HomeMy Public PortalAbout1999/04/15 The Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor James A Failace on Thursday, April 15, 1999 at approximately 7:30 P.M., at the Municipal BuildingIPolice Facility, 230 Roosevelt Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmembers Patrick Crilley " Jack Fazekas " Stanley Gutowski " James Mancuso " Remy Quinones Noted absent were Councilmember James O'Brien and Borough Attorney Craig 1. Coughlin. Also noted present was Attorney Frank Santoro. The meeting was opened with a minute of silent prayer and the Pledge of Allegiance led by Mayor James A Failace The Clerk stated that on April 9, 1999, in full compliance with the Open Public Meetings Act, a notice of tonight's meeting was sent to The Home News Tribune, the Star Ledger and posted on the bulletin board. Upon MMS&C, by Councilmembers Gutowski and Crilley and unanimous affirmative vote of the five (5) Councilmembers present, the minutes of June 24 and 25, 1998 and March 18, 1999 were approved as transcribed and engrossed by the Clerk ORDINANCE #99-13 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held May 6, 1999 upon MMS&C, by Councilmembers Gutowski and Fazekas. Upon individual roll call vote, Councilmembers Crilley, Fazekas, Gutowski, Mancuso and Quinones voted in the affirmative. Councilmember O'Brien was noted absent. ORDINANCE #99-14 "AN ORDINANCE TO AMEND ORDINANCE #71-9 ESTABLISHING SALARY SCHEDULES AND FIXING THE MANNER OF PAYMENT OF SALARIES FOR VARIOUS OFFICIALS AND EMPLOYEES OF THE BOROUGH OF CARTERET" The Clerk stated that Ordinance #99-12 was introduced and passed upon First Reading at a Regular Meeting of the Borough Council of the Borough of Carteret held on April 1, 1999. It was duly published in The Home News Tribune on AprilS, 1999 with notice that it will be considered for final passage after Public Hearing to be held on April 15, 1999 at approximately 7:30 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS&C, by Councilmembers Gutowski and Fazekas and unanimous affirmative vote of the five (5) Councilmembers present, the Mayor declared the Public Hearing to be open. There being no comments or objections to the Ordinance, the Mayor declared the Public Hearing to be closed upon MMS&C, by Councilmembers Gutowski and Fazekas and unanimous afftrmative vote of the five (5) Councilmembers present. Councilmember Gutowski said this should have been done four or five years ago. We got an extension and this will move forward. He voted yes. The Clerk stated that she was in receipt of a resolution endorsing the returning of the Battleship USS New Jersey to a permanent New Jersey site ITom the Borough of Mill town. It was ordered to be received and placed on file. The Clerk stated that she was in receipt of resolutions from the Borough of Helmetta and the City of New Brunswick regarding endorsement of pending legislation granting immunity for Y2K related tort claims. It was ordered to be received and placed on file The Clerk stated that she was in receipt of an ordinance from the Board of Health amending the code regarding Kennels. It was ordered to be received and placed on file. The Clerk stated that she was in receipt of a resolution from the Planning Board amending Chapter 160 - Land Development of the Code. It was ordered to be received and placed on file. 8 APRIL 15, 1999 The Clerk stated that she was in receipt of a notification rrom ERS Consultants, Inc. that Beazer East, Inc is applying to the NJDEP for a Letter ofInterpreration Re: Wetlands. It was ordered to be received and placed on file. Treasurer - March 1999 REPORTS Departments Upon MMS&C, by Councilmembers Gutowski and Fazekas and unanimous afftrmative vote of the five (5) Councilmembers present, the reports were ordered to be received. BUILDINGS & GROUNDS: Committee Member Gutowski said Mr. O'Brien left him a report. They are fixing Borough Hall. There are air quality reports that they are going over. They are looking to fix the leaders and gutters and they already fixed the roof. Unfortunately, Ray Tobias, our head maintenance man is in the hospital. He had a stroke. We are very hopeful that he makes a complete recovery. He reported progress. Standing Committees FINANCE & ADMINISTRATION: Committee Chairperson Quinones said they are awaiting the decision on discretionary aid. That should be coming in the next few weeks. She has been working with Tony Niebert from the Construction Offtce putting together a pamphlet which will basically explain some of the zoning ordinances and how to go about getting permits. They are also going to propose a new ordinance