A Regular Meeting of the Mayor and Council of the Borough of
Carteret was called to order by Mayor James A. Failace at 7:30 P.M.,
Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret,
New Jersey.
Upon individual roll call, the following were noted present:
Mayor James A. Failace
Councilmember Patrick Crilley

" James Mancuso
" James O'Brien
" Remy Quinones
Noted absent was Borough Attorney Craig Coughlin.
Also noted present was Attorney Dough Walsh representing
Borough Attorney Coughlin.
The meeting was opened with a minute of silent prayer and the
Pledge of Allegiance led by Mayor James A. Failace.
The Clerk stated that on·May 28, 1999, in full compliance with the
Open Public Meetings Act, a notice of tonight's meeting was sent to
The Home News Tribune, The Star Ledger and p03ted on the bulletin
board
Upon MMS&C by Councilmembers Gutowski and O'Brien and
unanimous affirmative vote of the full Council present the minutes of
August 3, September 2, \998 and May 6, 1999 were approved and
transcribed and engrossed by the Clerk.
This was the night advertise to receive bids for a Pickup Truck and the
Mayor called for all bids. Upon MMS&C by Coullcilmembers
Gutowski and O'Brien and unanimous affinmtive vote of the full
Council present, the Clerk was directed to open and read aloud all
bids received which were as follows:

Upon MMS&C by Councilmembers Gutowski and O'Brien and
unanimous affinnative vote of the full Council present, these bids were
held for study.
ORDINANCE #99-20 was introduced and adopted on First Reading
and the Clerk authorized and directed to advertise same for Public
Hearing to be held June 17,1999, upon MMS&C by Council members
Gutowski and Fazekas. Upon individual roll call vote Councilmembers
Crilley, Fazekas, Gutowski, Mancuso, O'Brien and Quinones voted in
the affirmative.

The Clerk stated that Ordinance #99-17 was introduced and passed
upon First Reading at a Regular Meeting of the Borough Council of
the Borough ofCarteret held on May 20,1999. It was duly published
in The Home News Tribune on May 25, 1999 with notice that it will
be considered for final passage after Public Hearing to be held June 3,
1999 at approximately 7:30 P.M. The Ordinance was posted on the
bulletin board and copies were made available to the general public
and according to law, she read the ordinance by title.
Upon MMS&C by Councilmembers Gutowski and Fazekas and
unanimous affirmative vote of the full Council present, the Mayor
declared the Public Hearing to be open.

There being no further comments or objections to the Ordinance, the
Mayor declared th Public Hearing to be closed upon MMS&C by
Councilmembers Gutowski and Fazekas and unanimous affirmative
vote of the full membership present.

Upon MMS&C by Councilmembers Gutowski and Fazekas and
unanimous affirmative vote of the full Council present, the Mayor
declared the Public Hearing to be open:
Mike Carnevale asked if this would cut down on overtime on
Saturdays and Sundays.
Councilmember Crilley said there is not a lot of overtime on
Saturdays and Sundays except for Special Events.
Mike Carnevale said he sees them almost every weekend doing the
fields.
Councilmember Crilley said that is done for tournaments. What this
is going to do is we will hire college age kids to cut the grass which
will free up the Park's employees to do other projects.

John Sudia asked on Resolution #99-189 why it is a provisional
appointment rather than a permanent one?
Mayor Failace said the reason was if we don't have a certification in
our hand .

