HomeMy Public PortalAbout1999/08/19 The Regular Meeting of the Mayor and Council of the Borough of Carteret was called to order by Mayor James A. Failace on Thursday, August 19, 1999 at approximately 7:30 P.M., Municipal Court/Police Facility, 230 Roosevelt Avenue, Carteret, New Jersey. Upon individual roll call vote, the following were noted present: Councilmember Patrick Crilley " Stanley Gutowski " James Mancuso " James O'Brien " Remy Quinones Noted absent were Councilmember Jack Fazekas and Borough Attorney Craig J. Coughlin. Also noted present was Attorney Douglas Walsh. The meeting was opened with a moment of silent prayer and the pledge of allegiance led by Mayor James A. Failace. The Clerk stated that on August 13, 1999, in full compliance with the Open Public Meetings Act, a notice of tonight's meeting was sent to The Home News Tribune, The Star Ledger and posted on the bulletin board. Upon MMS&C, by Councilmembers Gutowski and O'Brien and unanimous affirmative vote of the five (5) Councilmembers present, the minutes of July 7, IS and 29, 1999 were approved as transcribed and engrossed by the Clerk. Mayor Failace read the following letter from Police Director Christopher Elg to Dispatcher Kathy Misdom: "I have been advised by Police Officer Frank Ciarkowski of your actions on June 28, 1999 while you were off-duty at the scene of a personal injury automobile accident in Carteret. You were riding by the scene when you stopped and immediately offered your assistance to an injured person in one of the vehicles. You remained with the injured female until the First Aid Squad arrived. 1 It should be noted that you took these actions without any hesitation or special request to do so. You demonstrated your ability to provide care and comfort to an unfortunate accident victim and in doing so brought credit upon yourself, the Police Department and the Borough of Carteret. Misdom GATX, Simpson & Brown and Folgore Mobile Welding Charity Softball Game Players I commend you and appreciate your willingness to become involved even while off-duty. You rendered your services in an exemplary fashion, which was noticed and appreciated by the officer that brought this to my attention. My personal thanks for a JOB WELL DONE!" Mayor Failace thanked Ms. Misdom on behalf of himself, the Council and the citizens of Carteret. She has shown that she is a very caring person and what she did brought credit to herself. He presented her with a Certificate of Merit. Ms. Misdom thanked the Mayor and Council. Mayor Failace asked for the people from Simpson and Brown, Inc., Folgore Mobile Welding, Inc. and GATX Terminal Corp. to come up to the dais. He said GA TX is a very integral part of Carteret. They are more than just a business that pays taxes. GA TX is a friend and a neighbor. This past summer, GATX, along with Simpson and Brown, Inc. and Folgore Mobile Welding, donated their time and materials to build the dugouts on Carteret Avenue and Louis Street. It is something that benefits the kids. He said he appreciates everything they have done. In the beginning of the year, GATX sponsored and helped out with the 3 on 3 Tournaments they had and also the Volleyball. At that time, he and the Council talked to GATX and their employees about a possible softball game. GATX came up with the idea of a charity softball game, which was great. It was played a few weeks ago and the deal was if the Mayor and Council won, GATX would donate $1,500 to any charity that they chose. If the Mayor and Council lost, they would wash GATX's fire trucks. They played and next year it will be a little different. The Mayor and Council lost. He thanked GATX for being more than a business and for being a neighbor and friend. Mayor Failace presented the following with Certificates of Merit: For GATX: Jeff Armstrong, Glenn Sandor, Kevin Kappock, Joe Reyes, Jim Seidel, Mike O'Donnell, Bill Faulkner, Bob Halladay, Jim Johnson, Mike Burke, Sr., Mike Burke, Jr., Chris Stephen, John Woodhull and Frank Cogan. Glenn Sandor said GATX will give checks for $1 500 to Habitat for Humanity. He said they were very happy to do {he dugouts for the to~n and anything else they could do for the town. They are proud of this town and hope to continue to do things in the future. For the Mayor & Council: Mayor Jim Failace, Council President Stanley GutowSki, Councilmember Remy Quinones, Councilmember P~t Cnlley, Councilmember Jack Fazekas, Councilmember James o B~en, Daphne L. Bell, Donzell Bell, John DuPont, Jesse Pitts, Larry LewIs, Jose Collazo, Valdo Torres and Ursula Pitts. Daphne Miles thanked Robert Kately and the Parks employees and also the two bUilders who built the dugouts. They all worked well together. AUGUST 19, 1999 Mayor Failace called Senator Joseph Vitale forward and presented him with the check for Habitat for Humanity. He