HomeMy Public PortalAboutJFOCM 2016-02-25RECORD OF PROCEEDINGS JOINT FACILITIES OVERSIGHT COMMITTEE MEETING Attendees Others Present February 25, 2016 Winter Park Ranch: Jim Cordell, Jon Westerlund Town of Fraser: Peggy Smith, Philip Vandernail, Eileen Waldow, Jane Mather (arrived 3:08 p.m Grand County #1: Randy Atwater, Art Ferrari, Bob Wolf Jim Fox, Bruce Hutchins, Jeff Durbin, Joe Fuqua, Nat Havens, Nancy Anderson, Gene Riordan, Jim McLaughlin, Dan Carroll, Steve Sumrall, Sam Brewer, Herb Meyring Roll call was taken and the meeting was called to order by Chairman Bob Wolf at 3:04 p.m. Minutes of September 17, 2015: Randy Atwater moved to approve the September 17, 2015 minutes as presented; the motion was seconded by Jim Cordell. Motion carried unanimously. Strategic Discussion - Copper Compliance (McLaughlin & Riordan): JFOC Environmental Attorney Gene Riordan provided background into the NPDES Permit Requirements related to the Treatment Plant's current copper regulations, also known as water quality based effluent limits. These limits are developed using a mass balance equation that is based on the design capacity of the plant (2.499 MGD) and a calculated low flow for the river. Due to seasonal changes, the Treatment Plant has not been able to continual meet these copper compliance regulations. The state has granted the Treatment Plant an extension until May 2017 to meeting the copper limit outlined in our current discharge permit. Riordan reviewed the findings from the Treatment Plant's bench scale study completed over the past few months, and discussed some of the options that could be pursued for permit modification to achieve copper regulation compliance. These options will be pursued with the State Water Quality Control Division in the next month. Plant Engineer Jim McLaughlin explained the copper is being picked up from the piping in the potable water delivery systems within the commercial and residential structures on the system. McLaughlin reviewed how the bench scale study was conducted. McLaughlin and Riordan responded to questions. A follow-up meeting will be scheduled with the Committee after the meeting with the State. Other Business & Updates: Jane Mather inquired about the results of the sustainability study completed by McKinstry and how their suggestions would affect the Treatment Plant staffing requirements. The McKinstry study results will be add to next meeting Joint Facilities Oversight Committee Meeting February 25, 2016 agenda and the study results will be distributed to the Committee before the next meeting. It was duly moved by Art Ferrari, and seconded by Randy Atwater, and unanimously adopted that the meeting stand adjourned at 4:30 p.m. Secretary
