The Tiffin City Council met in special session on Wednesday, March 6, 2013 at the Springmier Library in
the CCA Middle School. Mayor Berner called the meeting to order at 5:32 p.m. Roll call vote: Mike Ryan,
Joan Kahler, Jim Bartels, Peggy Upton, Royce Phillips. Also present: Administrator Jackson.
Motion Bartels to approve agenda, seconded Ryan. All ayes. Motion carried.
Resolution 2013 -031 Approving the Final Plat and Accepting Street, Water Mains, Sanitary Sewer and
Storm Sewer, except for Sidewalks of Woodfield Ridge -Part Three, a Subdivision of Tiffin, Johnson
County, Iowa: Discussion regarding escrow and performance bonds. Motion Ryan to accept an escrow
check in lieu of a bond at this time in the amount of $15,000, seconded Kahler. All ayes. Motion passed.
Motion Upton to amend the Resolution to approve the final plat once the City receives
recommendations from the City Engineer, seconded by Bartels. All ayes. Motion passed. Another
motion Upton to amend the Resolution wording in paragraph 6 and add the words "and subdividors
agreement" right after "Ordinances," seconded Ryan. All ayes. Motion passed. Motion Ryan to approve
Resolution 2013 -031 as amended above, seconded by Bartels. All ayes. Resolution passed.
Resolution 2013 -033 Approving the Subdivision Agreement for Woodfield Ridge, LLC regarding
Woodfield Ridge -Part three, a Subdivision of Tiffin, Johnson County, Iowa: Motion Ryan to amend the
subdividors agreement ( #10) that the City will accept an escrow payment in the amount of $15,000 to
ensure performance of the punch list items, seconded by Kahler. All ayes. Motion to amend passed.
Motion Ryan to approve 2013 -033 as amended, seconded by Kahler. All ayes. Resolution passed.
City Hall discussion and possible action: Motion Kahler to recommend the Locker location as a proposed
City Hall site, seconded Ryan. Ayes= Upton, Bartels, Ryan, Kahler. Nays = Phillips. Motion passed.
Motion Upton to adjourn at 6:36 p.m., seconded Ryan. All ayes. Motion carried.