said for the past two years Senator Vitale has been Vice-Chair on the Board of Directors of the Middlesex County Habitat for Humanity. It was his pleasure to turn the check over to the Senator. PRESENTATION - Senator J. Vitale for Habitat for Humanity Senator Vitale said on behalf of Habitat for Humanity, it is a wonderful organization that helps many people, but what is special about it is that when you build a home for a family, it a home that they purchase. It is not a hand-out, it is a hand-up. They build the homes so they are affordable and offer no interest loans, so they can purchase the house and payoff the home in a matter of years. He said it is a tough economy for young couples and single parents who have been saving, but can't afford a home. This gives them the opportunity to literally build the home and then purchase it from Habitat. It's a wonderful program that is world-wide. There are chapters all over and we now have one in New Brunswick and soon will hopefully be working in Perth Amboy and Carteret and other places around Middlesex County. There are other chapters in the state that work in Newark, Camden, etc. This $1,000 will go directly to building materials so they can get another home done. He thanked them very much. Councilmember Quinones said since they had a theme on NOAH homelessness, she lobbied the Mayor and Council to donate part of the money for homeless animals. The organization that will receive the donation is called NOAH. It's a non-profit organization whose mission is the rescue and placement of homeless animals. They operate through a foster care system, where the animals are placed in various homes and taken care of by NOAH volunteers until they can be placed in permanent homes. They provide for all the medical treatment for the animals while they are in NOAH's care. The animals are never destroyed unless they become sick. The animals live in the foster homes for a long period of time. The organization also takes the time to screen potential adopters and conducts follow-ups. She said she has adopted from this organization. Many of the animals rescued are stray animals from Carteret. She presented a check in the amount of$500.00 to the representative from NOAH. The representative from NOAH thanked the Mayor and Council on behalf ofthe Board of Trustees for thinking of them. Councilmember Quinones mentioned, on behalf of Senator Vitale, that there was going to be the Second Annual Charity Softball Game on September 23, 1999 at Warren Park which is also for the benefit of Habitat for Humanity. ORDINANCE #99-29 "AN ORDINANCE TO AMEND ORDINANCE #71-9 ESTABLISHING SALARY SCHEDULES AND FIXING THE MANNER OF PAYMENT OF SALARIES FOR VARIOUS OFFICIALS AND EMPLOYEES OF THE BOROUGH OF CARTERET" The Clerk stated that Ordinance #99-24 was introduced and passed upon First Reading at a Regular Meeting of the Borough Council of the Borough of Carteret held on July 15, 1999. It was duly published in The Home News Tribune on July 20, 1999 with notice that it will be considered for final passage after Public Hearing to be held on August 19, 1999 at approximately 7:30 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Upon MMS&C, by Councilmembers Gutowski and Quinones and unanimous affirmative vote of the five (5) Councilmembers present, the Mayor declared the Public Hearing to be open. The Clerk stated that there was a letter from an attorney who asked her to mention (inaudible) There being no further comments or objections to the Ordinance, the Mayor declared the Public Hearing to be closed upon MMS&C, by Councilmembers Gutowski and Mancuso and unanimous affirmative vote of the five (5) Councilmembers present. 4 Upon MMS&C, by Councilmembers Gutowski and O'Brien ORDINANCE #99-24 "AN ORDINANCE TO SUPPLEMENT AND AMEND CHAPTER 160 LAND DEVELOPMENT OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF CARTERET BY ADDITION OF A NEW SECTION TO BE INDEXED AS SECTION 160-83A AND TO BE ENTITLED "SOIL REMOVAL AND FILL PLACEMENT" was adjourned. Upon individual roll call vote, Councilmembers Crilley, Gutowski, Mancuso, O'Brien and Quinones voted in the affirmative. Councilmember Fazekas was noted absent. Mayor Failace said they asked for an adjournment because it has to be sent to the County and they need ten days to review it before we can adopt it. It will be voted on at the next meeting. He voted yes. Councilmember Quinones said she would like to give a brief synopsis of his background. Mr. Goldsach is a graduate of St. Peter's College and has an accounting degree. He is a certified chief municipal finance officer and a certified tax collector, He served as an instructor for the American Institute of Banking and he has been finance chainnan for St. Anne's Parent Teachers Guild and St. Joseph's Schools in Hoboken, where he currently lives. Mr. Goldsach