The Agenda Meeting of the Mayor and Council of the Borough of
Carteret preceding the Regular Meeting, November 4, 1999, was
held on October 28, 1999, 7:00 P.M., Municipal Court, Police
Facility, 230 Roosevelt Avenue, Carteret, New Jersey.
The following were noted present:

a) Borough Engineer - Albert Beninato gave the Engineer's
Report. He reported on Dorothy Street and Roosevelt
Avenue Pumping Stations, Illegal Connection Identification
& III Reduction Program (ICI & III Program),
Improvements to Industrial Road (Phase I) - Contract No.
98-12 and Improvements to Louis Street and Fillmore
Avenue - Contract No. 99-11.
Please note that Attorney Coughlin was noted Absent at 7:05 P.M.
and returned at 7:15 P.M., during the Engineers Report.

MATTERS FOR DISCUSSION:
Carteret Office for the Disabled - Vacancy.
PBA Local #47 - Requesting that the vacant positions of
Lieutenant be filled.

Robert Hedesh - Asking Mayor & Council to name Industrial
Road after former Mayor Peter J. Sica.
Board of Health _ Salary Ordinance. The Clerk stated that we
never approve their ordinances. Attorney Coughlin was directed to
call Otlowski, the Attorney for the Board of Health.
Supervisor's Salary Ordinance.
Planning Board _ Zoning Map Update. The Clerk said they asked
for a Professional Service Resolution for EKA and they asked for
$2800.00 to re-do the Zoning Maps, for Professional Service.
Robert Hedesh _ Requesting $500.00 appropriation to handle
Municipal Court matter.
NJ Transit- Notice of grant program to provide coordinated
services for senior citizens and person's with disabilities. Letter of
interest due November 15, 1999. The Clerk said she put a copy of
the letter in each bin for the Mayor and Council and was giving a
copy to the Borough Attorney to review.
BUSINESS TO BE ADDED:
Councilmember Fazekas said the computer system in the Annex
will be shut down tomorrow afternoon for an upgrade.
Councilmember Mancuso said the four (4) drivers need to take a
CDL Driver License Test.
Attorney Coughlin said the Texas Inmate Phone System is the one
Director Elg has been working on. It would give us a percentage of
the phone calls the inmates would make. He then went on to speak
about the letter that went to the residents about the two (2) 97
George Streets, suggesting they do a resolution on this.
Councilmember Mancuso spoke about $160,000.00 they are going
to receive to resurface Hagaman and Sycamore Street and that it is
D.O.T. grant money.
Councilmember Fazekas spoke about getting rid of the old Snorkel
Truck.
The Clerk then said that the Mayor wants to establish a Y2K
Celebration Committee. Jeffrey Pino, Beverly Hedesh and a few
other people will be on it.
Councilmember Gutowski said they would be going into Closed
Session to discuss Litigation and Personnel Matters.

Upon MMS&C by Councilmembers Quinones and Mancuso
RESOLUTION #99-343
"RESOLUTION TO GO INTO CLOSED SESSION"
was Adopted. Upon individual roll call vote Councilmembers
Crilley, Fazekas, Gutowski, Mancuso, O'Brien and Quinones
voted in the Affirmative.
At approximately 7:25 P.M., a Closed Session was held.
Upon MMS&C by Councilmembers Gutowski and O'Brien and
unanimous affirmative vote of the five (5) Council present this
meeting was opened at approximately 8:34 P.M. Councilmember
Quinones was noted Absent during the Closed Session.
Upon MMS&C by Councilmembers Gutowski and O'Brien and
unanimous affirmative vote of the full Council present, after no
further discussion, this meeting was Adjourned at approximately
8:35 P.M.
