Mayor Briggs called the regular meeting of the City Council to order at 7:30 p.m. 2. Pastor Ray Perkins, Temple City Baptist Church, 5221 El Monte Avenue, Temple City, gave the invocation following which 3. Mayor Briggs led the Pledge of Allegiance to the Flag. 4. ROLL CALL: PRESENT: ABSENT: ALSO PRESENT: Councilmen- Beckley, Harker, Merritt, Tyrell, Briggs Councilmen -None City Manager Koski, Assistant City Attorney Tweedy, Recreation Director Kobett, Public Works Director Pizzorno, Traffic Engineer Envall 5. APPROVAL OF MINUTES: Regular Meeting January 7, 1969 It was noted that on page 5 of the minutes of January 7, 1969, it was recorded that Councilman Harker both moved and seconded a motion concerning support of stated objectives of Acting President Hayakawa of San Francisco State College. The second to the motion was corrected to read Councilman Tyrell. On motion of Councilman Merritt, seconded by Councilman Harker and carried, the minutes of the January 7 were approved as corrected. At this time an award from Pacific Telephone Company, north area, was presented to Councilman Beckley for service rendered in recognition of volunteer off- the -job time devoted to community oriented pursuits. Mr. Al Wyckoff, General Acting Manager of the north area, was present at the meeting and the presentation was made by Al Millham, also of Pacific Telephone Company. Councilman and Mrs. Beckley were both commended by Mayor Briggs for their fine efforts on behalf of the community. PUBLIC HEARING: 7:30 p.m. ASSESSMENTS: CURBS, GUTTERS, DRIVEWAY APPROACHES, SIDEWALKS Mayor Briggs declared the Public Hearing open and asked for the report from the Public Works Director. He advised the public that if there were any objections to any items, to please state them at the time the items were presented. a. ARDEN DRIVE: EAST SIDE, OLIVE TO DAINES, CURBS, GUTTERS AND SIDEWALKS Public Works Director Pizzorno advised that the work has been completed, notices have been posted as prescribed, and recommen- ded that the report be accepted and the property be so assessed. b. GLICKMAN: EAST SIDE, RANDWICK TO OLIVE, CURBS, GUTTERS AND DRIVEWAY APPROACHES Public Works Director Pizzorno advised that the work had been completed, notices have been posted as prescribed, and recommen- ded that the report be accepted and the property be so assessed. EAST SIDE, KEY WEST TO LA ROSA, CURBS, GUTTERS AND DRIVEWAY APPROACHES Public Works Director Pizzorno advised that the work has been completed, notices have been posted as prescribed, and recommen- ded that the report be accepted and the property be so assessed. Mrs. Madeline Foster White, 9802 La Rosa, reported that she was satisfied with the work done, but would like to receive the cost figures prior to the due date on the assessment. Staff was directed to mail this information to her as requested. d. GOLDEN WEST: EAST SIDE, LA ROSA TO MILOANN, CURBS, GUTTERS AND DRIVEWAY APPROACHES. Public Works Director Pizzorno advised that the work has been completed, notices have been posted as prescribed, and recommen- ded that the report be accepted and the property be so assessed. No one came forward to speak in protest. Councilman. Tyrell moved to close the public hearing, Councilman Merritt seconded, and the motion carried unanimously. Councilman Merritt moved to accept the report of the Superinten- dent of Streets, that the assessments be approved, and to direct that the properties be so assessed. The motion was seconded by Councilman Harker and carried unanimously. UNFINISHED BUSINESS 6. ORDINANCE No. 69 -278: 2nd Reading RE: ESTABLISHING PEDESTRIAN MALL No. 5 Assistant City Attorney Tweedy presented Ordinance No. 69 -278 for second reading and read title, AN ORDINANCE OF THE CITY OF TEMPLE CITY ESTABLISHING A PEDESTRIAN MALL PURSUANT TO THE PEDESTRIAN MALL ACT OF 1960, DIVISION 13 of the STREETS AND HIGHWAYS CODE OF THE STATE OF CALIFORNIA. Councilman Harker moved to waive further reading and to adopt Ordinance 69 -278, Councilman Tyrell seconded, and the motion was carried unanim- ously. 7. ORDINANCE No. 69 -279: 2nd Reading RE: DESIGNATING A PORTION OF BALDWIN AVENUE AS A TRUCK ROUTE Assistant City Attorney Tweedy presented Ordinance No. 69 -279 ° for second reading and read title, AN ORDINANCE OF THE CITY OF TEMPLE CITY DESIGNATING A PORTION OF BALDWIN AVENUE AS A TRUCK ROUTE. Councilman Beckley moved to waive further reading and to adopt Ordinance No. 69 -279, Councilman Merritt seconded, and the motion carried unanimously. 