has served as the Business Administrator for the Borough of Norwood, where he was also the Chief Financial Officer and Tax Collector. Some of his responsibilities included personnel management, finance administration, budget preparation, contract negotiation and tax collection. He has also worked as the Chief Financial Officer and Tax Collector for the town of Guttenberg. He has tremendous experience and he has met with all of them and she certainly feels he will be a tremendous asset to the town. She voted yes. The Board of Health was in the Recreation Center recently and found many problems. They were corrected. Everything is running smoothly at the Main Fire Building. At the Fire House in West Carteret, a generator was recently installed. He thanked Paul Gadomski, George Simms, Eric Kjems, Joe Gadomski and Rich Bonner for help in installing the generator. They saved us a lot of money. He reported everything was still standing. FINANCE & ADMINISTRATION: Committee Chairperson Quinones said she wanted to make another announcement on behalf of Senator Vitale's office. There is going to be a blood drive at his office between 2:00 P.M. and 7:00 P.M. His office is located on Main Street in Woodbridge. She wanted to take this opportunity to thank the Senator's Assistant, Jodi, personally, for assisting her with some constituent problems she had. Jodi, along with Michelle have always been very responsive to the Council and have assisted them in any way that they could. She appreciates it and they have done a great job. She thanked them. With the addition of the Business Administrator, she reported progress. FIRE: Committee Member Gutowski congratulated Mr. App and Mr. Welch, he said he is sure they will be a fine addition to the apartment. He said the fire truck was fixed and everything was working fine. He reported progress. PARKS & RECREATION: Committee Chairperson Crilley congratulated the new fire fighters. There are two more weeks of the Friday night concerts. The Summer Youth Work Program came to an end last Friday. We put about 150 high school age kids to work this summer as laborers and counselors. They worked where they were needed. He wanted to announce that Ethnic Day is September 18, 1999 on Saturday. It starts at 9:00 A.M., with a pancake breakfast by the Knights of Columbus. A craft fair during the day. He reported progress. POLICE: Committee Chairperson Gutowski said that the Mayor was the only one to play the entire softball game. He thanked everyone who participated. He spoke about the newspaper articles regarding the two ex -officers. There is a legal case going on, so it is kind of difficult to talk about it. He wanted them to know what the newspapers were reporting was erroneous. There is no back pay involved here. The town is not on the hook for $100,000. He wanted them to realize we were taking on this fight because there is a state statute that specifically says that no one can be re-appointed or hired as a Police Officer after the age of 45. The two gentlemen that are looking to come back exceed that age. The borough will continue to fight it in court. There is no back pay. If these gentlemen win their case, they will come back as officers and they will get paid starting from day one. When they start working. That appeal is still on going. 14 AUGUST 19, 1999 The Police Director has started a monthly newsletter that he is publishing for the Police Committee at this point. He has given it out for their perusal and hopes to expand it to the Mayor and Council and the general public via the internet site. He was conferring with Councilmember Fazekas about it. It goes into detailed information on what is going on in town. What's happening in the Carteret Police Department, monthly crime statistics, etc. They want everyone to know what is going on. In the newsletter, Director Elg explains what he is trying to do. What grants he is trying to obtain. The police vehicles will soon have new oxygen units. The Police Department has been working in conjunction with the First Aid Squad. They are talking about defibrilators in all police cars. Standing Committees Police Continued Chairperson Gutowski said he also asked the Police Director to keep him advised of the day to day operation of the Police Force. Mr. Elg is doing a marvelous job, but he would like to know exactly what is going on and when it is going one in relation to who is working, what hours they are putting in and what shifts they are working. There are a few things that people have asked him about the past few weeks and one of those was about the Bicycle Patrol. They want to know why it isn't out on the streets. He said if they looked around recently, they are beginning to see the rebirth of the Bicycle Patrol. The Director put out a directive to the Heads of the different shifts and if there are enough people reporting to work and they felt it was okay to take someone from a patrol car and put them on a bicycle, to do it. Unfortunately, he didn't think they would see it as much as they saw it before. There are certain steps they are taking in order to get these police officers back on the bicycles, on a regular shift. Not on overtime. He didn't know if they were aware of it, but when the Bicycle Patrol was enacted it was strictly overtime. This Council has been working with, not only the Police Director, but previous Chiefs. This is the first step. If this doesn't work, there will be further steps taken to put them out on the streets because the citizens are looking for the bikes. 