The Agenda Meeting of the Mayor and Council of the Borough of
Carteret, preceding the Regular Meeting, November 16, 1999, was held
on Nove¡über 9, 1999, 7:00 P.M., Municipal Court, Police Facility, 230
Roosevelt Avenue, Carteret, New Jersey.
The following were noted present:

Noted Absent was Mayor Failace and Councilmember Fazekas and
Borougr '-ttorney Coughlin.
Mailed to The Home News Tribune, The Star Ledger and posted on
the Bulletin Board on November 5,1999.
a) Karen Kennedy - She spoke saying she works for Continental
Airlines but she is here representing the Newark International
Airport Partnership, which is a coalition existing of major
corporations, major labor unions in the state, business
associations and airline carriers. This was formed to raise the
p~Jlic awareness and the local and state elected officials
awareness, of the importance of Newark Airport to the state
and the regions economy and deal with the issue of the day
which is Ocean Routing Aircraft at Newark Airport, which
would go over Carteret and down the Jersey Shore. She said
she don't believe in shifting traffic from one community to
another. This would delay flights and cut costs. Carteret now
receives 20% of the air traffic and with the ocean routing they
would receive 100% of the air traffic. She said they support air
traffic redesign and there will be a workshop on this on
November 16th. All present spoke briefly on this.

At approximately 7:14 p.m., Councilmember Fazekas was noted

b) Borough Engineer - Eric Betz from Killiam Associates gave the
Engineer's Report. He spoke on the Town Center Project, Contract
No. 99-21, Public Works Facility ~ Fuel Storage, Management &
Dispensing System, Contract No. 99-20, on Dorothy Street and
Roosevelt Avenue Pumping Stations, Illegal Connection Identification
& VI Reduction Program (ICI & VI Program), Town Center Area-
Sewer Cleaning and Internal Investigation, Contract No. 99-16,
Improvements to Industrial Road (Phase I)-Contract No. 98-12 &
Improvements to Louis Street and Fillmore Avenue - Contract No. 99-
II and Fiscal Year 2000- NJDOT Trust Fund.
At approximately 7:25 p.m., Councilmember Fazekas was noted

Public Hearing-
#99-31 Capital Improvement, Appropriating $90,000.00 - Office
Furniture.
#99-32 Authorizing Acquisition of Certain Property in Connection
with Sabo Street Pump Station Expansion.
Directing the Issuance of Various Raffle Licenses.
Refund of Tax and/or Sewer Fee Overpayments.
Providing for the Transfer of Surplus Funds.
Authorizing Payments from UEZ Funds to Comcast Cable for Town
Center Project.
Authorizing Bids - Holmatro Tool.
Carteret Jewish Community Center - Amend BL#1632.

Medina Consultants - Notification that MC Board of Freeholders is
applying to the NJDEP for a Freshwater Wetlands Letter of
Interpretation for the Intersection of Roosevelt Avenue and
Wedgewood Drive.
Borough of Milltown-Resolution opposing S-I726/A-2874, Re:
Advertisement Rate Increase.
City of South Amboy-Resolution approving agreement with
Continental Insurance Company, Re: Global Landfill Lawsuit.
Borough of South Plainfield & Borough of South River-Resolutions
requestin¿ addressing outstanding problems resulting from Tropical
Storm Floyd.
Inspection of Buildings-October 1999.
Sewage Collection System-October 1999.
MATTERS FOR DISCUSSION:
Carteret Office for the Disabled - Vacancy. Mayor Failace said this
was only until the end of the year.
Superior Stumping - Request to purchase stump grinder. This will be
put on for the Council Meeting.
Supervisor's Salary Ordinance - This will be discussed III Closed
Session.
Robert Hedesh, Esq. - Requesting $500.00 appropriation to handle
Municipal Court matter. This will be discussed in Closed Session.
Welfare Director - Requesting change of name from Carteret Welfare
Department to Carteret Department of Social Services. This will be put
on for the Council Meeting.
Industriu Road ~ Designating official name. Mayor Failace spoke
about designating the name of the Industrial Road to be the Peter J.
Sica Industrial Highway as a tribute to him.
Councilmember Fazkeas was noted Present at approximately 7:40 p.m.

Mayor Failace told Mr. Fazekas that Fiber Optics are needed for the
Library.
Councilmember Fazekas said they have two (2) meetings tomorrow.
Councilmember Quinones said she put a letter together and mentioned
that maybe the Governing Body would like to sign it, "bout the
submission to the Local Finance Board about the School Board Lease
Purchase.
Mayor Failace said he is setting up a meeting with the Turnpike about
Exit 12.
Councilmember Crilley spoke about a fire truck, that a letter was
received in the mail today about, requesting the use ofUEZ Funds. He
said he spoke to Mr. Riggio and there are no UEZ Funds. He
mentioned looking MCIA funds if we need a new truck. He then
mentioned that we would need a new Sewer Vac Truck and a new
bucket for tree cutting and a backhoe. We will probably need all this in
about a year and suggested packaging them together.
The Mayor said he did not disagree and ther. mentioned to Nick
Goldsack, the Business Administrator about needing creative
accounting and grant work.
Councilmember Quinones questioned Teen Night.
Councilmember Crilley said they received a letter from the School
Board giving them three (3) different nights and locations. He spoke
briefly on this and on different sports teams using the Recreation
Building.
Mayor Failace then asked for a motion to go into Closed Session to
discuss Personnel and Possible Litigation and Contract Negotiations.
Upon MMS&C by Councilmembers Gutowski and Quinones
RESOLUTION #99-358
"RESOLUTION TO GO INTO CLOSED SESSION"
was Adopted. Upon individual roll call vote Councilmembers Crilley,
Fazekas, Gutowski, Mancuso, O'Brien and Quinones voted in the
Affirmative.
At approximately 7:50 P.M. a Closed Session was held.

At approximatelY 8:44 P.M., this meeting was opened upon MMS&C
by Councilmembers Gutowski and O'Brien and unanimous affirmative
vote ofthe full Council present.
MEETING OpENED
After no further discussion, at approximately 8:45 p.m., upon
MMS&C by Councilmembers Gutowski and O'Brien and unanimous
affirmative vote of the full Council present, this meeting was
Adjourned.