8. RESOLUTION No. 69 -885: GRANTING APPEAL FROM PLANNING COMMISSION DECISION, VARIANCE CASE No. 68 -265, MARIE AND HARRY DE VASHER, 6327 NORTH PRIMROSE Assistant City Attorney Tweedy presented Resolution No. 69 -885 which had been prepared by the City Attorney in accordance with instructions from the City Council. Councilman Tyrell moved to approve Resolution 69 -885, seconded by Councilman Merritt and carried unanimously. Council Minutes, January 21, 1969, Page 3 9. RESOLUTION No. 69 -886: EXPRESSING CONCERN OVER THE WIDESPREAD INCIDENTS OF MILITANCY ON THE CAMPUSES OF CALIFORNIA EDUCATIONAL INSTITUTIONS Assistant City Attorney Tweedy presented Resolution No. 69 -886 which had been prepared by the City Attorney. It was moved by Councilman Tyrell, seconded by Councilman Beckley to approve the resolution. Councilman Harker noted that the resolution that had been prepared was broader in scope than the directive to the City Attorney, and stated that while he had no objections to approving this one as drawn, that the resolution supporting Acting President Hayakawa on his stated objectives and policies should also be accomplished. The motion carried unanimously and staff was directed to proceed with the distribution of the resolution to the governor, assemblymen, senators, school super- intendent, etc., as deemed valuable. The City Attorney was directed to prepare the resolution in support of Hayakawa as previously requested. NEW BUSINESS 10. PEDESTRIAN MALL No. 5 and PUBLIC PARKING LOT No. 8 - AWARD OF BIDS City Manager Koski presented the report of Krelle and Lewis on the proposed construction of Pedestrian Mall No. 5 and Public Parking Lot No. 8, advising that the bids were acceptable for all schedules except Schedule No. 1, Concrete Block Wall, for which only one bid had been received and which was considerably above the estimate. He advised that the engineering firm of Krelle and Lewis are now attempting to secure additional bids on this schedule and that this would be completed in time for the next meeting of the Council, which delay would not interfere with the construction schedule. It was moved by Councilman Beckley, seconded by Councilman Harker and unanimously carried, to hold the award of bids over to the next meeting of the Council to be held on February 4, 1969. 11. TRAFFIC COMMISSION RECOMMENDATIONS - Meeting of January 8, 1969 A. Item 5. ARDEN DRIVE AND OLIVE STREET - Additional regula- tions. Eecommend placement of a crosswalk across Arden Drive at north line of Olive Street, and center -line striping on Arden Drive between 01ive Street and Daines Drive. Traffic Engineer Envall presented the above recommendation, stating the crosswalk was necessary because of recent curb, gutter, sidewalk and pavement improvements. Motion to approve by Councilman Tyrell, seconded by Councilman Harker and unanimously carried. B. Item 6. LONGDEN AVENUE, EASTERLY OF ROSEMEAD - Additional Regulations. Recommend placement of additional 142' of red curb markings on the north side of Longden Avenue from a point 255' east of the east curb line of Rosemead Boulevard, and the modification of the striping for a distance of 400' easterly of Rosemead Boulevard to provide two moving lanes for westbound traffic approaching Rosemead Boulevard. Traffic Engineer Envall presented the above recommendation, advising that a sight hazard now exists which would also be remedied by the above modification. Motion by Councilman Tyrell, seconded by Councilman Beckley and unanimously carried to approve the recommendation. Council Minutes, January 21, 1969, Page C. Item 9. COMMUNICATIONS: Recommend placement of red curb marking on west side of Encinita 40! north, and 5' south of the . alley, immediately south of Las Tunas Drive. Traffic Engineer Envall presented the above recommendation relative to the increased visibility that would be provided and improved .. movement of traffic at the T- intersection. Motion by Councilman Merritt, seconded by Councilman Tyrell and unanamously carried to approve the recommendation. D. Item 10. MATTERS FROM CITY OFFICIALS: Recommend placement of a yellow school crosswalk across Noel Drive at Broadway. Traffic Engineer Envall presented the above recommendation advising that this crosswalk is at the location of the Christian School on Broadway. Motion by Councilman Tyrell, seconded by Councilman Harker and unanimously carried to approve the recommendation. 12. PARKS AND RECREATION COMMISSION RECOMMENDATIONS: Meeting of January 15, 1969 Recreation Director Kobett presented a recommendation from the Parks and Recreation Commission for renewal of co- sponsorship of the following for the year 1969: A. La Crosse Chiefs B. Senior Citizens' Club C. Creative Arts On motion of Councilman Harker, seconded by Councilman Tyrell and unanimously carried, the recommendations were approved as presented. 