An Informal Meeting was held by the Mayor and Council of the INFORMAL MEETING
Borough of Carteret on Thursday, February 4, 1999, 6:00 P.M.,
Municipal CourtlPolice Facility, 230 Roosevelt Avenue, Carteret, New
Jersey.
PRESENT PRESENT
-Upon individual roll call, the following were noted present:
Mayor J?rnes A. Failace
Councilmember Patrick Crilley
" Stanley Gutowski
" J ames Mancuso
" James O'Brien
" Remy Quinones
Noted absent were Councilmember Jack Fazekas and Borough
Attorney Craig Coughlin.
Also noted present was Patrick DeBlasio

Mailed to the Home News Tribune, The Star Ledger and posted on
the bullet:n board on February 1, 1999.
PURPOSE OF MEETING
PURPOSE OF MEETING
To discuss the 1999 Local Municipal Budget.
DISCUSSION
DISCUSSION -
Patrick DeBlasio said the budget is at $.93 now. They need to meet
the deadline February 10, 1999. They could amend the budget later.
They need to finalize the parks and fire departments. They have to
fund $25,000.00 for the LOSAP Program.
At approximately 6:10 P.M. Borough Attorney Craig Coughlin was
noted present.

Mayor Failace" said he asked Mike Hack about police retirements.
Councilmember Fazekas - Noted present

At approximately 6:12 P.M. Councilmember Fazekas was noted
present.
The police overtime will reduce $50,000.00. They will have almost DISCUSSION-CONTINUE)
$300,000.00 in capital improvements. Gartland will submit new
numbers. There is a large increase in the MCUA.

Councilmember Crilley asked what the tax rate is.
Patrick DeBlasio said it is $1.04. It will be $1.12.
There will be a Special Meeting on Tuesday, 6:00 P.M to introduce the
budget.

The discussed the capital budget and the road projects.
They will leave the budget at $.08.
RESOLUTION #99-62 was introduced by the Mayor and referred to
the Council for action
Upon MMS&C, by Councilmembers O'Brien and Fazekas
RESOLUTION #99-62
"RESOLUTION TO GO INTO CLOSED SESSION"
was adopted. Upon individual roll call vote, Councilmembers Crilley,
Fazekas, Gutowski, Mancuso, O'Brien and Quinones voted in the
affirmative.
CLOSED SESSION -
At approximately 6:50 P.M., a Closed Session was held.

MEETING OPENED -
Upon MMS&C, by Councilmembers Fazekas and Quinones and
unanimous affirmative vote of the full membership present, the
meeting was opened to the public at approximately 7:14 P.M.
ADJOURNED
There being no further discussion, upon MMS&C, by
Councilmembers Gutowski and Quinones and unanimous affirmative
vote of the full membership present, the meeting was adjoumed at
approximately 7:15. P.M.
