CITY OF TEMPLE CITY
MARCH 4, 1969
INITIATION:
1.. Mayor Briggs called the regular meeting of the City Council to
order at 7:35 p.m.
2. Rev. Delwin Thigpen, First Methodist Church, 5957 Golden West
Avenue, Temple City, gave the invocation, following which
3. Mayor 3riggs led the Pledge of Allegiance to the Flag.
4. ROLL CALL:
PRESENT: Councilmen - Beckley, Harker, Merritt, Tyrell, Briggs
ABSENT: Councilmen -None
ALSO PRESENT: City Manager Koski, City Attorney Martin, Parks &
Recreation Director Kobett, Planning Director
Dragicevich, Public Works Director Pizzorno
Mayor Briggs expressed appreciation for the opportunity of
representing the City Council at Valley Forge, to receive the'
Freedoms Foundation Award for the "Citizen and the Law Program."
He commended the Council for their foresight and courage in
proposing the program as a joint endeavor with the Temple City
Unified School District and the Los Angeles County Sheriff's
Department, and for the insight concerned in developing the
program as well as financing it. He commented on the value
of the program to the youth of the community and the stimulus
provided to the junior high students who participate in the
program. The award, an engraved medal, encased in a seven inch
square block of Lucite, will be on display at the City Hall.
5. APPROVAL OF MINUTES - Regular Meeting of February 18, 1969
Councilman Merritt moved to approve the minutes of the Regular
Meeting of February 18, 1969, as mailed. Councilman Beckley
seconded and the motion carried unanimously.
UNFINISHED BUSINESS:
6. PUBLIC HEARING: 7:30 p.m.: Re: PROPOSED ZONE CORRECTION TO
CORRECT ERRORS MADE IN PREPARATION OF ZONING MAP ADOPTED BY
ORDINANCE No. 67 -238 (Case No. 69 -277).
City Manager Koski advised that this proposed zoning amendment
was to correct certain errors made in the original preparation
of zoning map adopted by Ordinance No. 67 -238, and that all
property owners involved had been notified. Mayor Briggs
then declared the Public Hearing open.
Planning Director Dragicevich presented Exhibits A, B and C
and outlined Planning Commission recommendations as follows:
A. 9014 through 90162 E. Longden Avenue, Temple City,
(Lot 89, Tract No. 5904, Book 69, p. 29 of Maps in
the Office of the LosAngeles County Recorder). Zone
correction from R -4 to C -2.
B. 9362 and 93882 E. Lower Azusa Road, Temple City,
(portion of Parcel 2, and parcels 12 and 16 of
Rancho San Francisquito, P.. 1 -31 -32 of Maps in
the Office of the Los Angeles County Recorder).
Zone correction from M -1 to M -2.
C. 5803 N. Encinita Avenue, Temple City (Parcel 39,
Lot 25 and portions of Lots 15, 16, 17, 18, 21
and 22, Tract No. 12977, Book 252, p. 41 of Maps
in the Office of the Los Angeles County Recorder).
Zone correction from R. -1 to R -3.

The Planning Director advised that the zoning of the proper-
ties had been incorrectly mapped when the first official
zoning map was prepared (1964), and although the errors were
corrected by Ordinance 64 -130, the same errors had inadvertently
appeared in the official revised zoning map adopted on
July 18, 1967. (Ordinance No. 67 -238).
Speaking in favor of the proposed corrections were Leroy Miller,
owner of property at 9362 E. Lower Azusa Road; Raymond F. Holt,
neighbor to Mr. Miller, at 9334 E. Lower Azusa Road; and Harold
Kreeble, 5803 -7 Encinita. Speaking against the corrections,
Mrs. Lois Paul, 9404 Lower Azusa Road, expressed concern over
certain manufacturing processes that might now be allowed on
property at 93882 Lower Azusa Road, which was in close proximity
to her home. The manufacturing uses under M -1 and M -2 were
presented to clarify the matter for Mrs. Paul. No one else
came forward to speak either for or against the matter. Council-
man Harker moved to close the Public Hearing, seconded by
Councilman Beckley and unanimously carried.
Following discussion in which it was considered that the use of
the property under M -2 would probably be no more objectionable
than under M -1, and that these were errors that had been made
and should be corrected, it was moved by Councilman Beckley to
approve the corrections as outlined, and to instruct the City
Attorney to prepare an Ordinance to restore the properties
described to the zones as recommended. The motion was seconded
by Councilman Harker and unanimously carried.
7. ORDINANCE No. 69 -280: 2nd read. Re. ESTABLISHING A POLICE
COMMISSION
City Attorney Martin presented Ordinance No. 69 -280, entitled
AN ORDINANCE OF THE CITY OF TEMPLE CITY ADDING NEW SECTIONS
2750 -2 TO THE TEMPLE CITY MUNICIPAL CODE RELATING TO A POLICE
COMMISSION, for second reading. Councilman Tyrell moved to
waive further reading and adopt, seconded by Councilman
Merritt and unanimously carried.
