HomeMy Public PortalAboutPC Resolution 2016-06-01 Recommending Approval of East Mountain Filing 10 (EMF10) - Final Planned Development Plan and Preliminary PlatFRASER PLANNING COMMISSION RESOLUTION NO. 2016-06-01 A RESOLUTION RECOMMENDING APPROVAL OF EAST MOUNTAIN FILING 10 (EMF10) - FINAL PLANNED DEVELOPMENT PLAN (FPDP) AND PRELIMINARY PLAT, A PORTION OF FILING NO. 1, RENDEZVOUS PLANNED DEVELOPMENT DISTRICT, LOCATED IN SECTION 28, TOWNSHIP 1 SOUTH, RANGE 75 WEST OF THE 6T" P.M., TOWN OF FRASER, GRAND COUNTY, COLORADO At the regular meeting of the Fraser Planning Commission held on May 25, 2016 and a special meeting of the Fraser Planning Commission held on June 8, 2016 Rendezvous Colorado, LLC requested a recommendation of approval for a Final Planned Development Plan (FPDP) and Preliminary Plat for East Mountain Filing 10; and WHEREAS, Rendezvous Colorado LLC is the current owner of the property known as EMF10, approximately 7.21 acres; and WHEREAS, Rendezvous Colorado LLC is requesting FPDP and preliminary plat approval which would create 18 homesites; and WHEREAS, Staff has determined that this application is in compliance with the subdivision and zoning regulations of the Town of Fraser; and WHEREAS, the Planning Commission finds that the applicant has presented evidence that changes in conditions have occurred to support the proposed amendments to the Final Planned Development Plan, including the requested density transfer to Filing No. 10. NOW THEREFORE BE IT RESOLVED that the Fraser Planning Commission has voted to recommend approval of EMF10 with the following conditions: 1. Change the title of the Final Plan to the following: "Amended Final Planned Development Plan East Mountain Filing 10, a portion of Filing No. 1." 2. Final Plan general note #7 references open space calculations and sheet 5 and 6 of 9. Clarify the site data chart on sheet 5 and separate open space acreage and "% of total area" from the road acreage and "% of total area". Identify the 20% open space referenced in general note #7. 3. Add a plat note as follows: "No lots shall have direct access off Pioneer Trail or Bridger Trace." 4. Provide any and all off-site easements. Reception numbers of any such easements shall be added to the plat at time of recordation. 5. Clarify open space tracts and percentage on plat. Plat note #5 suggests that Tracts A & C will be used for open space and parking. Parking is not an allowed use in open space. 6. Provide street names on plat. 7. Setback language on plat and plan needs to be consistent. The plan suggests that the front setback varies due to a front -loaded vs. side -loaded garage. The "typical lot setback" (plat sheet 3, 4, 5 and 6) on the plat indicates 10' front setback. Clarify. 8. Add Mountain Parks Electric language to plat notes per Jean Johnston, email dated March 17, 2016. 9. Address all of Jim Swanson's comments in the JRS memo dated March 12, 2016 and updated March 15, 2016 and revise documentation accordingly. 10. Applicant to confirm that there will be adequate water pressure and volume at each lot for this subdivision. It may be necessary to run the hydraulic water model for confirmation. 11. In order to confirm adequate pressure and flow capacity for each lot, include a table on the plat identifying required water service line sizes for each lot. 12. On the Plat, delete trail connection to the northeast corner on sheet 2 of 6 in accordance with the Final Plan. 13. Clarify the Density Transfer Chart on the Final Plan sheet 4 of 9. 14. Applicant agrees that all exterior lighting shall be dark sky compliant. Add note to the Final Plat and Final Plan to require such compliance. 15. Applicant shall revise the Final Plat and Final Plan to reflect the reduced density consistent with the revised site plan and narrative submitted on June 2, 2016. 16. Applicant to submit variance requests from the Design Criteria and Constructions Standards, including Section 14-3-60 Vertical alignment and Section 14-3-40, Horizontal alignment.