15 Committee Chairperson Gutowski said he has been in discussions with the Mayor and Council. Two meetings ago he said he was asking the Director for a listing of all the outside jobs that were held by police officers. In our personnel policies of the borough, 38-13, it states, employees shall not accept outside employment or engage in outside business activities without the prior approval of the Council. No application for permission to accept outside employment shall be granted unless there is a reasonable probability that such outside employment will not interfere with the employees perfonnance or compromise his position with the borough through conflict of interest or if in the case of a full time employee of the borough, such outside employment shall exceed twenty hours per week. He said he has received a list from Director Elg. He has shown it to the Mayor and they have given it much thought and have decided not only will the police department submit such reports, but every borough employee will submit this information, through their department heads to this Council as of September 1, 1999. So, we know that the borough employees are doing their job, which is working for the citizens. That is their number one priority. He said the department heads will let the Council know if an outside job conflicts with the employee's borough position. He reported progress. AUGUST 19, 1999 Standing Committees Continued PUBLIC WORKS: Committee Chairperson Mancuso said the re- paving of Louis Street has just started. Fillmore Avenue is just about completed. They are still working on the sewers and they are hoping on a grant for the sewers. Chairperson Mancuso said last week Woodbridge went to Federal Court against Conrail and they came to an agreement with a federal judge, that they will enforce the agreement they made three years ago, that has never been enforced. It doesn't really effect the people of Carteret. He said the problem is all over the eastern coast. That is one of the reasons there is a double lane of trains. There are munition trains that go through once a month. He didn't think people were aware of this. He looked into the legality of the trains being back there and our attorney came up with a federal statute that says all trains with any explosive materials should be kept in a safe and secure spot. On Jackson Avenue there isn't any fire suppression system or fire hydrants. It's very tough for our Fire Department to fight a fire back there. We don't have the equipment. Conrail has a specialized team, but it would take them 45 minutes to get there. In the summer time they carry sulfuric acid. There have been a few leaks in the day time, but at night if that leaks and you are sleeping with your window open, and fumes go in there, you won't wake up. He is meeting an inspector tomorrow. He was supposed to meet with him yesterday, and 10 a behold, there wasn't one train back there. He said he spoke to the Mayor and they want to talk to a few other towns to see if they can put a class action suit together. He said in Mansville, 14 people were taken to the hospital because of leaks from a stored train. People got sick. He said Conrail refused to cut the weeds and when the trains go by they spark and start fires. He said legally the town can't do anything about it, we have to get the federal government to do something. He continued talking about the problems with Conrail. Mayor Failace said Mr. Mancuso has spent a lot of time on this. He said he has a call into Mayor McGreevey to sit down and talk about this. BOARD OF EDUCATION: Committee Chairperson Crilley said the School Board had their second meeting regarding the lease/purchase agreement and they will take a vote on Wednesday at 7:30 P.M. at the Middle School. MAYOR Mayor Failace congratulated the two new fire fighters. He was also remiss before in not thanking Daphne Miles for all her efforts in getting the dugouts and all she does with GA TX and her work as a liaison for GATX. He thanked her again. 