Chairman Philip Jackson called the meeting to order at 7:00 pm at a duly advertised public hearing
conducted on January 14, 2014
Members present were; Arthur Stewart, Brian Harrison, John Nixon, Philip Jackson, Sarah Kemp, Paul
Kearney, and Leslie Erikson
Members missing: Patricia Eggers and Bruce MacGregor

Map 142 Lots 102-105 and Map 130 Lots 28-34(previous M 52 L 31-1 and 33-1) in the RR zoning district The
applicant seeks certain modifications of Comprehensive Permit 07-08.
Member hearing this case are Philip Jackson, Arthur Stewart, Paul Kearney, John Nixon and Leslie Erikson.

• Conceptual plan for temporary road; discussion has begun with Town Planner (Susan Leven)
• Site Plan and Decision presented (with minor typographical errors corrected) for signature

MOTION by Arthur Stewart to GRANT the request for Modifications of Comprehensive Permit 07-
08 as presented and agreed upon in accordance with documents signed and presented. This is contingent
upon condition #15 completions.

13.22 C 'pe View Development ILC/Brewster Landing, represented by Attorney Peter L. Freeman,
Wampu Trail and Sachemus Trail, Map 78 Lot 137 (previous M 15 L 125-2) in the CH, VS and RM
zoning stricts. The applicant seeks a Comprehensive Permit (40B) under MGL 40B, section 20-23 and 760
CMR 30. and 31.00 to construct a total of 31 two and three bedroom units including 8 affordable units on a
9.43 acr i site. The eight affordable units will be for households earning up to 80% of the area median
income, i accordance with applicable state regulation and guidelines.
Memberi hearing this case are Philip Jackson, Arthur Stewart, Paul Kearney, John Nixon and Brian
Harrison;
Ms. Judi Barrett (RKG Associates) was present as Brewster Zoning Board Comprehensive Permit
Consultant
Peter Freeman was asked to present comments of Traffic Study;
• Mr, Dirk is present for response
• Lengthy report; Received January 24th and will need time for joint peer review
• Met with Andrew Singer (representing abutter) to satisfy concerns
Comments by Jeffrey Dirk (Vanessa Associates)
• Cope Cod Commission had done a cursory review of technical aspects; in compliance with their
standards as well as state standards
• C(pM Smith was a more in-depth review; they wanted a few things rechecked;
1. Traffic counts and Foster Road analysis.
2. They wish to re look at impact and crashes at Underpass/6A intersection
3. No safety deficiencies
4. Cue lines/site lines from Underpass
5. Future projections (7 years out); use M P Renaissance as guideline
6. Mitigation of project (physical) in relation to town bylaw
7. Delay at intersection (in compliance)
8. Main + Underpass; increase travel lanes, traffic control signal or "modern
roundabout"
9. "fair share payment" toward that intersection improvement
10. Main + Sachemus Trail; widen Sachemus (would benefit from roundabout)
11.Site Plan; signs and pavement markings, vegetation trimming, vehicle turn analysis
(fire trucks and trash/recycling)
Questions
• R undabout; back up on Main Street? Rolling cue not static
• Trraffic signal not appropriate
• Skeptical about roundabout. Would rather see a "Left turn only" from Sachemus
Open to Public Input
• Andrew Singer Attorney representing Jane Remy; request a plan to rebuild Wampum Trail
Would like to see a copy of the trimming plan
No further traffic discussion
• Dive Michniewicz (Coastal Engineering); discuss responses and write a response letter
