The regular meeting of the City Council of Riverdale, Iowa, will be conducted according to the following
order and actions will be considered on the items listed. The notice of this meeting is not considered
final until 24 hours prior to the meeting and may be further modified if 24 hours’ notice is impossible or
impractical for good cause.
In compliance with the Americans with Disabilities Act (ADA) and other applicable federal and state
laws, all public hearings and meetings held or sponsored by the City of Riverdale, Iowa, will be
accessible to individuals with disabilities. Persons requiring auxiliary aids and services should contact
City Hall at (563)355-2511 five days prior to the hearing or meeting to inform of their anticipated
attendance.
The requirement that an Ordinance be read three times before passage may be waived by council upon
an affirmative vote of four (4) of the five (5) council members. The public is advised to take note of this
process and be prepared to speak either for or against any ordinance at the time of the first reading.
Per Chapter 21 of the Iowa Code, more specifically described in sections 21.3 and 21.8, a member of the
Council may attend the meeting either in-person or by electronic means, as defined in said sections.

Per Iowa Code 21.7, this governmental body make and enforce reasonable rules for the conduct
of its meetings to assure meetings are orderly, and free from interference or interruption by
spectators.
The public is encouraged to provide and insights on the proposed agenda and other items of
concern. Public comment time is limited to three (3) minutes per speaker. Speakers will
introduce themselves, their topic(s) concern, and provide their address for the record. Public
comments do not need to be in support of proposed actions but are to be constructive and
respectful. A lack of decorum will result in the end of comment period and possible removal
from the meeting. All members of council, the public, and staff are encouraged to find ways to
effect positive change in their comments and their actions for the betterment of our community.

Greeting all,
1. Tree Inventory and Plan
The City of Riverdale has received another in-kind grant through the IADNR. The
value of this grant is the neighborhood of 10,000. IADNR will survey all trees
located in ROW and public lands to determine the health and viability of the trees
and recommend a budget on maintenance and removal of the trees. The only cost
to the City of Riverdale is the cost of gathering the ROW information and city
park maps.
2. ARCONIC Plans on Re-assessment
ARCONIC has revaluated the idea of going through the re-assessment process.
This brings an interesting question. The City hasn’t cut a check yet. The City of
Bettendorf has pulled out of the agreement to fund the reassessment. However,
Scott County has entered into an agreement with Voss. Tom McManus the Scott
County Assessor would like to proceed and he would give the City of Riverdale
the report to keep.
3. Review of Financial Reporting for Concerned Resident
The consultant, staff and a council member has reached out to the concerned
resident. We have tentatively scheduled a meeting for, either June 27th or
28th. We will share will that date with all interested parties.

4. Sewer Rates Update
We will be holding a Public Information July 14th at 6:30 pm for all interested
parties to review, make suggestions, and provide valuable input on our rate
analysis. Our consultant will be there to provide information.
5. AJ Properties Fence Installation
Lovewell Fence installed the fence on 6/23/2022.
6. Canadian Pacific Track
CP working on the tracks on Monday June 24, 2022. Traffic will not be impacted.
7. Vacation
I am planning a weeklong vacation for the week of July 4th-July 11th. I will be
returning to the office on July 12th. Please if you have any questions be contact me
individually.
8. Unfinished Business: Business License on the Consent Agenda
We have a request for a Peddler/Solicitor License for AFIMAC, US Inc. The
paperwork is in good order and complete.
9. 1139 Fenno Road
We have confirmed that the property has been deeded to the City. I have asked
for the property in question to surveyed. I have enclosed a copy of the Warranty
Deed for your review.

Deputy Clerk Report
06/13/2022 to 06/24/2022
Project Updates:
Permit Fees - I finished researching excavation in the right-of-way permit fees, created a permit
application, and wrote a resolution for Council's consideration. All materials are included in the meeting
packet.
Security Badges - I've created a spreadsheet of information from the Night Watch security system,
tested all but 6 security badges available to me, and will need to log in to the Night Watch security
system to activate, de-activate, and reassign some badges.
National Night Out - I'm working on securing resources for a National Night Out event on August 2nd.
The Scott County Health Department is on-board; I'm waiting to hear back from the Scott County
Sheriff's Office. Once they're confirmed, I'm going to reach out to all Riverdale businesses and other
local resources to participate in this community-building event.
Updating Fire Department Plaque & Kiosk - I've created a spreadsheet of information from the plaque
at City Hall and the kiosk at Volunteer Square Park. I'm waiting on rosters from Fire Chief Bernard to
cross reference/update my information. I'll be updating the plaque and kiosk and planning an unveiling
during Fire Awareness Week, on October 10, at 6:30 p.m., at City Hall, to coincide with RFD training.
Updating Veteran's Kiosk - I've created a spreadsheet of information from the kiosk at Volunteer
Square Park. I'll be updating the information and will need to put the word out for updates from
residents. I'm planning an unveiling on Veteran's Day, November 11, at 10:00 a.m., at Volunteer Square
Park.
Painting for a Purpose - I've scheduled a Painting for a Purpose party on August 15, at 6:00 p.m., at City
Hall. There will be no cost to the City for this event. More details to come!
Job Description - At the City Clerk's request, I've created a job description for the Deputy Clerk position.
It is currently under review by the City Clerk.
Records Requests - I updated the Records Request form, which is currently under review by the City
Clerk.

