The Agenda Meeting of the Mayor and Council of the Borough of
Carteret preceding the Regular Meeting, September 16, 1999, was
held on September 9, 1999, 7:00 P.M., Municipal Court, police
Facility, 230 Roosevelt Avenue, Carteret, New Jersey.
The following were noted present:
Mayor Failace
Councilmember Crilley

" Mancuso
" O'Brien
Noted Absent were Councilmembers Fazekas and Quinones and
Borough Attorney Craig Coughlin.
Mailed to The Home News Tribune, The Star Ledger and Posted
on the Bulletin Board on September 3, 1999.
a) Borough Engineer. Eric trom Killam Associates reported on the
Continued Rental and Maintenance of HEP A Filters in Borough
Hall, explaining that the contract is almost up.
At approximately 7:05 p.m., Councilmember Fazekas was noted
present.
The Governing Body made the decision to extend the contract. He
then went on to speak about Illegal Connection Identification & III
Reduction Program (ICI & III Program), Annual Sewer Repair and
Emergency Service Contract No. 98-15, and Improvements to
Industrial Road & Hill District - Storm Sewer Crossing,
At approximately 7:08 P.M., Councilmember Quinones was noted
present.
At approximately 7:09 P.M., Attorney Coughlin was noted present.
Improvements to Louis Street and Fillmore Avenue - Contract No.
99-11.

MATTERS FOR DlSCUSSION:
Killam Associates _ Microbial Abatement & Cleaning, Continued
Rental and Maintenance ofHEP A Filters.
BUSINESS TO BE ADDED:
Councilmember Mancuso said he wants to meet regarding New
Jersey Transit (Conrail) violations.
Councilmember Crilley said the town should get out of the tree
cutting business. He said they don't have the right equipment so
they have liabilities because of this and they don't have the right
truck to cut small trees. He said they need to buy a sixty (60) foot
cherry picker.
Nick}oldsack suggested to check with our insurance company in
reference to the liability on that.
Councilmember Quinones commented that it should be covered
under some kind of blanket policy.
Councilmember Crilley then asked about a possible ordinance and
resolution for fees for the use of the park for non-residents. He
wants to get a refundable deposit from residents against cleaning
up and damage.
Mayor Failace said he had some commendations for police
Officers Spolozino and Rivera.
A woman in the audience then complained about a park permit for
use of Carteret Park. They scheduled someone else to use it the
same time as she was scheduled.
Mayor Failace said he was sure it was not done on purpose and he
apologized for the inconvenience.

was Adopted. Upon individual roll call vote Councilmembers
Crilley, Fazekas, Mancuso, O'Brien and Quinones voted in the
Affirmative. Councilmember Gutowski was noted Absent.
MEEITNG CLOSED
At approximately 8:10 P.M., this meeting went into a Closed
Session to discuss Personnel Matters, Litigation and Contract
Negotiations.
MEEl'lNG OPFMD
Upon MMS&C by Councilmembers Quinones and O'Brien and
unanimous affirmative vote of the five (5) Councilmembers
present this meeting was opened at approximately 8:35 P.M.
Mayor Failace
Mayor Failace suggested todo away with hospitalization for
Councilmembers. He said a lot of municipalities are going that
route and explained it would go into effect in January and told the
Council to think about it.
ADJOURNED
Upon MMS&C by Councilmembers Quinones and O'Brien and
unanimous affirmative vote of the five (5) Councilmembers
present, after no further discussion, this meeting was Adjourned at
approximately 8:40 P.M.
