Donna Deetz moved to adopt the agenda as printed and reordered. Doug Record seconded the motion. Motion passed unanimously Approval of Minutes Donna Deetz moved the minutes from the January 8, 2019, Regular Meeting and January 23, 2019, Special Meeting Minutes be approved as printed. Alan Wheat seconded the motion. Motion passed unanimously. Communication Received Jayme Abbott stated no communications have been received. New Business a. Demolition Clearance – 1328 E. Miller Street. The property owner submitted a demolition application to demolish subject building that was constructed in 1910 which makes it 109 years old. After Jayme Abbott presented city staff report the owner, Dennis Newman spoke about the condition of the property and the infeasibility of rehabilitating the property. Doug Record made a motion to approve the demolition clearance application. Alan Wheat seconded motion. Motion passed unanimously. 2 b. Demolition Clearance – 901 Swifts Hwy. The property owner submitted a demolition application to demolish subject building that was constructed in 1900 which makes it 119 years old. Jayme Abbott presented the city staff report which contained information as to who lived in the property and what the property was used for during its history. Representatives of Trinity Lutheran Church, Carol Fischer and Doug Young, spoke about the acquisition of the property, the problems that they have had with the property and the impracticality of rehabilitation. Laura Ward, Council Liaison, spoke about her experience looking at the property. Discussion continued after which Donna Deetz made a motion that the demolition clearance application be approved by the commission, Doug Record seconded the motion. Motion failed with Doug Record, Gail Jones, Angela Lucera, and Alan Wheat voting against, and Donna Deetz abstaining. Other Business a. Historic Preservation Plan Update. City Planner, Ahnna Nanoski, discussed what the consultants, Heritage Strategies, accomplished on their last visit, requested that any material the commission members may find relevant for the consultant’s research be provided, and outlined what the agenda is for their next visit in March. b. Ac cepting Landmark Designation Applications. Jayme Abbott spoke about the Landmark Designation application process, the criteria for nomination, and the selection and award process. c. Gregory Stockard Award. Jayme Abbott spoke about the Gregory Stockard award process and requested that the commission start thinking about possible nominees. d. Designation of Façade Improvement Committee member. The Commission voted Donna Deetz the next HPC representative member of the Façade Improvement Committee. e. Staff Updates. Request was made for an update regarding the School Street Local Historic District regarding recent FEMA’s correspondence. FEMA determined that the School Street Local Historic District does not meet the FEMA NFIP regulatory definition of Historic Structure. The School Street area will continue having to meet the substantial improvement requirements of the floodplain code. Jayme Abbott discussed other means that a property owner can take such as hiring consultant to complete a National Register submittal or hiring a survey engineer for determination if structure is above flood base elevation which would include submittal for a “Letter of Map Amendment” (LOMA).
