The Agenda Meeting of the Mayor and Council of the Borough of
Carteret preceding the Regular Meeting October 21,1999, was held
on October 14,1999,7:00 P.M., Municipal Court, Police Facility,
230 Roosevelt Avenue, Carteret, New Jersey.
The following were noted present:
Mayor Failace
Councilmember Crilley
" Fazekas
" Gutowski
" Mancuso
" O'Brien
" Quinones
Also noted present was Borough Attorney Craig Coughlin. '
Mailed to The Home News Tribune, The Star Ledger and posted
on the Bulletin Board on October 7, 1999.
b) Borough Engineer - The Borough Engineer, Al Beninato, gave
his rr"'ort speaking about pump stations and a bicycle path grant,
etc.
a)McManimon & Scotland - Joe Bauman spoke about a private
operator of the Sewage Treatment Plant. He spoke about entering
into a contract and charging rates that are locked in. He mentioned
that there is also a concession fee paid to the Borough.
At approximately 7:30 P.M., Councilmember Fazekas was noted
Absent.
Mr. Bauman said they could maintain or improve the pump
stations and that the Auditor, Engineer and the Attorney put
together bid specs. He explained it would take six (6) to nine (9)
months to go through the process and that they would never lose
ownership or title to the system, it is an operating contract.

At approximately 7:38 P.M., Councilmember Fazekas was noted
Present.
Councilmember Crilley asked Joe Bauman about fees.
Joe Bauman said he would give us a figure and then cap it.
At approximately 7:50 P.M., Councilmember Fazekas was
Noted Absent.
Nick Goldsack then mentioned the sale/lease back. He said the
Mayor and Council are looking into renovating the Borough Hall.
Mr. Bauman said a statute was passed in April. It is about leasing a
building to a private entity. He explained that this mayor may not
be approved for Carteret. They could lease a building to the MCIA.

Directing the Issuance of Various Raffle Licenses.
Refund of Tax and/or Sewer Fee Overpayments.
Authorizing Bids - Tree Stumper.
Award of Bid - Improvements to Industrial Road, Phase 1.- This
will be held per the Governing Body.
Inspection of Buildings -September 1999.
Sewer Collection-September 1999.
Treasurer-September 1999.
MATTERS FOR DISCUSSION:
Carteret Office for the Disabled- Vacancy. Mayor Failace said he
did not have a name yet.
Robert Hedesh, Esq. - Compensation claim. This will be
discussed in a Closed Session

Board of Health - Remediation of properties. Attorney Coughlin
said we have to go in and clean it.
At approximately 8:05 P.M." Councilmember Fazekas was noted
present.
BUSINESS TO BE ADDED:
Councilmember Fazekas said he had a meeting with heads of
Safety Service/Y2K, and they will have another meeting. They
will let the departments know ifthere is extra manpower required.
Councilmember Crilley asked about the Laborer Appointment in
the Parks Department.
The Clerk said they need a consensus to sign the Lucent
Agreement so they could have the telephones next week and it
will be ratified on a resolution next Thursday.
Upon MMS&C by Councilmembers Quinones and Fazekas and
individual roll call vote, Councilmembers Crilley, Fazekas
Gutowski, Mancuso, O'Brien and Quinones voted in the
Affirmative to agree to let the Mayor sign the Lucent Agreement.
Mayor Failace then asked for a motion to go into Closed Session
for Contract Negotiations, Litigation and Personnel.
Upon MMS&C by Councilmembers Quinones and Fazekas
RESOLUTION #99-334A
"RESOLUTION TO GO INTO CLOSED SESSION"
was Adopted. Upon individual roll call vote Councilmembers
Crilley, Fazekas, Gutowski, Mancuso, O'Brien and Quinones
voted in the Affirmative.
At approximately 8:10 P.M., a Closed Session was held.
At approximately 8:54 P.M., upon MMS&C by Councilmembers
Gutowski and Fazekas and unanimous affirmative vote of the full
Council present this meeting was opened to the public.
