Pledge of Allegiance
II. Call to Order; Roll Call
Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk-
Treasurer Lynda Dunbar the following were present: Mark Hammer, Adam
Cohen, Stacie Langdon, Veronica Pejril, Cody Eckert (ZOOM), Dave Murray
and Jacob Widner (ZOOM).
III. Public Petitions and Comments: Mike Richmond came and informed the
Council of Main Street plans for holding First Fridays starting in May. No formal
action taken.
III. Special Requests
A. Street Closure Request-ShamRock 5K- Gail Smith- Motion by Adam
Cohen to approve the event happening on city streets as long as it was ok with
the Putnam County Health Department, the City Police and all the requirements
were met with the City Attorney, second by Dave Murray, 7-0, motion carried.
IV. Department Reports:

C. Fire Department— John Burgess
D. Park and Recreation — Rod Weinschenk

F. Police Department—Tom Sutherlin

V. Reports
A. Mayor's Report- Mayor updated the council on the following items:
• Continue to follow CDC guidelines related to the Coronavirus
• Thank you to Department of Public Works for their snow removal
efforts
• YMCA contract is still being worked out with the City and Ice Miller
r
• State reached out to see if we still were interested in participating in
the Next Level Trail Grants
• Engineering is working on getting bids ready for Community Crossing
Grant work
B. Clerk-Treasurer's Report- Finishing up year-end reports.
C. Councilors' Report-
Adam Cohen thought the Wayfinding signs looked great. Jacob Widner
said he has been in contact with DPU Fellow Management students and
they would like to do a city project.
VII. Approval of Minutes
A. Regular Session-January 14, 2021- Motion by Adam Cohen to approve
January 14, 2021 minutes as presented, second Veronica Pejril, 7-0,
motion carried.
VIII. Approval of City Claims
A. Motion by Dave Murray to approve claims as presented, second by Mark
Hammer, 7-0, motion carried.
IX. Public Hearing on OCRA COVID Grant Application- 7:30- 7:51 P.M.
Business owners Gail Smith and John Clark both shared with the Council how
COVID had impacted their businesses. Motion by Dave Murray to close the
public hearing, second by Adam Cohen, 7-0, motion carried.
X. Old Business
A. Council Appointment- BZA- Motion by Jacob Widner to appoint John
Clark to BZA, second by Dave Murray, 7-0, motion carried.
Xl. New Business
A. Resolution 2021-1 —A Resolution Authorizing Application
Submission and Local Match Commitment- Motion by Adam Cohen
to approve Resolution 2021-1 as presented, second by Cody Eckert,
7-0, motion carried.
B. Putnam County/Greencastle Development Center Request- Motion by
Dave Murray to approve the Contract for Professional Services, and the
invoice for $50,000, second by Veronica Pejril, 7-0, motion carried.
C. Ordinance 2021-1-An Ordinance Addressing Sick Leave, FMLA, and
Other Personnel Matters During a Public Health Emergency (First
Reading) - Motion by Stacie Langdon to approve Ordinance 2021-1
(First Reading) as presented, second by Dave Murray, 7-0, motion
carried.
Motion by Adam Cohen to consider passage of Ordinance 2021-1 at the
same meeting as its introduction pursuant to Indiana Code 36-4-6-13,
second by Veronica Pejril, 7-0, motion carried.
Motion by Jacob Widner to approve Ordinance 2021-1
(Second Reading) as presented, second by Cody Eckert, 7-0, motion

D. Ordinance 2021-2- An Ordinance Amending Section 8-28 of the
Greencastle City Code Regarding Loading Zones- Motion by Stacie
Langdon to approve Ordinance 2021-2 (First Reading) as presented,
second by Mark Hammer, 7-0, motion carried.
E. Ordinance 2021-3- An Ordinance Amending Section 8-30 of the
Greencastle City Code Regarding Schedule of On-Street Reserved
Handicap Parking Spaces- Motion by Jacob Widner to approve
Ordinance 2021-3 (First Reading) as presented, second by Veronica
Pejril, 7-0, motion carried.
F. Ordinance 2021-4- An Ordinance Amending Section 8-22 of the
Greencastle City Code Regarding the Schedule of No Parking
Zones- Motion by Stacie Langdon to approve Ordinance 2021-4 (First
Reading) as presented, second by Dave Murray, 7-0, motion carried.
G. Ordinance 2021-5- An Ordinance Amending Section 8-26 of the
Greencastle City Code Regarding Schedule of Limited Parking
Zones- Motion by Adam Cohen to approve Ordinance 2021-5 (First
Reading) as presented, second by Dave Murray, 7-0, motion carried.
H. Cancellation of Warrants- Outstanding Checks- Motion by Dave
Murray to cancel outstanding checks in the amount of$650.98,
second by Jacob Widner, 7-0, motion carried.
VI. Adjournment
Motion by Adam Cohen to dismiss at 8:35 PM, second by Veronica Pejril,
7-0, Motion carried.
