New Senior Finance Staff Members Join Town of Leesburg
New Department of Finance and Administrative Services Created, Merging
Three Departments
Leesburg, VA (September 18, 2014) – Two
new senior staff members have joined the
Town of Leesburg recently. In conjunction
with these new hires, the Town merged the
Departments of Finance, Human Resources
and Information Technology into a single
department.
According to Kaj Dentler, Leesburg’s Deputy
Town Manager and incoming Town Manager
as of October 4, 2014, consolidating the three
departments will improve organizational
efficiencies and enhance both internal and
external customer service.
“By merging the departments of Finance,
Human Resources and Information Technology into one unit, organizational silos are taken
down and performance capabilities are improved by the sharing of resources,” Dentler
explained. “Our new staff members are taking on some slightly different roles than their
predecessors and will play a big role in the transition from three departments to one.”
Clarke Case was appointed the Director of Finance and Administrative Services on September 8,
2014. Clark joined the Town of Leesburg from the City of Winston-Salem, North Carolina where
he was the Assistant Financial Officer/Treasurer. During his 31 years with Winston-Salem, Clark
gained extensive experience in all aspects of municipal financial management, as well as
purchasing and employee benefits. Before working for the City of Winston-Salem, he worked in
financial management positions for the Mutual Broadcasting System and Pizza Hut and as a
systems consultant for Arthur Andersen. Clark has a Bachelor of Science degree and an MBA
degree from the University of Kansas.

Eileen Nguyen began as the new Controller on September 15, 2014, and came to the Town
from Loudoun County where she was the Functional Systems Manager. Eileen has more than 30
years of extensive accounting experience in private, public and governmental sectors. She
joined Loudoun County in 1997 as a Financial Accountant, and progressively took on increased
responsibilities as Financial Analyst, Accounting Manager, and Functional Systems Manager.
Eileen holds a Bachelor of Science degree in Business and Management with a major in
Accounting from the University of Maryland in College Park. She is a Certified Public
Accountant (CPA) and a member of the Virginia Government Finance Officers Association
(VGFOA).