SANITARY SEWER REHABILITATION PROJECT – PHASE 2
MSA met with the City Administrator and the Contractor to discuss a resolution of the restoration
of Manor Drive. The Contractor agreed to walk the site and pick, by hand, the large rock out of
the restored area so that this area can be mowed.
The grading of this area is considered acceptable.
Visu-Sewer completed the final grouting of the sanitary laterals.
We are working with the Contractor to close this project out.
MSA has submitted pay application number three. This pay application is for most of the manhole
rehabilitation effort.
WOODS ESTATES EMERGENCY ACCESS ROUTE
This Project has been advertised for bid by the City. There is a pre-bid meeting on July 12, 2022.
The bid opening is on July 18, 2022.
WOODS ESTATES ADDITION # LOC REDUCTION
MSA has completed their review of the status of the project, the testing of the assets that have
been constructed, and the site condition. MSA has submitted a first letter of LOC reduction. MSA
is open to reviewing testing that has been completed and submitted for MSA to review. MSA is
open to a dialogue with the Developer. If these are not required, then MSA will submit a final
invoice to the City.

RESOLUTION 2022-43
RESOLUTION ADOPTING AN EXCAVATION IN THE
RIGHT-OF-WAY PERMIT APPLICATION AND FEE
WHEREAS, the City of Riverdale, Iowa ("City") is a municipal corporation, organized and operating under
the laws of the State of Iowa; and,
WHEREAS, Ordinance 135.09 Excavations (attached as Exhibit A) establishes the requirement for a permit
for excavation of any street, parking area, or alley, in addition to charging a fee for this services; and,
WHEREAS, City staff has researched excavation in the right-of-way permit fees across the state of Iowa;
and,
WHEREAS, City staff has created the attached permit application (attached as Exhibit B), recommending
the fee of $50 per permit; and,
WHEREAS, City staff recommends Council approve and adopt the attached application and fee.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Riverdale, Iowa, that:
Section 1: The proposed application and fee are approved.
Section 2: City staff are directed to implement the process of requiring an application and fee per
Ordinance 135.09 Excavations as soon as is practicable.

135.09 EXCAVATIONS.
No person shall dig, excavate or in any manner disturb any street, parking or alley except in accordance with
the following:
1.Permit Required. No excavation shall be commenced without first obtaining a permit therefor. A
written application for such permit shall be filed with the City and shall contain the following:
A.An exact description of the property, by lot and street number, in front of or along which it is desired
to excavate;
B.A statement of the purpose, for whom and by whom the excavation is to be made;
C.The person responsible for the refilling of said excavation and restoration of the street or alley
surface; and
D.Date of commencement of the work and estimated completion date.
2.Public Convenience. Streets and alleys shall be opened in the manner which will cause the least
inconvenience to the public and admit the uninterrupted passage of water along the gutter on the street.
3.Barricades, Fencing and Lighting. Adequate barricades, fencing and warning lights meeting standards
specified by the City shall be so placed as to protect the public from hazard. Any costs incurred by the City