WHEREAS, Philip E. Reibis was an active member of the Little
League for over thirty (30) years, during which he held numerous
positions; and
WHEREAS. Philip E. Reibis throughout his involvement with the
Little Carteret League was selflessly devoted to the children of
Carteret and the game of baseball; and
WHEREAS, Philip E. Reibis through his caring and commitment has
touched the lives of hundreds of Carteret's youth; and
WHEREAS. Philip E. Reibis has inspired many others to participate
in the Little Carteret League; and
WHEREAS, Philip E. Reibis while still actively involved in coaching,
died in May 1999; and
WHERES, Philip E. Reibis has made Carteret a better place; and
WHEREAS, the Mayor and Council ofthe Borough of Carteret wish
to honor the memory and contributions of Philip E. Reibis
NOW, THEREFORE, BE IT RESOLVED that Mayor and Council
of the Borough of Carteret that hereinafter the field now known as
"Grant Avenue Field" shall be known and referred to as the
"PHILIP E. REIBIS MEMORIAL FIELD"
BE IT FURTHER RESOLVED that this Resolution sha1l take effect
immediately

BUILDINGS & GROUNDS Committee Chairperson O'Brien said
at the Police Department and the Annex the basic maintenance is
being kept up. In the Fire Building there is a problem with the air
conditioning on the second floor in the V olunteer section They are
looking to replace it. In Borough Hall work will begin next week to
replace the roof and the abatement work on the bottom floor will also
be started Following tonight Jason Abello will be taking Ray Tobias's
job. He complimented Rayon his job and said he did a great job
training Jason

Quinones said she received some unfortunate news today, she said
she spoke to Pat DeBlasio and apparentally the State has rejected our
application for Discretionary Aid. the reason being, and this is what
they are telling us, is that they have other municipalities that have
greater need because they have had increases of thirty to fourty
cents. We have had relatively minor increases and so they considered
us unworthy for Discretionary Aid, not withstanding the fact that we
had millions of dollars of sewer and road projects that this current
administration inherited. Aside from that, the lastest tax potential
increase is the Lease Purchase Plan from the School Board, which
was unknown to this Council and obviously to some School Board
Leaders She suggested anybody who is interested in voicing their
opinion, pro or con, attend a meeting on Monday night at 7:30 p.m.,
at the Middle School. She then mentioned that the two or three
gentlemen laughing in the back of the room are the very ones who
critized every single penny spent by this Council.
FIRE: In the absence of Committee Chairperson Fazekas .
Councilmember Gutowski gave the report. He congragulated Mr.
Ziemba on his provisional appointment and that he was sure he
would do a good job He reported progress.
PARKS & RECREATION Committee Chairperson Crilley said they
had a water main break in the park and there is an ordinance on so
they will be addressing and replacing the line. That is why there has
been a lot of flooding around the playground because that ground
because the break was underneath that He reported progress.
POLICE: Committee Chairperson Gutowski said a few weeks ago
the Mayor and him attended the graduation ceremonies for our new
police officers. Rivera, Hart. Holowchuk and Zdep. Wayne Rivera
was given an award by piers and they are very pround of that. He
then said in our Police Department we changed the shifts of the
Detective Bureau. We now have them from eight o'clock in the
morning to midnight The Captains shift have been changed so we
can have a Superior Officer from seven o'clock in the morning until
nine o'clock at night so there will be someone in charge of the
building. He said some of our officers took part of a drug bust in
Chrome That kind of activity will continue Our new Director is very
pro-active in addressing those kind of issues He has citizens and
officers coming to him with problems constantly and he is addressing
them.

Councilmember Gutowski said the Director is also putting together
a Citizen-Comment/Complaint Fonn with a disclosure on the bottom
of it He reported progress.
PUBLIC WORKS: Committee Chairperson Mancuso reported
progress.
BOARD OF EDUCATION: Committee Chairperson Crilley
mentioned the July 24th Yankee Trip. Tickets can be purchased ITom
him or Beverly Hedesh. In reference to the Board of Education,
Sue Page, daughter of fonner Councilman Sam Semenza was
Honored as the Teacher of the Year in the Carteret School District.
by the Education Association. As far as the Lease/Purchase we have
had a meeting and the Committee wants to go with the liasion
Committee of the School Board told us that there will be a Building
Program coming, that they are mandated by the year 2001 to have a
Pre-K servicing all the students of the Borough They will need ten
(10) or twelve (12) classrooms for that. The cost estimates given at
that time were somewhere in the area of seventeen million dollars by
the School Board for the renovation of Nathan Hale School and the
High School and the newly elected Finance Chairman of the School
Board has told him they are still accurate. He suggested people to
come to the meeting on Monday to get the facts.
Mayor Failace said it is a shame that the state feels we should not get
the Discretionary Aid. The good thing is that we are fiscally sound.
He said we have ten and twelve million dollars worth of sewer
projects necessary to be done and three, four, five million dollars
worth of street project still being done. Weare still working on the
parks. The money has to come from somewhere, unfortunately the
state found they will not help us out.
Mayor Failace said the Memorial Day ceremony was wonderfuL
Upon MMS&C by Councilmembers Gutowski and Quinones and
unanimous affirmative vote of the five (5) Councilmembers present,
the meeting was declared open to the public.

