HomeMy Public PortalAbout08/30/83 Special CCMCouncil of the City of Medina met in special session on Tuesday, August 30, 1983 at 255 7:30 P.M. to discuss the 1984 Budget and several additional items. Present: Mayor, Thomas Anderson; Councilmembers, Anne Heideman, William Reiser, Wilfred Scherer, Thomas Crosby; Clerk -Treasurer, Donna Roehl; Planning and Zoning Adm- inistrator, JoEllen Hurr; Police Chief, Michael Sankey; Public Works Supervisor, James Dillman; Engineer Glen Cook 1. MINUTES of August 23, 1983 Motion by Scherer, seconded by Reiser to accept minutes of August 23, 1983, as presented. Motion declared carried 2. 1984 BUDGET Ron Fortin of the Hamel Athletic Club appeared to request an increase in funds for 1984 upkeep of the Hamel Athletic Field. he presented a list of improvements that had been made and operating costs for 1983. Anne Heideman stated that she could not make a committment to spend $5000 because the fields are primarily ballfields and are not available to all residents, at all times. Donna Roehl stated that someone from Loretto would be attending the September 6th meeting to request funds from Medina for the new Loretto park. Thomas Crosby stated that the city should be made more aware of capital improvement planning. Anne Heideman stated that she would prefer funding of $2500 with Council to study a more detailed report for the 1985 budget. Council discussed the number of children using various facilities in nearby communities and through the Orono Community Education facilities. Council discussed the addition of another Police Officer, use of Suburban Police Recruiting Service, starting salary and hiring committee. Motion by Heideman, seconded by Scherer to authorize the addition of one officer, beginning salary at the initial wage step under the LES contract, with officer to be hired after Oct- ober 1, 1983. Motion declared carried Several changes were made in the prepared budget including expenditure of $4000 as a total for recreation services. Discussion of the 1984 mill rate if expenditures were increased by 6% and the assessed val- uation was the estimated$24,415,780. Motion by Heideman, seconded by Reiser to certify $501,200 for 1984 General City expenses and $25,700 for the Municipal Building General Obligation bond. Motion declared carried 3. REVENUE SHARING Motion by Scherer, seconded by Reiser to hold a Revenue Sharing Public Hearing on October 4, 1983 at 8:00 P.M. Motion declared carried 4. SPECIAL FUNDS Motion by Heideman, seconded by Crosby to designate $12,000 to be transferred to the Fire Department Trust Fund at the end of the year. Motion declared carried Motion byHeideman, seconded by Scherer that $15,000 be designated to an employee unfunded benefit fund. Motion declared carried 4. LAKE MINNETONKA,UPPER WATERSHED RETENTION PROJECT. Discussion of the resolution approving the plan to control water run-off from the Painter Creek area. Motion by Reiser, seconded by Crosby to table action on the resolution pending receipt of information as to what amount of money the Park Reserve District will be paying toward the project. Motion declared carried 25E 5. HAMEL WELL # 3 ASSESSMENTS Discussion, with Glen Cook, of a formula that should be used to assess property owners in the Hamel area for the $85,840 cost of Hamel Well # 3. Council decided that the number of units for commercial establishments should be re- viewed. Motion by Heideman, seconded by Crosby to use Formula # 1 whereby 76% of the cost will be assessed on a unit basis with the balance of the $85,840 to be generated through fut- ure connections to the system. Motion declared carried 6. HENNEPIN COUNTY LANDFILL Thomas Crosby stated that he had prepared a resolution regarding siting of a landfill in Baker Park. Motion by Crosby, seconded by Scherer to adopt Resolution 83-33, opposing a landfill in Baker Park and forwarding it to the Metropolitan Council.
