PRESENT: LENNY LEUER, LIZ WEIR, CAROLYN SMITH, FRANK MIGNONE,
SUSIE MACKAY ARRIVED AT 6:45 AND BRUCE WORKMAN ARRIVED
AT 7:30. ALSO PRESENT: PLANNING AND ZONING ADMINISTRATOR
LOREN KOHNEN, CITY CLERK PAUL ROBINSON, COMPREHENSIVE
PLAN CONSULTANT BILL THILBAULT AND PLANNING AND ZONING
ASSISTANT SANDIE LARSON.
ABSENT: KATHY COOK, JERRY BROST AND SUSIE MACKAY
Comprehensive Plan Discussion - 6 p.m. to 7:30 p.m.
Bill Thilbault, comprehensive plan consultant, went over his review of the plan and thru
his comments.
Comments were discussed with Paul and the planning commission. It was decided that
there would be one more meeting before the public hearing on August 24, 1999.
Planning Commission Agenda
Chairperson Lenny Leuer called the meeting to order at 7:34 p.m.
1. THOMAS TURNHAM - 1512 DEERHILL ROAD - SUBDIVISION OF 16 ACRES
INTO TWO LOTS - PUBLIC HEARING
Loren Kohnen read his memo to the planning commission and put up an overhead of
the site. He then read Glenn Cook's letter.
Both Loren and the planning commission questioned Glenn's idea for a driveway saying
all that was needed were easements between the property owners.
Tom Turnham went to the overhead and pointed out where the Skreen lot was and
stated that both abstracts (his and Skreen's) show easements for the driveway. Tom
also said he had talked to Glenn about this. He then pointed out the site on the newly
created lot for a house and suggested a driveway from DeerHill Road.
Elizabeth Weir said that the longer driveway (from the easement) would have to cross
wetlands and trees would have to be cut down.
L. Kohnen said that if the public works director approves the access to DeerHill road, it
is o.k.
Lenny Leuer discussed the driveway easement and questioned Glenn's letter. He said
leaving the easement as is if fine, but can we look forward to DeerHill road going thru
someday and then switching back to the easement for a driveway.

L. Kohnen said it still would not be a problem using DeerHill.
There was further discussion of a cul de sac, turn around at the end of DeerHill. It was
decided to talk this over with the public works director.
L. Leuer asked Loren if there were any problems with septic locations.
T. Turnham said that 2 sites have been located on the new lot and 1 additional on his
current lot.
MOVED BY ELIZABETH WEIR AND SECONDED BY FRANK MIGNONE TO
RECOMMEND PRELIMINARY APPROVAL FOR A TWO LOT SUBDIVISION OF 1512
DEERHILL ROAD.
Motion passed.
2. MINUTES OF JULY 13, 1999
Lenny Leuer - page 10, last paragraph, change in to with in Loren's comment; page 14
in his last comment, change it to he
Carolyn Smith - page 13 in her comment, add plan after lighting.
Elizabeth Weir, page 4, after T. Butler's comment add: John Ferris said no, there is no
TIF for this project.
MOVED BY FRANK MIGNONE AND SECONDED BY CAROLYN SMITH TO
APPROVE THE MINUTES AS CORRECTED.
MOTION PASSED.
MOVED BY ELIZABETH WEIR AND SECONDED BY BRUCE WORKMAN TO
ADJOURN THE REGULAR PLANNING COMMISSION MEETING.
MOTION PASSED.
Meeting adjourned at 8:30 p.m.
The planning commission continued discussion on the comprehensive plan.