that will regulate home businesses which are not currently regulated. It gives us an opportunity to have these people register with the borough. She reported progress. FIRE: Committee Chairperson Fazekas said it was moving right along. PARKS & RECREATION: Committee Chairperson Crilley said the Easter Egg Hunt had over 100 children participating. There were over 1,000 eggs and two gold eggs. It was a nice day. Everyone had a good time. The parade for the Little League and Softball League is this Saturday at 11 :00 AM.. It starts at Carteret Park. The American Legion Band will be leading the parade this year. There will be a Dog Show in Carteret Park on May 2, 1999. It will be at the Band Shell and to pre- register the applications will be at the Clerk's Offtce in Borough Hall. They have to be done a week before the event. Anyone with a dog can enter. He thanked Bob Kately, Ted Surick and the men. They did a heck of a job getting the fields ready for the season. Chrome Park is almost ready. He reported progress. Standing COITl11ittees Continued POLICE: Committee Chairperson Gutowski said there is nothing new in the Police Department except tonight the Council authorized that he and the Mayor execute the agreement with Mr. Elg. He will be here in two weeks and we will welcome him with open arms. He reported progress. PUBLIC WORKS: Committee Chairperson Mancuso said the catch basins on the bridge going over to West Carteret haven't been cleaned in about 40 years. He was on the phone with Middlesex County and the turnpike and they agreed they will go up there and clean the catch basins. The turnpike came out and finally cleaned all the downspouts coming from there. There is supposedly going to be a maintenance schedule set up. He was in the Board of Health and spoke to Kathy about the brush fires that are going on caused by Conrail. He asked her to notifY the turnpike to clean that up or we were going to issue summonses and go to court. They called the turnpike and they said they would get back to us. There is enough publicity to get that cleaned up. There are snakes and mice back there and in the summer it is a haven for mosquitos Ifwe keep the pressure on them we will get something done He reported progress. BOARD OF EDUCATION Committee Chairperson Crilley said he had nothing to report Councilmember Mancuso said he had one more thing. At the SW AC Meeting the other day he spoke to the State and the County and they are willing to send someone in here and explain just what the laws are as far as the odors and other concerns and what we might have to do to change the laws. t1AYOR: Proclamations Mayor Failace read the following proclamations: KIDDIE KEEP WELL CAMP Kiddie Keep Well Camp WHEREAS, established in 1924, Kiddie Keep Well Camp is dedicated to providing summertime fun and enjoyment for less privileged children of Middlesex County; and WHEREAS, located on the grounds of Roosevelt Park and now celebrating its 75th Anniversary, Kiddie Keep Well Camp is the only camp of its type in New Jersey and one of the oldest in the nation; and WHEREAS, through Kiddie Keep Well Camp's seven plus decades of operation, the county's population has multiplied exponentially and with that growth, the needs of more and more children for a summertime escape has continued to increase every year; and WHEREAS, as the 1999 camping season approaches, Kiddie Keep Well Camp is again working to meet the rising costs of services and operations to provide for campers from ages six (6) to eleven (11); and WHEREAS, because there is no cost to any campers or their families, 10 donations are critical to enable Kiddie Keep Well to provide children with a healthy setting in a happy environment where their hopes for a better future can be strengthened; and WHEREAS, the successful operation of Kiddie Keep Well Camp would not be possible without the outstanding leadership and direction of individuals such as Coordinator Art Browne. NOW, THEREFORE, I, JAMES A. FAILACE, Mayor of the Borough of Carteret and the Borough Council do hereby honor and salute Kiddie Keep Well Camp in continued recognition of Seventy-Five (75) years of service providing for the less privileged children and furthermore do hereby designate the month of May 1999 as KIDDIE KEEP WELL CAMP MONTH IN THE BOROUGH OF CARTERET and urge all members of our community to support this worthy endeavor. Failace, Mayor Borough of Carteret PREVENTION OF CRUELTY TO ANIMALS MONTH APRIL 1999 WHEREAS, the Middlesex County Society for the Prevention of Cruelty to Animals, a non-profit volunteer organization was created for the