1. Introductions:
The meeting was called to order by Chair Ann Bax at 1:42 p.m. Self-introductions completed by all
attendees.
2. Approval of Agenda
Mrs. Angela Hirsch, moved to accept the agenda as presented; Mr. Brian Wekamp seconded the
motion. The motion carried without correction or objection.
3. Approval of Minutes
Mrs. Angela Hirsch, moved to accept the March 27th, 2018 minutes as presented; Mr. Terry Donner
seconded the motion. The motion carried without corrections or objection.
4. Public Comments

5. Adopt FY2019 Meeting Calendar
Mr. Terry Donner, moved to accept the FY2019 Meeting Calendar; Mrs. Angela Hirsch seconded
the motion. The motion carried without corrections or objection.
6. Elections
The election of officers will be tabled until the next scheduled P-TAC meeting on Monday, March
25th, 2019, this motion was made and carried without objection by Chair Mrs. Ann Bax.
7. Transit Administration Report-Transit Division Director Mark Mehmert
a. U pass report
i. Partnership with Lincoln University is going well. U-Pass report results was
given to committee with ridership number(s). April 2018 was the highest
with (870 riders), lowest was December 2018 (503), which is
understandable with holiday break for college students. More
marketing/tools would be beneficial but budget is minimal. Chair Bax will
reach out to Lincoln University to find out administrations advertising
techniques.
b. Handiwheels recertification
i. Transit staff assembled and mailed the first 130 client(s)
application/verification forms. These clients have been given a 60 day
period to complete and return. After this complete recertification of all
clients, every three years a re-eval will be completed.
c. Reconfigured Route Update
i. Transit staff has experienced a few bumps with the reconfiguration but
going improving every day. Staff recommends to download the app.
Doublemap on smart phones to show arrivals of next bus at all stops. This
app/link can be located on the city website or
http://jefftran.doublemap.com/map/. This app is very rider friendly and
reduces the number of telephone calls in the dispatch office.
d. Bus Stop Improvements
i. Transit staff has compiled a bus stop improvement list with (12) areas of
concerns by priority. City of Jefferson / Street Department partners with
Transit to help with assembling new bus shelters, pouring concrete pads,
and placing those shelters. Transit appreciates their help tremendously.
Discussion of single benches in areas was discussed. Transit Director
Mehmert will research along with advertising guidelines (thru FTA and
Houck Advertising Contract) cost of benches.

e. Miscellenous information
Mehmert expressed in future he would like to see improvements to the
facility. Transit operates from a 1983 building. In the past months, transit as
endured cost for garage doors, guttering, new roof for bus wash, a/c unit in
shelters, and now hindering the future expense for replacement of tube
heaters for the bus barn.
New bike pad has been added at 820 East Miller for spin bikes and scooters.
This will give riders more transportation opportunities.
Mr. Brian Wekamp offered his appreciation to transit staff for the
helpfulness always displaced by the bus drivers. This includes handi-wheels
and fixed route buses.
Telephone system will be added at Transit within the next few weeks. This
will eliminate hang-up calls and routing of telephone calls in a more helpful
and manageable manner the dispatchers and office staff.
Maurice Burnley accepted the position of Operations Assistant. He replaces
Ken Brown who recently retired after fourteen years.
Earlier today, Transit Staff attended the Mo-DOT meeting in regards to 5310
monies.
8. Next Meeting Date/Time and Adjourn
Next meeting is scheduled for Monday, March 25th, 2019. Mr. Terry Donner, moved to adjourn the
meeting; Mr. Brian Wekamp seconded the motion.