16 Councilmember Mancuso said four months ago the Senators heard their case and they all voted yes on a bill to keep the trains 500 ft. from homes. Politics being what they are, the bill is stalled on the floor. FAILACE, MAYOR Borough ofCarteret, New Jersey Mayor Failace said he was invited to go, but he couldn't find anyone to give him the money to go. 17 Mayor Failace said he would like to comment on the articles that have appeared in the newspaper. It is everyone's right to write letters. He said it's also his right to correct what was written, because some letters in there aren't exactly telling the truth. In today's paper there was a letter from Chris Aveta in reference to the library. The library is going along very well. They have said all along that they hoped it would be open at the same time school opened, but that will not happen. They are about a month behind schedule, which happens many times in the construction of building. He said a month versus 25 years waiting for a library is not too bad. They will be very proud. The citizens are going to be amazed how large the library is. In this letter and other letters of the past, they say it's a problem building this because of the combined age of the building. Mr. Aveta said each building was 50 years old, so the combined age is 100. AUGUST 19, 1999 PROCLAMATION One Thousand Year Celebration - Carteret, Normandy France Mayor Failace Library AUGUST 19, 1999 Mayor Failace Continued Library Mayor Failace asked what does that mean? He said he didn't know what that meant. If they re-do Borough Hall, which is 75 years old, the combined age would be 175 years. What does that mean. He said there isn't a problem with that building. It has 18" of footing. It is as sturdy as can be. There was a problem. When they drilled for the elevator shaft they did test borings down about 26 feet. They drilled the drilled borings for the elevator shaft a little more than 30 ft. and they broke through some shale and hit a well. There was water coming up from that well. It was not a problem. Mr. A veta said they will have to redo the floor in the basement and raise it up and that won't be good enough. That is absolutely not true. Mr. A veta is not an engineer. After speaking to the Borough Engineer and Zoning & Planning Board Engineer and it is a simple problem that can be fixed simply. This is the 1990's we are able to take care of these problems. We have an extensive smnp pmnp system that is being implemented and putting into that basement. That basement will be bone dry. It is not a problem. They wanted the library to be open by the beginning of the school year and unfortunately it isn't. Mr. Aveta said it will not be open by the end of the year, but it will be. Over the next two weeks they will see the front of the building just about done. It is moving right along. Sixty days versus 25 years waiting for a library isn't too bad. Newspaper Articles Mayor Failace said there was another letter in the paper from a wife of a Police Officer which said if they ever changed the police officer's shift, they would be worse than a gun totting drug addict or something like that. That we would kill them faster than a gun totting drug addict. We haven't changed the shift. We haven't done it yet. He doesn't know what they are going to do at this point. Certain things have been discussed, but he doesn't believe having an officer work the same days as 90% of the rest of the world will kill him. She also said that the Governing Body should stay out of the Board of Education and mind our own business. He said if they stayed out of the Board's business, which they can't by state statute, the citizens would be paying a minimum of$129.00 more in taxes and the children wouldn't be getting any better of an education. It is the governing body's obligation to the citizens to ensure they watch where every penny is spent and they are in fact doing that. That is one of the reasons they brought in Nick Goldsach. Our financial area is doing a fine job, but they believe that with his expertise and abilities in grant writing, that we should bring hundreds of thousands of dollars into Carteret that we haven't been getting. Not because of anybody's fault, but because these are difficult processes. It's difficult to oversee a borough of over 200 employees and that needs to be done. That is why they have put together one heck of a time in Carteret that will move us ahead to the next millenium. There was another letter in the paper from Officer Denton of the P.B.A. that said the governing body was being retaliatory. That they made the motions because of the police officers involvement in the Board of Education elections and the primary and that couldn't be further from the truth. The paper work on those demotions were sent in months before. There was nothing retaliatory about it. That we retaliated against an officer, in uniform, who at a Board of Education meeting was heckling the Council President and was terrible. 