8. ORDINANCE No. 69 -281: 2nd read. Re. CIVIL DEFENSE AND
DISASTER
City Attorney Martin presented Ordinance No. 69 -281, entitled
AN ORDINANCE OF THE CITY OF TEMPLE CITY ADDING SUBSECTIONS
(f), (g), (h), and (i) TO SECTION 27.30 OF THE TEMPLE CITY
MUNICIPAL CODE RELATING TO CIVIL DEFENSE AND DISASTER, for
second reading. Councilman Merritt called attention to the
phrasing of Subsection (i), paragraph 2) Weapons, whereby
it appeared to be construed that unlawful use of weapons
could be authorized. Following deletion of lines 3 and 4
of the paragraph relative to the use of weapons, it was
moved by Councilman Merritt to waive further reading and
adopt. The motion was seconded by Councilman Harker and
unanimously carried.
9. ORDINANCE No. 69 -282: 2nd read. Re. REGULATION OF NEWSRACKS
ON PUBLIC RIGHT -OF -WAY
City Attorney Martin presented Ordinance No. 69 -282, entitled
AN ORDINANCE OF THE CITY OF TEMPLE CITY ADDING SECTIONS 3911.1
and 3911.2 TO THE TEMPLE CITY MUNICIPAL CODE RELATING TO
NEWSRACKS UPON PUBLIC SIDEWALKS, for second reading. Frank
Gwynn, Circulation Manager, Pasadena Star News, addressed the
Council as to the problems that might exist and the willing-
ness of the newspapers involved to cooperate in trying to
eliminate such problems. He asked for a postponement of the
second reading for two weeks in order that newspaper personnel

might meet with a committee appointed by the Council for that
purpose. Mayor Briggs advised that the Council would meet with
them as a body rather than appointing a committee, and referred
the matter to a study session to be held on Monday, March 17,
1969, at which time the representatives from the newspapers
should be prepared to provide any information pertinent to the
newsrack problem. Second reading of the Ordinance was post-
poned to Tuesday, March 18, 1969, on direction of the Mayor.
NEW BUSINESS:
10. REVIEW OF PLANS AND SPECIFICATIONS FOR IMPROVEMENT OF LONGDEN AVENUE,
BETWEEN LIMITS OF LOMA AND OAK AVENUES.
Director of Public Works Pizzorno presented Engineer's Estimate
for the improvement of Longden Avenue between the limits of
Loma and Oak Avenues, in the total amount of $38,158, sidewalks
not inclusive. He advised that the recent rains had demonstrated
the need for a box culvert at Oak Avenue and that this was
included in the estimate. All but two parcels of the right -of-
way have been negotiated and these are expected in the near future.
He advised that if the project is authorized at this time it would
' be coordinated with the Temple City Boulevard improvement project.
If sidewalks are to be included an additional allocation may
be necessary. Councilman Tyrell inquired as to the feasibility
of improving the east side of Encinita, north of Longden, at the
same time the Longden project was under construction, and
suggested that this be scheduled as a joint project so that a
coordinated job would result, along with probable monetary savings.
Upon further discussion, City Manager Koski advised that the request
for authorization to go_to bid would be withheld until May 6, so
that the projects could be combined and work commenced shortly
after July 1, 1969.
11 PLANNING COMMISSION RECOMMENDATIONS - Meeting of February 25, 1969
Planning Director Dragicevich presented the recommendation of
the Planning Commission wherein the Planning Commission had
adopted Resolution No. 69 -327PC to amend existing zoning
regulations by adding subsections (3) A and (3) B to Section 9275
of the Temple City Code.' It was moved by Councilman Tyrell,
seconded by Councilman Beckley and unanimously carried to set
for Public Hearing on April 1, 1969, at 7:30 p.m.
12. PARKS & RECREATION CoMNtl"S'S'1I ON. RECOMMENDATIONS - Meeting of
February 19, 1969
Recreation Director Kobett presented a request from the American
Little League to accomplish repairs and improvements at Live Oak
Park under the coordination and supervision of the City staff,
as recommended by the Parks and Recreation Commission:
1. Replacement of the old wooden outfield fence with a new
portable chain link fence in accordance with instructions
from the Director of Public Works. The subject fence shall
be placed no sooner than 10 days prior to the first league
game and must be removed immediately following season play
and post'season games.
2. Re -roof and remodel interior of snack bar in accordance
with submitted plans and building codes. Also install
security light on south side of snack bar.
3. Placement of new sidewalk and replacement of portions of
existing sidewalk adjacent to snack bar.

4. Placement of additional bike rack; however, bike rack
not to be permanently installed on concrete at this time.
5. Sandblasting and repainting of north diamond bleachers.
The color of the seats shall be green as in previous
years, and the paint will be supplied by the City.
6. Installation of handrails in the announcer's booth and
dugouts as required by the State Division of Industrial
Safety.
Bill Otto of the American Little League was present to answer
questions and outline plans for development.
