PRESENT: Chairman Jerry Hansen, Board members, Adrian Beazer, Bruce Case, Brian
Stutzman, Councilman Dan Gubler, Clerk Betty McKinlay, Clerk Robyn Keyes
VISITORS: Colleen Mann, Steve Elg, Lynn McKinlay and Jared Wight
Jerry Hansen welcomed everyone and the pledge was said.
Minutes were reviewed and approved.
Jerry made sure everyone had a current code and comprehensive plan book. Jared Wight
was sitting in on meeting and was invited to join committee. Jerry explained duties of
committee members and explained the importance of consistency with approvals.
Steve Elg is asking for a 7 foot variance and brought in plans for new garage as per
Jerry's request. Steve's water line ran under his driveway and Jerry asked him at April's
p/z meeting to get with the City and move the line before going any further with garage
plans. Jerry asked if Steve had taken care of the water line, he said he had. A public
hearing notice was sent out to neighbors within 300 feet. None of the neighbors showed
up to hearing. Committee looked over Steve's plans and discussed the fact that Steve's
lot was a corner lot and that had different regulations. Jerry asked if anyone had a
problem with Steve's plans and no one did. Brian Stutzman made a motion to approve
variance and Adrian Beazer seconded. Brian stated that since variance was on an alley
that if the alley was ever widened and made into a street, Steve would have to move
garage to accommodate Title 11 -4-6 (D) in Code Book. Steve said he would. Jerry also
suggested Steve straighten out his property line. Jerry said he would be present at next
City Council meeting for final approval of Steve's variance.
Adrian suggested committee decide what to do about alleys and property lines. Bruce and
Jerry said City needed to develop solid ground rules now for future regulations.
Jerry recognized Colleen Mann from floor. She wants to put in a fence. Zech checked
property and said it was ok. Colleen wanted to put a 30x36 garage right on property line.
Committee said that was not possible. Colleen is asking for a variance so Brian suggested
putting her on the agenda for next p/z meeting. He also asked her to bring in drawings,
dimensions and distances from property line. She was also advised to give Clerk names
of neighbors in impact zone so letters can be sent out informing them of public hearing.
Jerry asked Adrian about his contact with Steve Serr at the County. They discussed the
capacity of our wells and sewer system and code we are enforcing. They talked about our
impact zone and if the City has capacity to provide service to them. Wells can
accommodate current population but if impact zone developed our system would not be
able to accommodate. Dan said he wanted county to enforce City code to impact zone.
Jerry asked if Adrian needed more help with impact zone.
Jerry said he has concerns of progress of code enforcement. He isn't seeing advancement
on violations being enforced and asked Dan what is being done to follow up on offenses.
Jerry proposing a committee is formed to over see code enforcement. Dan said a meeting
is set with current code enforcement officer to discuss issues.
Jerry announced due to health problems he will have to step down from his position as
committee chair. He said he will try to stay until a new chair is appointed.
Betty announced her retirement at the end of May.
Jerry asked Jared if he wanted to become a p/z committee member, he said he would.
Jerry made a motion to vote. Bruce seconded. Jared was approved as a member of
committee.

NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that on May 7, 2008 at 8:00 p.m. at the Iona Community
Center located at 3548 North Main, Iona, Idaho, the Iona Planning and Zoning
Commission will conduct a public hearing to consider a request for a "Variance" by
Steve and Stephanie Elg living at 3782 North Main in Iona.
The request is for a garage to be built along Longhurst Avenue and he is requesting that
the set back be within 7 feet from his property line instead of 10 feet.
This letter will serve as official notification pursuant to Idaho State Code. If you have
any questions or comments concerning this matter they will be heard at the public
hearing.