1Y Mayor Failace said we are asked to give respect and we should get some respect back. They didn't suspend the officer, they spoke to Director Elg who said it was not conduct becoming an officer. Director Elg spoke to the officer and the officer admitted that he absolutely did that. He was honest and said he did it, so we put a letter in his file and told him not to do that anymore. He didn't see anything wrong with that. There was nothing retaliatory. The officer said the borough spent $300,000 on Gary Stowell and that isn't true. We've spent $150,000. Someone from the audience said "that's all". Mayor Failace said yes, that was all. That is why we have the Police Director we now have who is putting the department in shape and doing a great job. Anyone can write a letter, he has no problem with that, but anytime some one writes a letter that is not true, he will stand up and say his peace and let them know his facts and his facts can be checked out. Sometimes you have to spend money to make money. When they brought the engineering firm in they spent a ton of money on engineering. They didn't spend as much money in the past, but they were fined $50,000 from the DEP. We have combined sewers and out infiltration of drain water is costing us hundreds of thousands of dollars over the years because we are treating that good water at the MCUA. When the old work was done on the sewers, our streets are collapsing in West Carteret because they threw the same dirt in. Our engineer watches every step. That didn't happen in the past and it cost the borough money. In order to do the job right that's what has to be done. In the letter from Chris Aveta he said not to blame the prior administration that this governing body has been in control for the past three years. Well, these problems didn't get created in three years. The DEP didn't fine the borough because of three years worth of problems. They fined us for twenty years worth of problems, because of the lies they were told. He said they didn't know if the borough was going to get out of paying that fine. They are working like dogs to get out of it. There is talk about wasting money on consultants and engineers, but here's $50,000 down the drain and we get nothing back. The DEP is being really tough on us and it's not the fault of this Councilor this administration. This goes back a lot of years. Mr. Aveta said he can't see one project that has been completed in Carteret. He should take a look around and look at the Skate Park, the new equipment in Parkview Park, the sewers done on Hermarm Street and Linden Street. The project, that is not completed but Fillmore Avenue, Harrison Avenue and Matthew Street being paved. There is a ton of things going on that haven't gone on in the past and that's the reason they have to spend the money. They spent the money, did what they had to do and the average taxpayer over the last three years, with the reduction of sewer taxes paid $11.00 more every year for three years on the average home. With all we have to do and all that is being done, he congratulates the Finance Committee and the Council for holding down the cost and doing what's necessary. 19 Councilmember Mancuso said they have heard about the $150,000 for Mr. Stowell, he read an article in the paper that if there is a change in shift there would be so much more stress on the police. He said he didn't think there were too many cops in this town that knew what stress was. If they would like to know, they can come and talk to him. He has all the facts and figures. AUGUST 19, 1999 Newspaper Articles Continued AUGUST 19, 1999 Newspaper Articles Continued PUBLIC DISCUSSION Road Conditions Community Center Senior Center Councilmember Mancuso said if they read all the articles in the paper they would see it is not the taxpayer that is complaining, it's the people that are getting the big salaries and the big raises and don't care about us. Some of the people in this town should kiss the ground that they are working in this town. They should look and see what other city workers and policemen are doing in other towns. There is a letter about the new library. Mr. Aveta praises Mr. Sica that he knocked the library that is being built, but going back a few years, they wanted to make that a Senior Citizen's Center. It was safe and sound to do it then, but now the building is no good. They like to put out what they want to put out. If they want facts and figures on stress and salaries, he would be glad to give it to anyone, even the police department. ILONA MOORE said she and her husband, Louis Moore, live on Washington Avenue and have been homeowners for 45 years. One of the things she wanted to speak about was getting a grant person to look for grants. Carteret is losing a lot because they haven't had this. She