COUNCIL “PRE-MEETING” WORK SESSION, MARCH 4, 2019
CALL TO ORDER
Mayor Carrie Tergin called the March 4, 2019 City Council “Pre-Meeting” to order at
5:45 P.M. to review the agenda.
ATTENDANCE
The following Council Members were present when the meeting convened:
Present: Fitzwater, Graham, Hensley, Kemna, Mihalevich, Prather,
Schreiber, Ward, and Wiseman
Absent: Hussey
A quorum was present.
DISCUSSION OF AGENDA ITEMS
Councilman Graham will lead the prayer.
Mayor Tergin will ask for a motion to amend the agenda, moving item 15(a.) to 7(a.).
Bob Priddy will be in attendance and will make a brief presentation relating to RS2018 -
33 and the Steamboat Museum.
Announcements
- Sonny Sanders, Director of Planning and Protective Services, will have an
announcement pertaining to CAMPO 2045 & Beyond.
Bills Introduced
- Matt Morasch, Director of Public Works, will present Bills 2018-107 and 2018-
108
- Ryan Moehlman, City Counselor, will present Bill 2018 -109
- Bills 2018-110, 2018-111, and 2019-112 are all related. Mr. Sanders and Mr.
Morasch requested that all three bills be read at once. They will provide a
brief presentation on each of the three bills.
- Mr. Sanders will present Bills 2018-113 and 2018-115.
- Mr. Moehlman will present Bill 2018-114.
- Police Chief Roger Schroeder and Lt. Chad Stieferman will present Bill 2018-
116.
- Dr. Jessica Thiele, Veterinarian for the Animal Shelter will present Bill 2018-
117 pertaining to Community Cats.
- Mr. Morasch will present Bill 2018-118. Councilman Prather will request to
suspend the rules for third reading and passage of the bill.

Bills Pending
- Gail Strope, Human Resources Director, will present Bill 2019 -105.
- Todd Spalding, Director of Parks, Recreation, and Forestry will present Bill
2019-106.
Resolutions
- RS2018-33 will be taken up under item 7(a.).
- Mr. Moehlman will present RS2018-34.
Closed Session
- There is a closed session scheduled for tonight pursuant to
[Sec. 610.021(12)].
