COUNCIL MINUTES
February 24, 1962
The Council of Bal Harbour Village met on Saturday, February
24, 1962 at 9:30 A.M. in the Village Hall.
Present: Messrs. Broeman, Faulkner, Hart and White.
Absent: Mr. Beatty
Also present were W. H. Webb, Village Manager; Mary T. Wetterer,
Village Clerk; Thomas H. Anderson, Village Attorney.
Upon motion of Mr. Broeman, seconded by Mr. Hart, the minutes
of the previous meeting of January 27, 1962 were approved as submitted.
In compliance with the Council's request at the January
meeting Mr. Webb read a new letter from Mr. Stanley Whitman in which
he agreed to remove the temporary wiring at the parking lot within six
months at his expense. After discussion Mr. Hart moved that Mr. Whitman's
letter be approved and the extension of the permit be granted upon the
conditions set forth in the letter, seconded by Mr. Faulkner and unani-
mously voted.
The Village Manager presented a statement from Zurwelle-
Whittaker, Inc. for $1,325.00 as engineering fee for the Collins Avenue
extension, and asked the Council's permission to pay said bill. Mr.
Faulkner moved to accept the bill from Zurwelle-Whittaker, Inc. as
rendered and authorize payment of same. Mr. Hart seconded the motion
and it was unanimously carried.
Mr. Webb advised the Council that he had had a meeting with
Mr. L. K. Thompson of the State Road Department to go over the proposed
plans for landscaping under Bakers Haulover Bridge. Mr. Thompson had
verbally agreed to the plans and advised Mr. Webb to write the State
Road Department for approval. After discussion in which he outlined
the work planned, Mr. Faulkner moved to give the Village Manager authority
to spend up to $4,000.00 on the landscape project to be used at his dis-
cretion. Mr. Hart seconded the motion and it was unanimously voted.
By letter Mr. Alex Gordon, Chairman of the County Commission,
advised the Council that he has an ordinance up for passage which will
authorize municipalities to fix their own fine for parking meter vio-
lations committed within such municipality. After discussion, Mr.
Faulkner moved the passage of Resolution #93 prepared by Mr. Anderson
expressing Bal Harbour Village's approval of the adoption of such an
ordinance. Mr. Hart seconded the motion and it was unanimously voted.
The Village Manager presented Mayor White's request for an
emblem for his car. He stated that he had advised the Mayor not to use
such an emblem without the consent of the Council as it had formerly
agreed that such emblems were not to be used. After discussion as to
the advisability of having emblems and badges made public property and
turned in at the end of a term of office, Mr. Hart moved that the Village
of Bal Harbour purchase an emblem to be used on the Mayor's car to be
surrendered by the Mayor upon the expiration of his term of office.

Mr. Faulkner seconded the motion and it was unanimously carried. Mr.
Hart then further moved that from this time on all badges for the Mayor
and Councilmen given out shall be numbered and become property of the
Village to be surrendered at the end of the term of office. Mr. Faulkner
seconded the motion and it was unanimously voted.
Mr. Webb read a letter from Mr. Robert Landis regarding
health cards for domestics employed in Ba1 Harbour. He explained to
the Council that the existing ordinance makes it the responsibility of
the employer to see that the employee possesses such a card and not the
Village. After discussion as to the problems of enforcing such a re—
quirement for domestics, the Council recommended that the Village Manager
write to Mr. Landis explaining the State Health Code and advising him
that the Council did not see fit to take actier on this matter at this
time.
Mr. Webb advised the Council that severel of the Bel Harbour
Policemen and Firemen are members of the Robert Staab Lodge #lb, a
fraternal order of police. In an effort to raise money for the organi—
zation the Lodge is promoting a water show to be given at the Ivanhoe
Hotel on April 27, 1962. Mr. Stanley Whitman has been approached by
the Lodge and has given his consent to the use of his lot for excess
parking, providing the Council has no objection and that the insurance
is taken care of by the Lodge. The Village Manager informed the Council
that a special permit woula have to be granted by the Council for such
parking. Mr. Faulkner moved to allow parking on the lot for the show,
seconded by Mr. Hart, the motion was carried.
Mr. Hart raised the question of Mr. Broeman's status on the
Council and questioned his right to serve as Councilman when he is not
a resiaent of Bal Harbour. After discussion Mr. Brceman suggested that
he resign and stated that he woula submit a letter to that effect
within the next few weeks.
There being no further business, on motion of Mr. Hart,
seconded by Mr. Faulkner, the meeting was adjourned.