has asked about this years ago. She wanted to ask Mr. Mancuso a question. He looked at the road. She said they have never seen fit to put blacktop road where she lives from Washington Avenue to Irving. She asked Mr. Mancuso to look at it because she was putting in a new driveway. She also discussed the water they have at Washington Avenue by Lowell Street. There isn't a drain there. She was hoping Mr. Mancuso was not going to forget. Councilmember Mancuso said the engineer is checking everything out. Mrs. Moore said she represents the Blazing Stars. They are a singing group that meets in the community center. They go all over and sing to Seniors, at Veterans Homes, etc. There is a problem when they practice at the Community Center. They freeze in the winter and roast in the summer. She said it's because of the cooperation she didn't get from the gentleman who used to be in charge. They have a timer on the air conditioner in the summer and they don't look to see if someone is coming in the evenings. She said it's terrible to be in there and practice. She asked the Council to look into it. She also told the Council that if taxes keep going up like they are it makes it very difficult for the Seniors. They are a limited income and did not have high salaries when they were young. She asked them to watch their money. Mayor Failace said he hopes that the new Senior/Community Center will be done and they will not be in the other building anymore. 20 Mrs. Moore said they hear all about the library, but they hear nothing about the Senior Center. They did hear that they were going to have to walk up stairs. Mayor Failace said no, there is an elevator. Mrs. Moore asked if it was gomg to be a Senior Center or a Community Center. Mayor Failace said it is going to be a Community Center, but the Seniors will have as much use of the new building as they did in the old building. There are going to be classes and a whole lot more. Mrs. Moore said where the Community Center is now was given as a Senior's Center by the government, but it never turned out to be a Senior Center, so the Seniors are being done out of a place. WILLIAM NIX said he was born and raised in town and lives on Mercer Street. His complaint was about Chrome Park. On several occasions the patrolmen ride down and pass the park. He said there are drugs and prostitution going on down there and dogs are running wild. He said he called about an incident that happened in the park. When the police arrived, nothing was going on, but the next morning there were so many Heineken bottles, wine bottles, he doesn't see how they missed it. He said the police can get out of their cars and check things out. That park is not a decent place for kids to go. If there is a curfew, it should be enforced. He said the homeowners and residents want those people out of the park. He called on August 12, 1999 at 6:00 P.M. to report three dogs running loose across from his home. He said people who have been put out of their apartments are letting their dogs run wild. After two hours there was no response, so he called again and told the Dispatcher who he was. She told him she was sorry, she called the Animal Control and that was all she could do. He said he knows they can do more. The patrolmen could have checked on these dogs. He said something has to be done about that area. It is a shame that if you ride down Roosevelt Avenue, you would think that the whole town is like this and it is not. There are decent homes in the Chrome section and they do pay their taxes. He spoke about people hanging out on the corner and something has to be done. There are people who want to walk at night in the park and they can't because of the drug addicts. Something has to be done to make them realize they are not going to take this town over. They have to start in Chrome. It is there today, but tomorrow it will be in Shorecrest. Mayor Failace thanked Mr. Nix. He said he has been down there many times and he has spoken to Mr. Nix and other citizens down there and he understands their problems. These are absolutely quality oflife issues and there is no reason why they shouldn't be able to walk out side their homes and walk through the park. This is one of the reasons why they brought in the Police Director. They believe these things have to be done and the Director will move forward in that direction. It might sound like rhetoric now, but he has only been here three months. They will discuss with the Director what Mr. Nix told them tonight. 