purpose of enforcement of all New Jersey State Laws enacted to promote the interest of the protection of animals; and WHEREAS, the Middlesex County SPCA investigates complaints and works very closely with various police departments to educate the public regarding the New Jersey State Animal Cruelty Laws; and WHEREAS, the Middlesex County SPCA is primarily a law enforcement agency whose activities are centered around prevention of cruelty; and WHEREAS, no government subsidies are received by the Middlesex County SPCA and it depends solely on the generosity of the public it serves; and WHEREAS, many people who witness animal cruelty, neglect or abuse are not aware legal action may be taken; and WHEREAS, if it weren't for concerned citizens, humane organization and police departments wouldn't know the many instances of animal cruelty; and WHEREAS, citizens make a difference by reporting acts of abuse, cruelty or neglect to the Middlesex County SPCA Law Enforcement Agency; and 11 WHEREAS, the more people who are aware of the animal abuse plaguing our society, the less chance for abusers to hide. F AILACE, Mayor of the Borough of Carteret do hereby proclaim the month of APRIL 1999 as PREVENTION OF CRUELTY TO ANIMALS MONTH and call upon all citizens to include humane education in their everyday,lives, donate to their local SPCA and practice responsible pet ownership in an effort to stop the suffering of abused animals Signed and sealed this 15th day of April, 1999 James A. Failace, Mayor Borough ofCarteret, New Jersey Mayor Failace said at a meeting held two weeks ago with all interested contractors wanting to participate in the Rehab Program, the money from COAH. 33 names were submitted and screened for eligibility. Nine have been done. He commended John Riggio for putting this all together. The rest will go out soon. They will go out to bid in approximately 10 days and in about a month, they will be rehabing those homes. This is something Carteret needed for a long time. Mayor Failace said John Riggio went to Trenton yesterday. We had applied for money for our Town Center concept and it was approved. He worked with the Urban Enterprise Zone, the Council and John Riggio. They will receive $760,000.00. This money has been accumulating for over five years and we are finally using it to develop our Town Center concept. The Town Center will be something that we can be proud of. Upon MMS&C, by Councilmembers Gutowski and Fazekas and unanimous afftrmative vote of the five (5) Councilmembers present, the meeting was opened for public discussion. PAT TOZZI said we have new election machines in the borough and he felt classes should have been set up so people could understand the new machines. This may be confusing. Municipal Clerk Barney said there was a session in Perth Amboy for all the Poll Workers. 12 Mr. Tozzi said he is talking about citizens not poll workers. He wants to make sure there will be somebody to assist these people in case they don't understand what is going on. Mayor Failace said all the poll workers were trained on them and will be there when the citizens come in to vote. Mr. Tozzi said the next thing is the April 20th Election. The Seniors have reviewed the budget and they feel that there is too much money in the budget and it should be reduced They are hoping that it will be knocked down. When it does it come to the Council and he hopes they will review it and look through it. Mayor Failace said they would certainly go through it. ROSE ANN CAPP said there was an article that appeared in the Home News Tribune about the police She was shocked to see Sgt. Mirandi, Sgt. McFadden and Sgt. Huchko in the article.. She praised all of them The Sergeants do a good job and they are out there. She said people have to call the police when they see something. She gave them examples of how the Sergeants have helped She asked them to reconsider the demotions. CINDY DeCAMP spoke about the Neighborhood Watch. Applications can be obtained through the Police Department Neighbors will look after neighbors. Councilmember Crilley asked Ms. DeCamp to fill in the Council on the Skate Park. Ms. DeCamp said there will be two competitions and there will be a banner promoting it. They are interested in knowing if the Council will let them have a demonstration. Professional Skaters come in. It will be on a Saturday. They will have a competition in June which is strictly for local kids and in September it will be opened to everyone. An UNIDENTIFIED MAN asked that the lights be taken care of in the community center. Mayor Failace said they will be taken care of.