into the record an article he found in the paper dated March II, 1976,
that he needed an answer for, about (2) Hoboken Police Officers
convicted in a Loan Sharking Case ............
Mayor Failacc interrupted him telling that had been done in the past.
William Kolibas continued to read into the record that after thirthteen
hours of deliberation of the jury in the trial, Robert (inaudible), James
Mancuso, the cops and a New York Truck driver.

Councilmember Quinones interrupted asking Mr. Kolibas ifhe ever
changes his methods
William Kolibas Jr. continued reading into the record but it became
inaudible with the surrounding talking He said Mancuso was found
guilty of conspiracy. He asked since he is running in the election
could he have an answer.
Councilmember Mancuso said no.
Mayor Failace said that has been answered and he commented that
his tactics don't change.
An unidentified man thanked the Mayor and Council for the parents
and children on the naming of Reibis Field. He invited them to a party
when they are ready
Richard Greenberg: Richard Greenberg, 151 Carteret Avenue,
resident forty eight (48) years in the Borough of Carteret. Paid my
taxes like everybody else. Very dissapointed about what I am reading
in the newspaper about the School Board under the auspice of Larry
Aleksandrich. I just want to bring out a couple offacts here Number
one, we voted as taxpayers of this town not to build extra school.s
These guys took an end run around us, thumbed their nose, said they
are going to do twenty four million, which all of a sudden is cut to
fourteen million dollars. Then they try it again. They are trying it
again right now What did you guys cut them on, one point fourteen
million dollars on their budget" They didn't even sneeze at that Who
are they kidding. I am going to tell you something else. Remember
(inaudible) school on Terminal Avenue. okay, these jokers spent
almost three hundred thousand dollars telling everybody in Carteret,
we're going to save you double bringing the Handicapped kids back
into the Borough Six (6) months later they closed it and they stuck
the owner of that building with the bills How's that grab you. I want
Mayor and Council to think seriously about putting on a referendum,
tlus November, that the School Board is appointed by the Mayor and
Council, not elected. because this is the crap you get. (Applause) I
will tell you one other thing I was a member of the School Board for
two (2) tenns. No way did this Carteret Education Association have
their hands around my throat, like that guy back there (Applause)

Councilmember Crilley Excuse me. Mr. Greenberg I don't think you
should be coming up here making personal attacks on anybody, at a
Council Meeting. That's first of all I don't disagree with what you
are saying. Every taxpayer has a right to come up here and question
the expenditures However, that is the School Board, you should go
there and question it and that's besides the point and let me just.

