HomeMy Public PortalAbout2019-03-041 REGULAR COUNCIL MEETING, MARCH 4, 2019 CALL TO ORDER Mayor Carrie Tergin called the March 4, 2019 City Council meeting to order at 6:05 P.M. ROLL CALL The f ollowing Council Members were present for the roll call: Present: Fitzwater, Graham, Hensley, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: Hussey A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilwoman Wiseman to amend the agenda, moving item 15(a.) under “Resolutions” to item 7(a.) under “Presentations from Staff, Consultants & Invited Guests”. Councilman Graham seconded the motion. There being no objection, the motion to adopt the amended agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS There were no miscellaneous items at this time. PUBLIC HEARINGS There were no public hearings at this time. APPOINTMENTS BY THE MAYOR There were no appointments recommended at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS a. RS2018-33 sponsored by Councilmembers Fitzwater, Graham, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman, entitled: A RESOLUTION AUTHORIZING SUPPORT OF A STEAMBOAT MUSEUM Mr. Bob Priddy gave a presentation on the Steamboat Museum. Ryan Moehlman, City Counselor, presented the resolution. Councilman Schreiber motioned to adopt RS2018-33. Councilman Prather seconded the motion. The resolution was adopted by the following roll -call vote: 2 REGULAR COUNCIL MEETING, MARCH 4, 2019 Aye: Fitzwater, Graham, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: Hussey Abstain: Hensley ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF  Councilwoman Wiseman announced the cancellation of the Wednesday, March 6th Administration Committee meeting.  Mayor Tergin announced JC Reads Week. Jefferson City Public Schools’ Libraries have designated 9:30 A.M. on March 8, 2019 as a 20 minute “Drop Everything and Read (DEAR)” time to celebrate the JC Reads Week. Mayor Tergin and First Lady Teresa Parson will be visiting Cedar Hill and West School, presenting them with JC Reads Day proclamations.  Mayor Tergin announced one of the current Bicentennial projects, the My Missouri Bicentennial Photo Project led by the State Historical Society of Missouri. Citizens can submit their photos and learn more at missouri20 21.org.  Sonny Sanders, Director of Planning and Protective Services announced the next CAMPO 2045 & Beyond Open House scheduled for March 19th, 4:00 P.M. – 6:00 P.M. at City Hall. This second meeting will showcase four future land-use development scenarios. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE  Midterms are this week. Spring Break is next week for the students.  The track team is traveling to Pittsburg, Kansas for the NCAA Division II Indoor Track & Field Championships scheduled for March 8th and 9th.  The men’s basketball team will play this Friday, at noon, in the first round of the MIAA Men’s Basketball Championship Tournament in Kansas City, Missouri. A motion was made by Councilman Graham and seconded by Councilman Prather to approve the Consent Items. The motion was approved unanimously. Councilman Hensley motioned to adopt RS2018-34. Councilwoman Wiseman seconded the motion. COUNCIL AND STAFF RESPONSE TO PRESENTATIONS FROM THE GALLERY There were no responses at this time. NEW BUSINESS Mayor Tergin stated that, pursuant to Sec. 610.021 of the Revised Statutes of Missouri, she would entertain a motion to go into Closed Session to discuss the following: 1) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected. [Sec. 610.021(12)] A motion was made by Councilman Graham to go into Closed Session for the above-stated reasons, seconded by Councilwoman Ward, and approved by the following roll-call vote at 7:05 P.M.: Aye: Fitzwater, Graham, Hensley, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None 7 REGULAR COUNCIL MEETING, MARCH 4, 2019 Absent: Hussey RECONVENE IN OPEN SESSION Following the Closed Session, the Council reconvened in Open Session at 7:22 P.M. with the following Council Members present: Aye: Fitzwater, Graham, Hensley, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Nay: None Absent: Hussey UNFINISHED BUSINESS There was no unfinished business at this time. ADJOURNMENT A motion to adjourn was made by Councilwoman Wiseman seconded by Councilman Fitzwater, and approved unanimously at 7:25 P.M.
