• The Commission signed the following documents:
- South Mill Street LLC, 15 Hunters Ridge Way (Lot 17) – Order of Conditions (188-1540)
- South Mill Street LLC, 18 Hunters Ridge Way (Lot 2) – Order of Conditions (188-1543)
- Fitzpatrick, 166 Saddle Hill Road – Order of Conditions (188-1541)
- McGowan, 90 Saddle Hill Road – Order of Conditions (188-1542)
- Hopkinton DPW, 83 Wood Street – Determination of Applicability (RDA 2014-3)
• Ms. Recos made a motion to approve the Minutes of 02 December 2013 and 16 December 2013. The
motion was seconded by Mr. Griben and it passed unanimously.
• A discussion was held regarding the DEP CERO Circuit Rider position which has been vacant since
2010. Mr. Waldron made a motion to approve a letter in support of filing the position. The motion
was seconded by Mr. Griben and it passed unanimously.
• A discussion was held regarding the request from the Board of Selectmen on whether the
Commission supports a Town Planner position. The Commission reviewed the information on the
Town Planner position. The Commission determined they were in favor of the position being funded.
• Mr. Griben noted he has sold his house in Hopkinton and is seeking to continue serving on the
Commission until he relocates out of state within the next 6 months.
• A discussion was held regarding the recently approved Board of Health (BOH) septic system plans
for Lippman, 32 North Mill Street (Lot 2C Cold Spring Brook Road), 188-1393. The BOH plans
identify that the single family home and septic system are now proposed within the Commission’s
jurisdiction under the Bylaw and that the BOH plans have not been reviewed or approved by DEP
under the Superseding Order of Conditions.

A discussion was held regarding BETA’s review comments dated 20 February 2014. Mr. Marquedant
stated the runoff from the proposed roadway will not be towards the wetland. He stated they are planning
on adjusting the proposed lot line shared between Lots 3B & 4B in order to move the driveway further
away from the wetland. He stated that due to Fire Department recommendations, they are unable to
reduce the size of the cul-de-sac.
The hearing was continued to 28 April 2014.

Request for Determination of Applicability
Raouf Mankaryous, Robert Murphy & Associates; Chris Torti, applicant
Mr. Mankaryous provided an overview of the Request for Determination of Applicability application and
site plans dated 18 February 2014. Mr. Ingram stated that he observed wetland vegetation adjacent to the
ditch at the rear of the property, but he is unable to determine the edge of the wetland due to the existing
snow cover. Mr. MacAdam noted the site plans on record for Heidi Circle (188-362) identify wetlands
adjacent to the ditch identified on the subject site plans.
The hearing was continued to 07 April 2014.

Ms. Kendall provided an overview of her supplemental information letter dated 27 February 2014 and the
site plans dated 05 February 2014 with a latest revision date of 05 March 2014. The Commission
reviewed the Town Engineer comments of 06 March 2014.
Mr. Waldron made a motion to close the hearing and issue an Order of Conditions with the standard and
noted special conditions. The motion was seconded by Ms. Recos and it passed unanimously.
8:10 PM Crossroads Redevelopment, Elmwood Park (Parkwood Drive)
Informal Discussion
Larry Beals, Beals Associates; Steven Zieff, Crossroads Redevelopment
Mr. Zieff gave a brief presentation of the proposed Crossroads Redevelopment plan for Elmwood Park.
He stated they anticipate filing an ANORAD application with the Commission in the near future. He
stated they will be seeking a zoning change at a future Town Meeting to reclassify the Industrial Site into
a Mixed Use Development. He stated they are contemplating the potential for installing a north-south
access roadway out to Wood Street from the site towards a goal of alleviating traffic on Elm Street.

Request for Project Change
Joseph P. Marquedant, JD Marquedant & Associates; Bill Perkins, applicant
Mr. Marquedant stated the Planning Board has requested that detention basin #50 be made larger which
would entail further buffer zone disturbance for a small portion of the basin itself and associated site
grading. He stated they are proposing to reclaim & restore additional portions of the existing access drive
beyond the existing metal gate near the common boundary line with 213 Hayden Rowe Street in the
northwest corner of the site. A discussion was held regarding whether the project change request dated 07
March 2014 qualified as an insignificant project change or would require the filing of an Amended Notice
of Intent.
Mr. Nation made a motion to determine the project change request to be an insignificant project change
subject to the submittal of a buffer zone disturbance & restoration calculation comparison within 7 days.
The motion was seconded by Ms. Recos and it passed unanimously.
8:50 PM Chirco, 0 North Street DEP File No. 188-1330
Informal Discussion
Ben Chirco, applicant/owner
Mr. Chirco stated that he has already completed the wetland replication area and it has been monitored for
the past 3 years. He noted the original approved plan proposed a stone wall & split rail fence as the
permanent immovable barrier (PIB) along the erosion control barrier and he is proposing a fence along
the eastern property line as a PIB.
Mr. Waldron made a motion to determine that the proposed project change would qualify as an
insignificant project change subject to the submittal of a revised plan and with posted sign medallions in
addition to the fence. The motion was seconded by Mr. Nation and it passed unanimously.