13. APPOINTMENT OF PERSONNEL A. RESOLUTION No. 69-888: APPOINTING PERSONNEL - Account Clerk City Manager Koski presented Resolution 69 -888, a RESOLUTION OF THE CITY OF TEMPLE CITY APPOINTING PERSONNEL. Councilman Tyrell moved to adopt, Councilman Harker seconded, and the motion carried unanimously. B. RESOLUTION 69 -889: APPOINTING PERSONNEL - Steno - Secretary City Manager Koski presented Resolution No. 69 -889, A RESOLUTION OF THE CITY OF TEMPLE CITY APPOINTING PERSONNEL. Councilman Merritt moved to adopt, Councilman Tyrell seconded and the motion carried unanimously. C. City Manager Koski presented the following appointments for service on the Parks and-Recreation Commission to the Council for confirmation: a. Reappointment of Commissioners Everett Greenberg and Frank Villar to two -year terms,, beginning January 5, 1969, and expiring January 5, 1971. It was moved by Councilman Tyrell, seconded by Councilman Harker and unanimously carried that the reappointments of Commissioners Greenberg and Villar be confirmed. b. Appointment of William R. Walker, D. V. M. to a two - year term beginning January 5, 1969, and expiring January 5, 1971. It was moved by Councilman Tyrell, seconded by Councilman Merritt and unanimously carried that the appointment of William R. walker, D. V.M. to the Parks and Recreation Commission be confirmed. RESOLUTION NO. 69 -887: Warrants and Demands Councilman Harker moved to adopt Resolution No. 69 -887, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $113,388.26, DEMAND. Nos. 12086 THROUGH 12154. Councilman Tyrell seconded, and the motion carried unanimously. 15. COMMUNICATIONS: City Manager Koski presented a communication from the Temple City Chamber of Commerce to hold a sidewalk sale on Saturday, March 1, 1969. It was moved by Councilman Tyrell, seconded by Councilman Beckley, and unanimously carried that the request by the Chamber of Commerce to hold the sidewalk sale be approved, subject to insurance requirements. City Manager Koski presented a communication from the 25th Annual Camellia Festival Committee, relative to request for vendors along the parade route, parade assembly area, and disbanding area, as follows: 1. Candied Apples, Parade Route - Me' .K i . Tah _Wa:. Campfire Girl's 2. Popcorn and Peanuts, Parade Route - Fathers' Committee of Boy Scout Troop #174 3. Ice cream bars, fudge bars, Long Johns, End of Parade - Cadette Girl Scouts #444 4. Coffee, hot chocolate and donuts, Assembly Area - Boy Scout Troop #171 5. Camellia hats, General Area - Temple City Order of Rainbow for Girls 6. Helium balloons, Parade Route - Temple City Hi Performing Arts Booster Club It was moved by Councilman Tyrell, seconded by Councilman Merritt, and unanimously carried that the requests as listed be granted. 16. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward at this time. 17. MATTERS FROM CITY OFFICIALS: City Manager Koski presented a request from the Director of Recreation for the Director's attendance, as well as Commissioners Adams., Greenberg, Villar and Walker, to the California Parks .and::Recreation Conference, February 22 -26, 1969, in San Francisco, with attendant expenses authorized. This was in lieu of expenses not incurred at the League Conference. It was moved by Councilman Tyrell, seconded by Councilman Merritt, and unanimously carried that the attendance of the Director of Recreation and the Commissioners listed be approved as requested, and attendant expenses be authorized. City Manager Koski presented a request to attend the Spring Meeting of the City Managers' Department, League of California Cities, to be held in Monterey, California, February 26 -28, 1969, for which budgeted funds were available. Council Minutes, January 21, 1969, Page 6 It was moved by Councilman Merritt, seconded by Councilman Harker and unanimously carried, that the request of City Manager Koski to attend the Spring Meeting of the City Man- ager's Department, League of California Cities, February 26 -28, 1969, be approved, and attendant expenses be authorized. City Manager Koski provided a proposed budget calendar for study sessions and budget review for consideration by the Council. The scheduling of the study sessions was postponed to a later date. Councilman Harker reported on the California Contract Cities "Day in Sacramento" held on January 14, 1969. He suggested that the City Councilmen meet with legislators in Sacramento at a luncheon hosted by the City, at which time pertinent legislation might be discussed. Further contact will need to be made; however, a Friday noon was considered the best time for getting together. 18. ADJOURNMENT. CouncilmanTyrel1 moved to adjourn at 8:08 p.m. Motion seconded by Councilman Harker and so ordered.
