COUNCIL MINUTES
March 24, 1962
The Council of Bal Harbour Village met on Saturday, March 24,
1962 at 9:30 A.M. in the Village Hall.
Present: Messrs. Beatty, Faulkner, Hart and White
Absent: Mr. Broeman
Also present were W. H. Webb, Village Manager; Mary T.
Wetterer, Village Clerk; Thomas H. Anderson, Village Attorney.
Upon motion of Mr. Hart, seconded by Mr. Faulkner, the minutes
of the previous meeting of February 24, 1962 were approved as submitted.
Mr. Jean Cauchois appeared before the Council with an applica—
tion for an additional limousine permit together with letters of recom—
mendation from the Americana Hotel and the Shamrock Isle Hotel. The
Village Manager explained that the Red Top Service limousines are on call
only and that there is often a delay in getting limousine service. With
this additional permit, Mr. Cauchois would have three limousines serving
Bal Harbour. After discussion Mr. Hart moved to grant Mr. Cauchois the
additional limousine permit for the balance of the year. Mr. Faulkner
seconded the motion and it was unanimously voted.
The application for a Beer and Wine License for consumption off
premises by Mr. Food, the grocery store in the Harbour House, was
brought to the Council's attention. The Village Clerk advised the
Council that all necessary fingerprints were on file together with
letters of recommendation. After deliberation, Mr. Hart moved to
accept the application of Mr. Food for a Beer and Wine License for
consumption off premises. Mr. Beatty seconded the motion and it was
unanimously carried.
The application for a Liquor License by Bal Harbour Towers,
Inc. was presented to the Council. The Village Clerk advised that
there was one set of fingerprints yet to come in to complete this ap—
plication. Mr. Webb read a letter from Mr. Sol Taplin filed in sup—
plement to the application explaining the position of Harbour House,
Inc. as lessee of the bar and lessor of the restaurant. After dis—
cussion, Mr. Anderson suggested that the Village Manager look at the
lease. Mr. Hart moved to grant the liquor license to Harbour House,
Inc, subject to the receipt of the fingerprints of the fourth ap—
plicant. Mr. Faulkner seconded the motion and it was unanimously
carried.
The next item of business on the agenda was Resolution No. 94
regarding the acceptance of bonds donated by Mr. Paul Caspers to the
Municipal Firemen's Pension Trust Fund in appreciation of the firemen
providing a home for his dog. Mr. Faulkner moved that the Council pass
Resolution No. 94. The motion was seconded by Mr. Hart and unanimously
approved.

Consideration was given to the advisability of amending the
Occupational License Ordinance to include hotel door concessions and
after discussion it was decided to refer the matter to Mr. Anderson
for further study.
Mr. Hart moved that the Council instruct the Village Manager
to write a letter to Councilman Dwight W. Broeman reminding him of
the letter of resignation he had agreed to write, seconded by Mr.
Beatty and unanimously approved.
The Village Manager advised the Council that he was dissatis—
fied with the service the garbage contractor was offering the Village
and he was considering buying equipment and having the Village handle
its own collections.
There being no further business, on motion of Mr. Beatty,
seconded by Mr. Faulkner, the meeting was adjourned.

The Council of Bal Harbour Village met at 9:30 A.M., Saturday,
April 28, 1962 at the Village Ha11.
Present: Messrs. Beatty, Faulkner, Hart and White.
Absent: Mr. Broeman
Also present were W. H. Webb, Village Manager, Mary T. Wetterer,
Village Clerk; Thomas H. Anderson, Village Attorney.
Upon motion of Mr. Beatty, seconded by Mr. Faulkner, the minutes
of the previous meeting of March 24, 1962 were approved as submitted.
The Village Manager read a letter of resignation from Dwight W.
Broeman. Mr. Beatty moved to accept Mr. Broeman's resignation from the
Council. Mr. Hart seconded the motion and it was unanimously carried.
Mr. Webb read Ordinance No. 87 amending Ordinance No. 7 to
require hutel door concessions to obtain occupational licenses. Mr.
Beatty moved to adopt:
