HomeMy Public PortalAbout2022 0614 Council Packet RIVERDALE CITY COUNCIL AGENDA PLACE: Riverdale City Hall, 110 Manor Drive, Riverdale, Iowa DATE: June 14, 2022 TIME: 7:00 p.m. The regular meeting of the City Council of Riverdale, Iowa, will be conducted according to the following order and actions will be considered on the items listed. The notice of this meeting is not considered final until 24 hours prior to the meeting and may be further modified if 24 hours’ notice is impossible or impractical for good cause. In compliance with the Americans with Disabilities Act (ADA) and other applicable federal and state laws, all public hearings and meetings held or sponsored by the City of Riverdale, Iowa, will be accessible to individuals with disabilities. Persons requiring auxiliary aids and services should contact City Hall at (563)355-2511 five days prior to the hearing or meeting to inform of their anticipated attendance. The requirement that an Ordinance be read three times before passage may be waived by council upon an affirmative vote of four (4) of the five (5) council members. The public is advised to take note of this process and be prepared to speak either for or against any ordinance at the time of the first reading. Per Chapter 21 of the Iowa Code, more specifically described in sections 21.3 and 21.8, a member of the Council may attend the meeting either in-person or by electronic means, as defined in said sections. 1. Whereas, on June 4th, 2022, the Pleasant Valley Spartans Boys’ Soccer Team won the state 3A title against the Waukee Northwest Wolves. Whereas, the Spartans went 19-1 in the 2022 season, with their only loss having come at the hands of the Wolves earlier in the season. Whereas, the Spartans who never qualified for a state tournament before 2021, are now back to back state champions, a perfect 6-0 in championship play, did not allow a goal in any of those 6 games, and only allowed 6 goals all season long, a tremendous feat. Therefore, be it resolved that I, Anthony Heddlesten, Mayor of the City of Riverdale, Iowa, do hereby proclaim that June 4th as Spartan Soccer Day In Riverdale, and encourage all staff, residents, and visitors to celebrate our hometown team and join me in congratulating them and their coaches on a spectacular season and thank them for representing our community so well across the state. ______________________________________________ Anthony Heddlesten, Mayor City of Riverdale, Iowa Page 4 Memorandum Date: June 14, 2022 To: Mayor Anthony Heddlesten Members of the City Council From: City Administrator Kent Royster Re: Administrative Notes (May 24, 2022-June 14, 2022) Greeting all, 1.Public Hearing for Emergency Access Please remember that we are meeting at 6:30 for a Public Hearing to go to bid to start construction for the Access way. 2.Woods Sign The next step to make this sign a conforming structure is to hold a Zoning Board of Adjustment meeting. Since we don’t have enough members to hold a meeting. I will need to schedule a Planning and Zoning meeting. This is the clearest and most direct path for conformity. 3.Review of Financial Reporting for Concerned Resident The consultant, staff and a council member has reached out to the concerned resident. None of us have heard back from the resident. We would like to address her concerns. But, without her meeting with us we can’t effectively proceed. 4.Sewer Rates Update We are middle of analysis. This will be ready for first review by the end of June. I am planning on a first reading of a whole new Section of Sewer Ordinance. 5.Vacation I am planning a weeklong vacation for the week of July 4th-July 11th. I will be returning to the office on July 12th. Please if you have any questions be contact me individually. Page 5 6.Business License on the Consent Agenda We have a request for a Peddler. Solicitor License for AFIMAC, US Inc. The paperwork is in good order and complete. The License should be approved. 7.Drainage Issue near 1139 Fenno Road The plan is to currently to regrade the area and install tile with a drain. And, of course seed. Staff believes that work will start last week in July or first week in August. NO backhoe or massive ripping up of the ROW. The bigger issue is the “alleyway”. There is no formal paperwork declaring the vacation of property for a roadway. The road needs to be surveyed and properly recorded. For this I recommend we contact Paul Macek. 8.Resolution 2022-41 Resolution Authorizing $5,000 for MSA Professional Services' Review of Woods Estates Letter of Credit for Phase III The developer has requested a reduction in the Letter of Credit for Phase III. This contract will allow MSA-PS to ensure that the appropriate document for the all of the cost and inspection reports are in place. The next step will be for you to reduce the LOC based on MS-PS recommendations. 9.Resolution-42 Resolution Approving Contract for Mowing Services with BullDawg Lawncare, LLC S & R Lawncare effectively cut services on Monday June 6th. They had previously discussed cutting services. However, they abruptly cancelled the contract. That action left me in a scramble to find a service to cut Riverdale Property. I was able to contact this provider. Bulldawg Lawncare was able to mow this week and will be able to complete the year. I suggest that you review this contract over the winter. And, possible consider re - bidding the contract. I recommend that we complete the year with this vendor. As always contact me for questions. Kent Royster Page 6 Deputy Clerk Report 05/23/2022 to 06/10/2022 Project Updates: Permit Fees - I've reached out to the Bi-State Regional Commission to see if they have data on permit fees; waiting to hear back from them. The City Clerk has supplied information on permit fees from other Iowa Cities (outside of the Quad Cities). Network Errors on Copier - Worked with Twin States Technical and Advanced Business Systems to