Following discussion, it was moved by Councilman Tyrell, seconded
by Councilman Beckley and unanimously carried, that the request
of the American Little League, to accomplish the repairs and
improvements outlined, be approved as recommended by the Parks
and Recreation Commission, subject to the chain link fence being
delineated in some manner, such as with plastic strips, as a
safety feature to prevent children from running into it unawares.
13. RESOLUTION No. 69 -895: Warrants and Demands
Councilman Tyrell moved to adopt Resolution No. 69 -895, A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING
CLAIMS AND DEMANDS IN THE SUM OF $56,842.04, Demand Nos. 12259
through 12311. Councilman Harker seconded and the motion carried
unanimously.
1:4. COMMUNICATIONS:
City Manager Koski presented a letter from Mrs. Cora Byers,
9335 E. Broadway, Temple City, PTA Council Safety Chairman, in
which it was requested that the traffic signals on Las Tunas
Drive be on full operation from 7 a.m. to at least 8 p.m.,
summer and winter, in the interest of safety. Mrs. Byers was
present in the audience and addressed the Council in this
regard. She advised that previous requests to the Traffic
Commission had not been given satisfactory consideration. Mr.
Lester Byers, 9335 E. Broadway, and Mrs. Dorothy Bock, 5228
Encinita, also spoke in favor of resuming full operation of
the signals. Mayor Briggs directed that the matter be referred
to the Traffic Commission and advised that Mr. and Mrs. Byers,,
and others interested who leave their names, would be notified
when the matter would come to the Council for consideration.
City Manager Koski presented an appeal from Planning Commission
decision for Conditional Use Permit No. 69 -281, Inland Service
Station, southwest corner of Baldwin and Olive, submitted by
R. L. Harrington of Fred Feidler and Associates, 2322 West
Third Street, Los Angeles. It was moved by Councilman Tyrell,
seconded by Councilman Harker and unanimously carried to set for
public hearing on Tuesday, April 1, 1969, at 7:30 p.m.
15. TIME FOR THOSE IN AUDIENCE WHO WISH TO SPEAK:
Mitchel C. Wheeler, 9366 Lower Azusa Road, inquired as to the
schedule for widening Lower Azusa Road in the vicinity of Miller
Drive. Director of Public Works Pizzorno advised that this por-
tion of Lower Azusa Road is part of a curb and gutter project
scheduled to be completed in advance of float construction
activity at Miller Brothers during December of 1969.
Leroy Miller, 9334 E. Lower Azusa Road, expressed appreciation
to the City Council, the Traffic Commission and all concerned
for the fine cooperation received in coordinating the move-
ment of the floats and traffic control last January 1.

16. MATTERS FROM CITY OFFICIALS
City Manager Koski presented a request for'r Councilman Harker
to attend a meeting of Aviation and Airport Committee,
League of California Cities, to be held in Sacramento. on
Thursday, March 6 , 1969. I t was moved by Councilman Tyre l l ,
seconded by Councilman Merritt and unanimously carried that
the attendance of Councilman Harker at this committee
meeting in Sacramento be au thorized, with attendant expenses
paid.
City Manager Koski requested an authorization for the City
Treasurer to invest surplus funds in lawful securities, i.e.,
Treasury notes and bills. It was moved by Councilman Tyrell,
seconded by Councilman :Harker and unanimously carried, that
the investment of surplus :funds in lawful ;securities
be authorized.
City Manager Koski presented a request for authorization of
the Director of Planning to attend the 1969 American Institute
of Planners, California Chapter Conference, to be held in
San Francisco, March 12 -15, 1969, funds having been budgeted.
It was moved by Councilman Merritt,,seconded by Councilman
Beckley and unanimously carried to authorize the attendance
of the Planning Director at the 1969 A.I.P. Conference,
March 12 -15, 1969, with attendant expenses paid.
Councilman Merritt proposed a resolution to be sent to the
County... Board of Supervisors and others concerned with the
placement of direction signs on freeways, to indicate the
direction to the City of Temple City. Following discussion,
Resolution No. 69 -896 entitled A RESOLUTION OF THE CITY OF
TEMPLE CITY REQUESTING THE COUNTY BOARD OF SUPERVISORS TO
INTERCEDE IN BEHALF OF THE CITY OF TEMPLE CITY WITH THE
STATE DIVISION OF HIGHWAYS TO SECURE APPROPRIATE FREEWAY
SIGNING, was presented for consideration. It was moved by
Councilman Merritt, seconded by Councilman Tyrell and unan-
imously carried that Resolution No. 69 -896 relative to
freeway signing be adopted, and that copies of it be
forwarded to the County Board of Supervisors, to Supervisor
Bonelli, to Assemblyman Johnson, and others who might
assist in this regard.
17. ADJOURNMENT:
Councilman Tyrell moved to adjourn to a study session at 9:02
p.m., seconded by Councilman Merritt and unanimously carried.
The.next regular meeting of the City Council will be held on
Tuesday, March 18, 1969, at 7:30 p.m. in the Council Chambers
of the City Hall, 5938 North Kauffman Avenue, Temple City.