in providing or maintaining adequate barricades, fencing or warning lights shall be paid to the City by the
permit holder/property owner.
4. Bond Required. The applicant shall post with the City a penal bond in the minimum sum of one
thousand dollars ($1,000.00) issued by a surety company authorized to issue such bonds in the State. The
bond shall guarantee the permittee’s payment for any damage done to the City or to public property, and
payment of all costs incurred by the City in the course of administration of this section. In lieu of a surety
bond, a cash deposit of one thousand dollars ($1,000.00) may be filed with the City.
5. Insurance Required. For the duration of a contract, the applicant must obtain and maintain $500,000.00
public liability and property damage/auto insurance in the minimum amount of $100,000.00 for each
occurrence of property damage and $500,000.00 for each occurrence of personal injury or bodily harm.
6. Restoration of Public Property. Streets, sidewalks, alleys and other public property disturbed in the
course of the work shall be restored to the condition of the property prior to the commencement of the
work, or in a manner satisfactory to the City, at the expense of the permit holder/property owner.
7. Inspection. All work shall be subject to inspection by the City. Backfill shall not be deemed completed,
nor resurfacing of any improved street or alley surface begun, until such backfill is inspected and approved
by the City. The permit holder/property owner shall provide the City with notice at least twenty-four (24)
hours prior to the time when inspection of backfill is desired.
8. Completion by the City. Should any excavation in any street or alley be discontinued or left open and
unfinished for a period of twenty-four (24) hours after the approved completion date, or in the event the
work is improperly done, the City has the right to finish or correct the excavation work and charge any
expenses therefor to the permit holder/property owner.
9. Responsibility for Costs. All costs and expenses incident to the excavation shall be borne by the permit
holder and/or property owner. The permit holder and owner shall indemnify the City from any loss or
damage that may directly or indirectly be occasioned by such excavation.
10. Notification. At least forty-eight (48) hours prior to the commencement of the excavation, excluding
Saturdays, Sundays and legal holidays, the person performing the excavation shall contact the Statewide
Notification Center and provide the center with the information required under Section 480.4 of the Code of
Iowa.
11. Permit Issued. Upon approval of the application and filing of bond and insurance certificate, a permit
shall be issued. A separate permit shall be required for each excavation.
12. Permit Exemption. Utility companies are exempt from the permit application requirement of this
section. They shall, however, comply with all other pertinent provisions.

TO ATTEND THE IOWA LEAGUE OF CITIES' FALL CONFERENCE
WHEREAS, the City of Riverdale, Iowa ("City") is a municipal corporation, organized and operating under
the laws of the State of Iowa; and,
WHEREAS, the Iowa League of Cities' fall conference is being held in Waterloo, Iowa, September 28
through September 30, 2022; and,
WHEREAS, the Iowa League of Cities' fall conference offers valuable training for staff and City officials;
and,
WHEREAS, the City has deemed it necessary and desirable to engage in training that enhances the skills
and knowledge of staff and City officials; and,
WHEREAS, staff and City officials have expressed interest in attending the Iowa League of Cities' fall
conference, including Kelly Krell (Deputy Clerk), and Anthony Heddlesten (Mayor); and,
WHEREAS, it is estimated the cost per attendee with one hotel night is approximately $600; and,
WHEREAS, the City has budgeted funds for City staff and officials to attend conferences in funding

VisuSewer for $48,707.60 for the Sanitary Sewer Rehabilitation Phase 2 project; and,
WHEREAS, the funding source for this action is #610-815-6499 - Sewer Contractual Services.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Riverdale, Iowa, that:
Section 1: The Mayor is authorized and directed to execute Pay Application #3 dated June 16, 2022,

proposed Sanitary Sewer Rehabilitation (Phase (II) project (the "Project") for the City as described in the

Whereas, the City of Riverdale has over the years been under many jurisdictions which are being highlighted this
year as part of a series of proclamations.
Whereas, July 4th holds a particularly special place in the history of our Nation as well as that of our City.
Whereas, on July 4th, 1776, delegates from the 13 colonies adopted the Declaration of Independence thus
establishing our great Nation.
Whereas, on July 4th,1803, the Louisiana Purchase, including those lands which now include Riverdale, was
officially known to be agreed upon by treaty as a US possession after word from their negotiations reached
Washington, DC and was officially announced to the public. It would eventually be ratified in October of that year.
Whereas, on July 4th, 1805, the Louisiana Territory, including those lands which now include Riverdale, was
created by an act of Congress which formalized the lands acquired by the Louisiana Purchase a year prior.
Whereas, on July 4th, 1838, the Iowa Territory, including those lands which now include Riverdale, was created
by Congress, thus bringing Iowa as the official home of Riverdale for the first time.
Whereas, the Louisiana Territory, led from City of St. Louis, was at least the 12th iteration of European and
American ownership of the City of Riverdale.
Whereas, the Iowa Territory, led from City of Burlington (1838-1840) and Iowa City (1841-1846), was at least the
22nd iteration of European and American ownership of the City of Riverdale.
Therefore, be it resolved that I, Anthony Heddlesten, Mayor of the City of Riverdale, Iowa, do hereby proclaim
that July 4th as
Independence Day
In Riverdale, and encourage all staff, residents, and visitors to learn more about the history of the founding of our
