it. Councilmember Fazekas said he just got some figures ftom Lucent Technologies for the telephone system and that there is a demo of the new police system. He said he would be talking to Chris Elg about that and the network itself. He will be sitting down with Patrick De Blasio and informed the Governing Body that there may be another ordinance for that. Councilmember Mancuso said he knew that the Mayor had called Mayor McGreevey and he suggested we send a letter out to him asking to see what the agreement is like that he drafted with the railroad. Mayor Failace told Attorney Coughlin to draft a letter. Councilmember Mancuso said he had the names of a couple of other Mayors who would like to sit down at this meeting. He then went on to speak about HUD and suggested to sit down with them to discuss some of the things that are going on down there ftom the information we are getting. Attorney Coughlin said they are an autonomous body, however one of the requirements is that they give us an audit. The intent of 4 AUGUSf .'l6i, 1999 that is for there to be some oversight by the Governing Body and therefore he does not think it would in inappropriate for the Borough to reach out to HUD. Mayor Failace asked for a motion to go into Closed Session. Upon MMS&C by Councilmembers Quinones and O'Brien RESOWIT~ #99-288 Resoltuion to go into Closed Session RESOLUTION #99-288 "RESOLUTION TO GO INTO CLOSED SESSIlON" was Adopted. Upon individual roll call vote Councilmembers Crill~y, Gutowski, Fazekas, Mancuso, Quinones and O'Brien voted in the Affirmative. At approximately 7:35 P.M., a Closed Session was held. HEEITNG OPÐIED Upon MMS&C by Councilmembers O'Brien and Mancuso and unanimous affirmative vote of the full Council present, this meeting was Adjourned at approximately 8:40 P.M.
