HomeMy Public PortalAbout1999/07/07 A Special Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor James A Failace at 6:30 P.M., on Wednesday, July 7, 1999, at the Municipal CourtlPolice Facility, 230 Roosevelt Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmember " Patrick Crilley Stanley Gutowski James Mancuso James O'Brien Remv Quinones " " " " Noted absent was Councilmember Jack Fazekas AJso noted present was Borough Attorney Craig J. Coughlin. The Clerk stated that on July I, 1999, in full compliance with the Open Public Meetings Act, a notice of tonight's meeting was sent to The Home News Tribune, The Star Ledger and posted on the bulletin board. To take action on resolutions and ordinances and any other business that may come before the Council. ORDINANCE #99-23 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held July 15, 1999 Upon MMS&C, by Councilmembers Crilley and Mancuso Upon individual roll call vote, Councilmembers Crilley, Gutowski, Mancuso, O'Brien and Quinones voted in the affirmative for the adoption. Public Hearing The Clerk stated that Ordinance #99-21 was introduced and passed on First Reading at a Regular Meeting of the Borough Council of the Borough of Carteret held on June 17, 1999. It was duly published in The Home News Tribune on June 22, 1999 with notice that it will be considered for final passage after Public Hearing to be held on July 7, 1999 at approximately 7:30 P.M.. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS&C, by Councilmembers Crilley and Gutowski and unanimous affirmative vote of the five (5) Councilmembers present, the Mayor declared the Public Hearing to be open: There being no comments or objections to the Ordinance, the Mayor declared the Public Hearing to be closed upon MMS&C, by Councilmembers Gutowski and O'Brien and unanimous affirmative vote of the five (5) Councilmembers present Upon MMS&C, by Councilmembers Gutowski and Crilley ORDINANCE #99-21 "ORDINANCE AMENDING SECTION 254-20 OF THE CODE OF THE BOROUGH OF CARTERET" was finally adopted Upon individual roll call vote, Councilmembers Crilley, Gutowski, Mancuso, O'Brien and Quinones voted in the affirmative. Upon individual roll call vote, Councilmembers Crilley, Gutowski, Mancuso, O'Brien and Quinones voted in the affirmative. Councilmember Fazekas was noted absent. Failace Advertised as finally adopted: July 8. 1999 Upon MMS&C, by Councilmembers Gutowski and Quinones and unanimous affirmative vote of the five (5) Councilmembers present, the meeting was opened for public input on all Resolution. There being no comments or discussion on the Resolution, upon MMS&C, by Councilmembers Gutowski and Crilley and unanimous affirmative vote of the five (5) Councilmembers, the meeting was closed. RESOLUTION #99-227 was introduced by the Mayor and was referred to the Council for action. 3 Upon MMS&C,by Councilmembers Gutowski and O'Brien RESOLUTiON #99-227 "APPOINTING TEMPORARY SEASONAL EMPLOYEES TO THE PLAYGROUND PROGRAM" was adopted. Upon individual roll call vote, Councilmembers Crilley, Gutowski, Mancuso, O'Brien and Quinones voted in the affirmative. Councilmember Fazekas was noted absent RESOLUTION #99-229 was introduced by the Mayor and was referred to the Council for action Upon MMS&C, by Councilmembers Gutowski and Crilley RESOLUTION #99-229 "APPOINTMENTS TO 1999 YOUTH CORPS PROGRAM" was adopted Upon individual roll call vote, Councilmembers Crilley, Gutowski, Mancuso, O'Brien and Quinones voted in the affirmative. Councilmember Fazekas was noted absent Councilmember Crilley said they may recognize these names are on the other list They are only going to work in one program. They were put on both lists in case this program didn't go through. Mr. Riggio didn't have the information until the 29th of the month, so as a precaution, they were put on both lists. RESOLUTION #99-230 was introduced by the Mayor and was referred to the Council for action.