Councilmember Crilley: Let me just straighten you out on one of the
items please, the reason why Terminal Ave. was closed is the State
of New Jersey, and I was on the Board at that time, made us close
it They told us that the new bus word in the school system is called
inclusion. You have to take the Handicapped or Special Ed people
and include them in integrating them into the school system. That was
again mandated to the School Board at the time and we were told we
had to bring those kids back into the school.
Richard Greenberg: Pat, that is poor planning, then, why
(inaudible).... .
Councilmember Crilley: Excuse me, excuse me, let me just tell you
this too, when we opened this building that plan was approved by the
State of New Jersey at the time. A year and one halflater they made
up their mind to change it, what are we to do We submit a plan to
the state saying we have this building we wanted instead of busing
the children out of town, save the taxpayer's money for out of town
tuititions, so on and so forth, this is what we want to do. The state
told us wonderful, do it. We approved your plan and you know the
procedures Richie, (inaudible) around the water and then a year and
one halflater they told us you can't do it no more, you have to have
inclusion, you have to bring the people back into the building.
Richard Greenberg: Did we get our money back?
Councilmember Crilley: What money are you referring to?
Richard Greenberg: The money you spent on that when the State of
New Jersey... .
Mayor Failace Yes that's good, you ought to know better than that
Richard. He then told Muhammed to speak.
At approximately 8:00 p.m., Councilmember Fazekas was noted
present.
Muhammed addressed the Mayor and Council saying he read
something this morning about Kid Care, that was very disturbing He
said they should try to make sure that all kids have insurance.
Mayor Failace explained that New Jersey NJT Care, which Senator
Vitale worked so hard along with him and the Council, Carteret is a
pilot for it . They will give health insurance for each and every child
in Carteret that cannot afford insurance today. He said they will be
placing applications throughout the Borough, Health Department,
Borough Hall, Library, etc, to ensure everyone will get it He invited
anyone that wants to volunteer to help to do so.

John Sudia a fifty plus year resident of Carteret spoke. He said he is
appauled at the arrogance of this particular School Board. Spoke on
how they closed schools and now need more school and may have to
reopen Nathan Hale School He suggested to look at Washington
School and see what can happen there Maybe the Board Office don't
need that much room He said the Mayor and Council should
consider appointing a School Board They should have a recall on the
appointed Board.
Councilmember Quinones told Mr Sudia that what he said
emphasises the importance of what she said earlier that anyone who
has a problem, pro or con. should attend the meeting Monday night
and let their feelings be known
Rose Alice Capp introduced herself and said she was addressing
Councilman Crilley. She said a new big lottery came out and
according to Christie Whitman she is going to use that money for
building new schools She asked if Carteret could apply for that
Councilmember Crilley said he could not answer for how that money
will be distributed He said after his discussions with the Finance
Chairman of the School Board. every effort is being made to get
every fund they can get He said debt service (aid) is increased for
the Borough through this type of program To what extent depends
on the laws He commented we don't get our fair share
An unidentified man asked if they took care of the Community
Center, which was getting infested with roaches.
Mike Maskaly said he contacted the state Department of Education
about the Lease Purchase? He said what bothers him is why is this
suddenly sprung on us and a hurry up job Why is it being pushed so
fast The answer he got was after July 1st the Lease Purchase is
finished Under the law they will have to have two (2) referendums
and if both fail then they approach the State Department of Finance
and discuss whatever is necessary for whatever the problem might
be He wanted to know when this was initiated He said this was in
the works long before we knew what was going on and he thinks it
is time to have a recall election of this Board, who is inconsiderate of
the people of Carteret He commented that no figures were discussed
on Nathan Hale School, but some were discussed on the High
School He also incouraged people to go to the Monday night
meeting.
Pat Tozzi from 20 Capp Street in Carteret spoke. He said on
December 7. 1941 there was a sneak attack on Pearl Harbor, well. the
same attack was here in Carteret by our School Board
Saad Radwin then addressed the Mayor and Council saying that he
heard there was a deal that the Council was accused of cutting the
budget to let the Board do the (inaudible). He questioned if there was
any secret meetings.

Councilmember Quinones said they had all been hearing about that
in the last day or so and she said it is an absolutely ludicrous
suggestion that they would do something like that.
Saad went on to say that of all the people that signed the petition for
the Health Care in Columbus School ony two lived in Carteret.
Councilmember Quinones said her personal feelings on the petitions
was that it seemed to represent the teachers in Carteret and she
honestly don't believe that they all share the same sentiment and they
wanted to prohibit our Senator, who is doing a very positive thing
for the children from being there.