resolve network errors when scanning on the copier related to using a Gmail address. Twin States Technical created a Riverdale Outlook email address, assigned it to the copier, and updated the directories. The copier is now scanning properly. Iowa League of Cities Fall Conference, Waterloo, IA - Researched costs associated withe the Iowa League of Cities fall conference in Waterloo, IA, which are attached to this report. I believe this conference would be beneficial to attend, especially as I work toward being a certified Clerk. Code of Ordinance Updates - Sent 01-2022 - An Ordinance Setting Facility and Park Rental Procedures and Fees to Simmering-Cory for online codification. Website Enhancements - I've received feedback from a few residents and have made changes to the new website. Ice Cream Social - The Ice Cream Social was on Saturday, 06/04/2022, and it was a great success! The DCamp Family Band did an amazing job performing, the PVHS service learning volunteers helped out all day, and the weather couldn't have been better. Whitey's (along with a few additions from the City) donated a door prize and MidAmerican Energy Company donated $500 toward the event! Delinquent Sewer Accounts - We had four sewer accounts that were delinquent over $100; I've collected two accounts in full. One account is a rental, and the landlord has promised to send the payment in full. The last account is a former renter; I've mailed a letter but haven't heard back from her yet. As of the date of this report: •There are 187 active sewer accounts. •Between both active and inactive accounts, there are 25 sewer accounts delinquent $20 or more. •Of those 25 accounts: •14 are delinquent between $20.00 and $49.99. •9 are delinquent between $50 and $99.99. •2 are delinquent $100 or more. •The total amount of delinquencies is $1,327.90. Page 7 Job Description - At the City Clerk's request, I've created a job description for the Deputy Clerk position. It is currently under review by the City Clerk. Records Requests - I updated the Records Request form, which is currently under review by the City Clerk. Upcoming Projects: •Organizing/Tracking Security Badges and Keys •Updating RFD and Veteran Names on Kiosks/Plaques Other Duties: •Assisted in the creation of the 6/14/2022 council meeting agenda, assembled the meeting packet, and distributed. •Prepared 5/24/2022 council meeting minutes and sent to QC Times for publication. •Created the 6/18/2022 mayor's town hall agenda. •Met with Chris Fennelly regarding forensic audit. •Created a permit tracking spreadsheet. •Scanned and mailed all checks approved at the 5/24/2022 council meeting. •Entered invoices and printed checks for approval at the 06/14/2022 council meeting. •Resolved all remaining sewer billing issues. •Completed and mailed the June 2022 City newsletter. Paid parking is available around the facility. Attendees are responsible for their own housing reservations through the Housing Bureau and must submit a conference registration before making a reservation within the League’s room block at any hotel. We recommend registering for conference and making hotel reservations early because rooms are limited and may ll before the room blocks close beginning August 29. Only city ocials who are registered for conference and their guests will be allowed in our block. To ensure delegates receive a room in nearby hotels, we ask that attendees respect our policy and not share housing information. After registering (both online and by mail), you will receive a receipt followed by a separate email containing information about the online Housing Bureau. Reservations in the room block cannot be made by calling a hotel directly. MSA is review the current status of the project completion and will submit a pay application to the City shortly. Bicentennial Park Emergency Access Route: MSA participated in the City's Public Hearing for this project prior to it oing out for bid. Storm Sewer Intake Study: MSA will make an effort to wrap this report it soon. Woods Estates: MSA has submitted a proposed Professional Services Agreement to review and recommend a reduced letter of credit (LOC) amount for this project. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF RIVERDALE, IOWA, THAT: SECTION I: The Code of Ordinances, Chapter 41, is hereby ordered to be amended as follows: CHAPTER 41 PUBLIC HEALTH AND SAFETY 44.15 Fireworks 41.15.3.E. Whereas, on May 17th, 1673, Father Jaques Marquette and Louis Jolliet set out in two canoes to explore the Mississippi River departing from what is now St. Ignace, Michigan , traveling along Lake Michigan, down the Fox River, and portaging into the Wisconsin River. Whereas, one month after they departed, on June 17th, 1673, after traveling down the Wisconsin River, they arrived at the Mississippi River and were likely the first Europeans to ever set foot and lay eyes on Iowa. In the days that followed, they would travel through what is now Riverdale on their way to their southern most destination, the mouth of the Arkansas River. After returning north to St. Ignace along the Illinois River, Father Marquette later returned to Illinois to create a new mission. In 1675, he caught dysentery and died at age 37. Whereas, due to Father Jaques Marquette’s and Louis Jolliet’s expedition, the first recorded map of the Mississippi River was created and Europeans and eventually Americans rapidly expanded their exploration and settlement of the areas that now make up our region and our community. Whereas, MG Granger’s order stated “The people of Texas are informed that, in accordance with a proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of personal rights and rights of property between for mer masters and slaves, and the connection heretofore existing between them becomes that between employer and hired labor. The freedmen are advised to remain quietly at their present homes and work for wages.
