Chairman Hussey called the meeting to order at 7:30a.m. A quorum was present at this time.
The following guests were present: David Frazier, Bluebird Network; Steven Klein and Craig Bunger,
Barr Engineering Company; Gerard Webb and Kirt Webb, CT& T; Councilman Rick Mihalevich; Mayor
Carrie Tergin; and Nicole Roberts, News Tribune.

2. Approval of the January 10, 2019 Committee meeting minutes
Councilman Kemna moved and Councilman Schreiber seconded to approve the January 1 0,
2019 minutes, motion carried. Councilwoman Ward was absent for this vote.
*Councilwoman Ward arrived (7:33 a.m.).
3. New Business
1. Chapter 18 Administration -Habitual Offenders Amendment to include Abatements
for City Code Violations (Sonny Sanders)
Ms. Abbott explained the changes would enable staff to take additional enforcement actions
against those who are repeatedly let the city abate their nuisance violations. Staff recommends
approval of the amendment.

Councilman Kemna moved and Councilwoman Ward seconded to refer the amendment to the
City Council with recommendation to approve, motion carried.
2. Chapter 8 Amendment Discussion (Sonny Sanders)
a) Require Worker's Compensation Coverage and Commercial General Liability
Insurance for Plumbing and Electrical Contractors;
b) Change Plumbing and Electrical Licensing Terms from Lifetime to 3 years;
c) Clarifying Distance from Building and Piping Size Requiring Plumbing License;
d) Related Appendix Y Changes.
Mr. Burkhardt explained the proposed amendments.
There was discussion among Committee members and staff regarding comments received
and the general liability insurance being the minimum amount.
Mr. Burkhardt stated he would mail the draft ordinance to the plumbing and electrical
contractors for further comments.
3. Bluebird Licensing Agreement-Permissive Use of ROW (Ryan Moehlman/David
Bange)
Mr. Moehlman explained that a project of this extent should be a licensing agreement rather
than a permissive use of right-of-way. He stated he could have the licensing agreement to Bluebird
next week and it could go to the City Council in March or April.
There was discussion among Committee members, staff and Mr. Frazier regarding the
agreement and a portion of the project needing to be done by May 151 . Mr. Moehlman stated he would
contact Bluebird regarding the agreement.
4. Results of BARR Engineering Flood Study at Stadium Blvd. & Satinwood (David
Bange)
Mr. Bange explained the results of the flood studies performed by Barr Engineering.
There was discussion among Committee members, staff, and Barr Engineering
representatives regarding the options that could eliminate or reduce flooding in various parts of the
watersheds, the Douglas Drive study indicating the need of a new stormwater system, the costs of the
various options, funding available in the CIP, long term strategy, and following up with citizens in
these neighborhoods due to lack of funding.
5. CIP Work Plan (David Bange/Eric Seaman)
Mr. Bange and Mr. Seaman requested the Committee to concur with staff's Capitol
Improvement Work Plan for the Engineering and Wastewater Division's.
There was discussion among Committee members and staff regarding the joint projects with
Cole County, projects done using only City funds, the Creek Trail Greenway project, and the various
sewer replacements.
Mr. Morasch explained there will be a public meeting held next Thursday evening on the Creek
Trail Greenway project.
6. Code Enforcement Software Presentation (Sonny Sanders)

Mr. Helmick gave a presentation on the new code enforcement software. The new software is
on the City website under Property Maintenance & Enforcement "Contact Us" tab. The software
allows real time violation reporting, follow up and information requests.
7. Small Cell Wireless Facility Permitting (Ryan Moehlman)
Mr. Moehlman explained the Missouri State Legislature enacted laws enabling wireless
communication providers to install small wireless facilities in public right-of-way, with the only ability of
cities to regulate such placement being in historic districts or single family residential districts. He
stated small cell wireless facilities are small antennas that are placed on existing infrastructure. While
the City cannot prohibit them from locating within historic or single family districts, regulations can be
enacted to ensure that such facilities are compatible with the districts. Staff is proposing an
amendment that would put in place a Special Exception Permit review process for new
telecommunication facilities within established Historic Overlay Districts and Single Family zones.
There was discussion among Committee members and staff regarding a request already
made by AT&T for the Downtown area.
Mr. Moehlman encouraged Committee members to document calls and email him regarding
complaints of the small wireless facilities as the bill will come up for vote in two years.

