She made a powerpoint presentation to describe the proposal, an extension of the holiday music program approved by the Licensing Board at its November 2020 meeting for a limited period of time. Ms. Reed stated that the program was created to meet the state's Phase 3, step 1 reopening under COVID guidelines, and that Arsenal Yards had notified the Health Department regarding an outdoor event of over 25 people. She added that she understands that if there is a rollback to Phase 2 of the reopening plan Arsenal Yards will not be able to continue the program. Ms. Reed reported that the music program has gone well so far, and that approximately 90% of attendees have been patronizing Arsenal Yards restaurants. Each fire pit in the area set-up is spaced 12 - 15 feet from the others, and there is a separation of 15 feet from the performers to the closest fire pit. Most performances are single person acts. The program hours will be Monday to Saturday from 12:00 noon to 8:30 p.m., and Sunday from 11:00 a.m. to 4:00 p.m. The Police Department reported that it had no objection to the granting of the license requested, subject to the conditions in the depai tiilent's written report. The Board acknowledged receipt of a report from the Health Department regarding compliance with COVID guidelines, and voted to grant the license, subject to the conditions requested by the Police and Health Departments, and for the period of December 24, 2020 to March 1, 2021 on the dates and at the times proposed, and per the specifications presented to the Board. 1. Doucette, Sandra Kasabian Hoffman, John Labadini, Jim Tsekrekas Mo-Ha Holdings, Inc. d/b/a Molana Restaurant & Chulo Cuisine 5 Spring Street Watertown, MA 02472 The Watertown Licensing Board has continued its hearing on the application of Mo-Ha Holdings, Inc. d/b/a Molana Restaurant & Chulo Cuisine for approval of Change of d/b/a Name, alteration of its premises at 5 Spring Street licensed for All Alcohol Common Victualer service, and conversion of a portion of the premises for the purpose of sale of food at retail. The Police Department and Health Department reported that the application was incomplete and that, as a result, they could not provide recommendations for action to the Licensing Board. The Licensing Board voted to continue the hearing. The continued hearing on this application will be held at 7:15 p.m. on January 21, 2021. The meeting will be held remotely, via ZOOM. The Oakley Country Club 410 Belmont Street Watertown, MA 02472 The Watertown Licensing Board met to consider the application of the Oakley Country Club for approval of a change of manager of its premises at 410 Belmont Street licensed for all alcohol club beverage service. John Bartley, president, and Joseph Noone appeared on behalf of the licensee, together with Marni McAlpine, the proposed manager. Mr. Noone stated that Ms. McAlpine has been with the club for the last 3 years, as director of membership. The club's house manager has left the club and Ms. McAlpine applied for the position. She has 20+ years of experience in the food service industry, including 13 years at Hopkinton Country Club and as a manager of a restaurant. At Hopkinton, she taught the BarCode program. The Health Department reported no objections to the proposed change of manager. Sergeant Grady stated that the Police Department had no objection to the proposed change of manger, provided that the conditions stated below were imposed. The Licensing Board voted unanimously to approve Ms. McAlpine as manager, subject to the following conditions: 1. The new manager, Marni McAlpine, shall ensure that all bartenders and servers of alcohol attend and successfully complete an alcohol awareness training program (e.g., TIPS) immediately upon hire or expiration of certification. Copies of all certifications shall be maintained by the licensee and made available upon request. 2. All other conditions of the license shall remain in place. Pequosette Aerie #1928 of the Fraternal Order of Eagles 44 — 46 Mt. Auburn Street Watertown, MA 02472 The Watertown Licensing Board met to consider the application of Pequosette Aerie #1928 of the Fraternal Order of Eagles for approval of a change in its officers and directors. Attorney Ken Leitner appeared in support of the application. He reported that new officers/directors had been elected, as noted in the application, as follows: Jeanine Stout - president, Maycon Lima — treasurer, Timothy Eaton — clerk; and Paul Donnelly, Dan Petkiewich, and Jack Ouellette — directors. In response to a question from the Board, Attorney Leitner stated that he anticipated the officers and directors would remain the same for 2021. Sergeant Grady stated that the Police Depaitiuent had no objection to the proposed change of officers and directors. The Licensing Board voted unanimously to approve the change of officers and directors.
