HomeMy Public PortalAboutAll Citizens Access -- 2015-01-16 Minutes i i Brewster All Citizens Access Committee '16 FEB 3 1158Phi Minutes of the meeting on January 16, 2015 BREWSTER TOWN CLEM Brewster Council on Aging 2pm Present at the meeting were: Joan Carstenjen,Claire Gradone,Chris Miller,Judy Miller, Roberta Murphy,and Denise Rego. Absent: John Dickson,Selectmen liaison and Jim O'Leary, Finance Committee liaison Guests: Peter Johnson and Paul Ruchinskas Meeting began at 2:OOPM. Peter Johnson and Paul Ruchinskas gave us a presentation of the CPC Committee mission. The Community Preservation Act(CPA) is a state law designed to help communities plan ahead for sustainable growth. The CPA allows towns to levy a community-wide property tax surcharge of up to 3%for the purpose of creating a local Community Preservation fund that can qualify for state matching funds. The CPA was adopted by Town Meeting, November 2004 and received ballot approval in May 2005. The Brewster By-law requires that 50©/o must be spent or reserved for Open Space, 10%must be spent or reserved for Community Housing and 10%must be spent or reserved for Historic Preservation. The balance, 30%,may be spent for community Housing or Historic Preservation areas plus Recreation purposes. This money is cumulative and can be spent in subsequent years. Money should not hold up a project because CPC funds can help. Our next step is to submit a letter allocating funds for a project. i First,we need to do a study of the access to all town properties. It would be best if we had a consultant to evaluate these projects,as they can also give us an estimate of cost. We need to connect with the Recreation Department for their input,as well as Golf and the Mill Site. Minutes of November 21, 2014 meeting were amended and approved. Possible projects: Paine's Creels: Mobi Mat Drummer Boy Park: Handicap accessible path Punkhorn to Eagle Point: Boardwalk and possibly a Braille trail Freeman Fields Mill Site: accessibility all around (loop) and accessibly bathroom Golf Shop and Galley Grill: automatic door openers throughout property I Claire Gradone worked on the Town Report,giving a summary of what the committee has done. Old/New business: Brewster Ladies Library is planning on having their parking lot redone,therefore they will deal with the incline to the lower entrance. Chris Miller,acting Superintendent of our DPW,will look into the problem to see if her can do anything about it. Jillian Douglass is looking into new contractors for next year's portable patties at town locations. it is understood that the cleanup should be done more frequently and that they should stay in place until Columbus Day weekend or longer. Chris Miller will also look into fixing the drainage problem at Drummer Boy Park. Government Study Committee will be doing their presentation on Saturday, February Th at fpm.
