Search Subcommittee -- 1/12/2015 Minutes 1,1 7".1 ‘;) 7 1 7it 7ff j 4 Superintendent Search Committee l�r� i j ~( Jd January 12, 2015 Central Administration Office Present for the Committee: Gail Briere, Brenda Cazeault, Ed Lewis,John O'Reilly, Mort Inger, Joanne Irish, Ann Caretti, and Mark Mathison Others Present: Dr. Patricia Grenier, Cape Cod Collaborative Call to Order Chair Irish called the meeting to order at 7:04 p.m. Citizens Speak "- V None Priority Business Introduction of New Subcommittee Members Chair Irish introduced Mark Mathison,NEA representative,to the committee. Tracy Vanderschmidt, parent representative, was unable to attend the meeting. The Chair reviewed the responsibility of the Search Subcommittee,the importance of the position and the complete confidentiality, especially when looking at resumes for candidates. Review Responsibility of Search Subcommittee The Chair informed the new member what the subcommittee has completed to date which included, focus groups and a brochure that may be viewed on the Nauset website. It was noted that the new members and Dr. Caretti are non-voting members. Discuss Subcommittee's Priorities for next Superintendent The Chair indicated that as a group they have not indicated characteristics that they might look for in a new Superintendent and should have the opportunity to do so. Other school committee members will be invited to answer the four questions that were presented at the focus groups with a deadline for submitting answers to Ann Tefft by January 30th. It was requested that these new submissions not be weighted differently than previous submissions from other officials. Chair Irish will give a brief update at the Joint School Committee meeting. Members questioned the need to do this and inquired whether it was because they had the responsibility of voting for a new Superintendent. The Chair indicated that her thought was to get more input from members and use this data as one more tool in the process. Discuss procedure for Screening Applicants Dr. Grenier, Consultant from the Cape Cod Collaborative, indicated that the search subcommittee will screen initial applicants and recommend finalists to the school committee on March 18`n L Supt. Search Subcommittee—1-12-2015 1 i P a g e Ms. Cazeault voiced concerns regarding the email that was sent out about the Central Office Budget noting the breakdown in the Superintendent line items. Ms. Briere indicated that the Central Office Budget was sent to the subcommittee members in an effort to be transparent and was sent to all school committee members. Ms. Briere indicated that if members had a concern,they were asked to come to the Central Office budget meeting that took place in the afternoon. Ms. Cazeault felt the subcommittee should have answers to questions raised by community members and that the community was already talking about the salary figure. Mr. O'Reilly indicated that at the Joint School Committee meeting the salary range was voted and that it is public information. He also indicated as far as budgeting, you must use the higher figure. Ms. Briere reminded the subcommittee members that the Joint School Committee voted to pay out vacation days, sick days, as well as give an extension to the current superintendent's contract. Ms. Cazeault indicated that her community wants to know the current salary for Superintendent and the buy-out. Ms. Briere indicated that the initial Central Office budget just had a salary figure and the subcommittee asked Ms. Venditti to break it all out. Dr. Grenier distributed a checklist for the process for screening applicants from the Center for Executive Search. She indicated that this was a paper organization and if anything is missing she contacts the candidate. Mr. O'Reilly inquired as to whether or not the search committee will know which candidate was missing something. Dr. Grenier indicated that this has not been done in the past. Ms. Briere felt it might be good to know what candidates did not complete. Mr. O'Reilly indicated that communication is top on his list and if a candidate cannot supply 100%of the application,then that is a red flag. Dr. Grenier reviewed the expectations for February. There will be one notebook for each member of the search committee of completed applications and there will be only one notebook,that must be shared, for incomplete applications. Dr. Grenier indicated that the notebooks will have dividers indicating these should have subcommittee consideration and then in another section there will be other applicants. She indicated that the members of the search subcommittee will see every completed packet. These notebooks will be delivered by 4:00 p.m. on Thursday February 12, 2015 to the Central Office and given to Ann Tefft. Members can review the applications and attend the search subcommittee meeting on February 25th to discuss selection of semi-finalists. Dr. Grenier highly recommended that people review binders at the Central Office due to the nature of the confidentiality for applicants. Some members did not wish to do that. Discussion was held regarding"word on the street"that the position was to be filled by an inside candidate. Ms. Cazeault asked if the Committee should be doing more to let people know that is not the case and the process is a good one. Mr. Lewis stated that people create rumors and that the Cape Cod Collaborative is the consultant that the district has hired and can handle getting the word out. Dr. Grenier indicated that the position has been widely advertised through broad base communication that there is an opening and Nauset is seeking applicants for a superintendent. She stated it is typical for people in the community to think there is an inside candidate. She stated this is a completely open search. Members shared their experiences of being confronted by citizens and their response or non-response. Dr. Grenier indicated that presently she has a handful of applicants and usually the last week of the search there will be a flurry of activity. Dr. Grenier also indicated that the opening in Barnstable will have no impact on the search for a superintendent in Nauset. She also stated that Barnstable is not seeking a Supt. Search Subcommittee—1-12-2015 2 IPage superintendent search this year as they felt the timing was too late. She also stated that if members have a question on a candidate,they can call Dr. Grenier or Chair Irish. Subcommittee members were told not to exchange any email but to make their own personal assessment on a separate sheet of paper and not on the resumes. Dr. Grenier told the subcommittee members not to research anyone,not to call anyone, as that is the consultant's job. If you reach out to anyone, you break the confidentiality. She asked that the subcommittee members not share this information with anyone. Dr. Grenier indicated she and the Center for Executive Search will do the research on candidates. Dr. Grenier distributed a list of questions from Barnstable and Falmouth for finalists for the subcommittee members to review. On February 25th she would like to make a clear determination of questions. She thinks there should be an introduction summary, exit summary and 6 questions. She anticipates 6-8 finalists. She felt the ideal time for an interview is about one hour and 10-15 minutes. She indicated that there would be no more than three candidates per night. She asked the committee to consider as many areas/themes as possible, have questions wordsmithed. The themes should come from the summary of the focus groups. (students first,unique resources) She suggested the subcommittee members let the interview tell them something. She also let the subcommittee members know that there will be an answer sheet for every person where they can take notes. She will have members go through the written draft questions. Mr. Lewis inquired as to what happens if 6 semi-finalists are chosen and a some back out. Dr. Grenier indicated they can go back to the application packets, re-advertise,or look at an interim superintendent. Dr. Grenier indicated that she hopes to get three candidates who can answer the questions and that will respond affirmatively, if offered the positon. Next meeting: February 25, 2015 at 4:00 p.m. in the conference room at the Central Office. On February 12`h the applicant books will be available at 4:00 p.m. On a motion by Mr. Inger, seconded by Ms. Briere, it was voted to adjourn the meeting at 9:49 p.m. Respectfully submitted, Ann M.