2019 Street Resurfacing Program
Staff requests the committee 's endorsement of the attached street resurfacing for the
coming year. As the committee will note, the plan includes the street scheduled for
work in the coming year as well as a working plan for streets to be considered in the
future years of FY2020 .
In the % cent sales tax the City allocates $1.2 million each year for the street
resurfacing program . To carry out this program, staff gathers information from various
sources including personal observation as well as concerns raised by citizens . The
resulting list is then evaluated against other factors such as condition; use ; ride quality;
as well as planned future projects by the city, developers and/or utility companies in an
effort to determine the most cost effective plan meeting the greatest needs.
As the committee may recall, we have engaged a consultant, Anderson Engineering, to
conduct a pavement rating program . Once complete, the new information will provide
staff with a more comprehensive evaluation of our pavement condition and will be used
in determining streets for surface treatment and maintenance work.
With approval from the committee, staff intends to bid the resurfacing work in the
coming weeks. Ultimately a proposed construction contract will be brought to the full
council for approval.

Snow Plow Truck Status
Staff request committee approval of a request for a supplement appropriate from the
general fund to purchase a replacement snow plow truck.
As the committee may recall, when the maintenance staff was preparing equipment for
winter operations this past fall, it was discovered that one of our 2-ton, single axle snow
plow trucks had rust deterioration on the rear end and frame to the point that the vehicle
was no longer serviceable. As a result the unit was taken out of service .
At that time, the committee asked staff to explore options for funding of a new unit. It
was found that a grant was offered thru DNR to remove older large truck from the fleet
and replacement with cleaner fuel burning units.
Staff was informed recently that we were not award the grant (email attached). The
replacement unit is expected to cost $75,000.

Volkswagen Trust Funds for Government Trucks and Transit/Shuttle Buses
Thank you for applying to the Volkswagen Trust Government Truck and/or Transit/Shuttle Bus Program. The Missouri
Department of Natural Resources received over 50 applications during the app lication period for the Government Trucks
and Transit/Shuttle Bus categories.
Your organization was not se lected for funding this year based on the score calculated for your project(s). All applicants
were funded according to the Government Truck and Transit/Shuttle Bus Imp lementation Guidelines. The official
awardee li st will be on our website at: Missouri VW Trust Funds Website
We greatly appreciate your participation in the 2019 Volkswagen Trust Government Truck and Transit/Shuttle Bus
Program, and we encourage you to apply again during the next application period, which we anticipate will occur in the
next state fiscal year. There are still over $35 million in funds available for projects. We will be working to update and
improve severa l fac ets of the program, including updates to our guide lines and application instructions. We also intend
to hold a stakeholder meeting in May 2019 to obtain feedback from participants from this round and from others that
may be applying for the first time next round. In addition, Department staff will provide feedback on areas on the
application that enhance or disqualify an application .
You may notice that not all funds appropriated for this fiscal year's Government Truck and Transit/Shuttle Bus category
were awarded to applications received in this category. Based on the competitive scoring results, not all applications
fulfille d the requirements of the VW Trust Funds for the Government Truck and Transit/Shuttle Bus funding category,
and the remaining appropriated funds for fiscal year 2019 will be awarded to qualifying schoo l bus applications that
have already been identified as selected awardees.

JEFFTRAN Recommended Route Modifications
Based on input from riders and partner organizations, Transit Division staff proposes relatively minor
modifications to JEFFTRAN's routes (attached) and requests the Committee forward the
recommendations to the full Council. Staff does not anticipa te the recommendation will result in
significant changes transit expenses, revenue or route headings . Opportunities for public participation
and a public hearing will be required.
1. Black/Capital Mall Route
a. Feedback from riders indicate the route would be more practical if the bus more directly
served the recently-moved Food Court at the Capital Mall. This change would not result
in any dropped bus stops .
b . Concerns had been expressed about the safety of clients of the newly-relocated Co l e
County Health Department. A crosswalk on Truman Boulevard had been discussed in
the past. Engineering and Transit staff determined moving the route from Scott Station
Road to North Ten Mile Dr. to Constitution Dr. wou ld provide more direct access to
Health Department clients . Staff believes the proposed solution would avoid the safety ,
traffic and expenses associated with a crosswalk . The current bus shelter serving the
location would be re-used on Constitution Dr. Retaining wall and ADA-accessibility
improvements would be necessary . The recommendation would result in the
elimination of two stops averaging 1.8 rides a month .
2 . Blue/Southwest and Orange/Missouri Blvd Routes
a. Riders have consistently requested the Orange/Missouri Blvd ro ut e re t urn to some of its
former configuration on Missouri Blvd in both directions and once again route the
Blue/Southwest Route on St. Mary 's Bl vd . No stops would be elim ina ted with th is
change .