21 Councilmember Crilley said he was down at the Housing Authority the on the National Night Out. He was with the Director, who spoke with the people of the Housing Authority. They spoke of putting a station down in the park and are working on it right now. It will be manned by the police. AUGUST 19, 1999 Senior Center Chrome Park AUGUST 19, 1999 Chrome Park Continued Garbage Cans Prostitution Street Repair Senior Citizen Allocation Councilmember Crilley said Mr. Pendleton spoke to him this week about the very same problem and he suggested Mr. Pendleton meet with the Police Director and discuss the problems. He further suggests that a committee be put together of residents from that area and call the Director. He is sure that he will meet with them and if they would like, he would go with them to meet with the Director. The Director is working on the problems down there, but the solutions will take more time. NORVELL PENDLETON, a resident of Chrome and also the Committee Person in the 4th district. He said he has mentioned the problems at Chrome Park on several occasions. Every night he passes that park and the same thing is going on in that park every night. The police drive around and don't stop. If they stop, they don't do anything. You can go there 11 or 12 o'clock and they are hanging out at the park. Something has to be done. Mr. Pendleton spoke about the garbage collectors. He said they empty the cans and leave the garbage cans on the street. When the sweeper comes around, they can't sweep the street because the cans are in the way. Some people don't get back from work until late afternoon and the cans are still sitting in the street. He thinks that should be taken care of. Councilmember Gutowski told Mr. Pendleton that he talked to the Director specifically about the prostitution problem. He has had a number of people come to him and point out the prostitutes to him. He has made the Director very much aware that something has to be done. He agrees with Mr. Nix. Arrest them and they are back out, but he doesn't care if they are arrested 100 times. Concerning the park, he said one of the reasons they are exploring the possibility of changing the shift that the police officers work, is the fact that they can get more officers on anyone shift and put them in a designated area. There are times there are only 3 cars on the street and 3 cars cannot cover this entire borough. If they can get police officers on the street at anyone time, they can designate a car to stay in Chrome, stay in Shorecrest, stay in West Carteret and the Hill Section and control. Not go all over, and get a call that there are three cars in West Carteret and they have to come back over here. They can stay in the neighborhoods and be there so they are seen. There is no regular schedule now. If there is a designated car in one area, people are going to know that the police car is around. The perpetrators that are doing these crimes are going to know the police car is in the neighborhood. That's what they are looking to do. They are getting a lot of resistance, but that is what they are going to do. Mr. Pendleton said they are going to get a committee together and see the Police Director. One other thing, he called Streets & Roads about Pershing Avenue and Union Street needs to be patched up. 22 Councilmember Mancuso said they will check into it. HELEN BERGACS, Dorothy Street, asked how much is allocated in the budget for the Seniors and Office on Aging in the community center. Mayor Failace said he didn't know the number off the top of his head, but he would look it up for her. Mrs. Bergacs asked how the money was dispensed? In any way? Mayor Failace said there is a Head of the Office on Aging. He said he doesn't know. Mrs. Bergacs said she would like an answer for the next meeting. Mayor Failace said sure. Mrs. Bergacs asked how often is the Community Center cleaned? The floors, the kitchen, etc. because it is terrible. She has seen ants and roaches and it is too much. She had the dinner on Father's Day and the caterer told her to look at the kitchen and the floors were filthy. The stove can't be worked because there is 6 inches of gook. It is not operable. If they are going to have a new community center, the same thing will happen with a new stove. Mayor Failace said he agrees with her. Mrs. Bergacs asked how often the exterminator comes? Mayor Failace said he didn't have the answer, but he will have all the answers for the next meeting. Mrs. Bergacs said she would appreciate it. Mayor Failace told her to call him on Monday. Councilmember Crilley asked if there was a Board of Health certificate? An inspection? Mayor Failace said he would talk to the Board of Health tomorrow. AN UNIDENTIFIED MAN said he read the article in today's paper about the library. He said it was good they weren't listening to the Republicans, because if they did they would be in the same place they were 16 years ago. As a resident of Carteret for less than 2 years, he has seen a lot of improvements in town. He thanked the Mayor and Council and said they were doing a great job. He said it was time for 38-13 to be enforced a little more.
