RESOLUTION NO. 2014-124
RESOLUTION AUTHORIZING APPLICATIONS FOR FUNDING ASSISTANCE FROM THE
IOWA DEPARTMENT OF TRANSPORTATION (IDOT) FOR DEVELOPMENT OF THE CLEAR
CREEK TRAIL FROM EAST TIFFIN PARK TO IRELAND AVENUE
WHEREAS, an extension of.tfie Clear Creek Trail from East Tiffin Park to Ireland tAvenue would
increase access to multiple recreation activities and enhance the quality of life of^residents and
visitors of Tiffin; and
WHEREAS, the City desires to apply for up to $800,000 in funding assistance through the State
Recreation Trails Program, the Federal Recreational Trails Program, the regional Transportation
Alternatives Program, and the Statewide Transportation Alternatives Program to finance the
cost of said trail development and construction; and
WHEREAS, the State Recreation Trails Program requires the City to commit to paying 25% of
total project cost, and the Federal Recreation Trails Program requires the City to commit to paying
20% of the total project cost, and the regional -Transportation Alternatives Program requires a
local match of 20%, and the Statewide Transportation Alternatives Program requires the City
commit to paying 30% of the total project cost; and
WHEREAS, the City of Tiffin considers it in the best public interest to complete trail
development projects described in the application.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF TIFFIN,
IOWA, THAT:
Staff is authorized to submit an`application and any additional documentation to the
Iowa Department of Transportation for funding assistance through said grant
programs; and
2. The City Administrator is authorized to sign the grant application forms; and
3. Any funding assistance received shall be , -used for implementation of the project
referenced above in accordance with the grant guidelines and requirements; and
4. Any property acquired or facility developed with said financial aid programs will be
placed in use as an outdoor recreation facility and retained in such use for at least
twenty years unless otherwise provided and agreed to by the City of Tiffin and Iowa
DOT; and
5. This resolution will be included with formal applications to Iowa DOT.
