HomeMy Public PortalAboutAll Citizens Access -- 2015-04-17 Minutes i Brewster All Citizens Access Committee Minutes of the meeting on April 17, 2015 '1G FEB 3 1:58R1 Brewster Council on Aging 2 pm NREILiSTER TOIAN CLERK Present at the meeting were: Jillian Douglass,Claire Gradone,Chris Miller,Judy Miller, Roberta Murphy,and Denise Rego. Absent: Joan Carstenjen, John Dickson,Selectmen liaison and Jim O'Leary, Finance Committee liaison Meeting began at 2:00pm. Minutes of February 20, 2015 meeting were approved. Handicap parking for town meeting&elections: The Council on Aging is offering rides for our seniors on election day. Denise will ask her bus driver, Peter, if he could bring seniors to the Town Meeting. Chris Miller will work with the DPW staff to provide more handicap parking spaces for the Town Meeting. Handicap portable potties at each beach; Handicap portable potties will be at all beaches and ponds fi•om Memorial Day weekend to Columbus Day weekend. There will not be one at Point of Rock's beach,nor Spruce Hill walking trails. The vendor will be cleaning them on a more frequent basis. List of accessible beaches&equipment for Visitor's Center: Staff at the Visitor's Center have a list of accessible beaches/ponds and equipment. There is a poster regarding the beach wheelchair at Town Hall. Schoolhouse Pond and Upper Mill Pond have accessible viewing:platforms. Drummer Boy Park's walking trail will be cleaned up by the DPW staff. There is interest in developing a walking trail on the new property adjacent to the Park with a view of Wing Island. Our committee should think about putting some information on our website regarding handicap accessibility in our town. CPC funds; Denise to ask Stanley Doors to come to the Captain's Course to give estimates on 5 doors (Pro Shop,Galley Restaurant,door into hallway with bathrooms,men's bathroom&women's bathroom) for automatic openers. Denise will inform Mark O'Brien and Anne O'Connell about this. Denise will also invite Mark O'Brien to our May meeting to discuss accessibility at the Golf Course. We might be interested in asking for funds to get an engineered study of our Town's needs. We can also contact CORD and/or the State for guidance. We are also interested in hearing the report from our Town's Government Study. Denise mentioned that it would be good to have a shed for 1 of the beach wheelchairs at a beach. Chris mentioned that it might be possible at Breakwater Beach. Recreation Department has interest in developing walking paths at Freeman's Fields. Denise will invite Ellen to our next meeting to discuss this issue. Old/New business: Our next meeting will be Friday, May 15, 2015 at 2pm. Absent: John Dickson, Selectmen liaison Meeting began at 2:10pm. i Minutes approved: There were no minutes for the May 15, 2015 meeting,as only 2 members attended. Therefore,there was no meeting. Director's Report:: None Article for Tall Town Warrant: Denise read an email from Charlie Sumner stating"No problem, l will add a placeholder in the warrant for the$20,000. that is included in the Capital Plan for all citizen access improvements, and can refine it after your meeting". The committee discussed the quotes from Stanley Access Technologies for the following doors at the Captain's Golf Course: Pro Shap $2,397.00 Clubhouse (Galley) $2,397.00 Galley to Restrooms $1,876.00 Restrooms $3,748.00 Permits and electrical work is not included in these prices. Judy mentioned that we should also get quotes for the main entrance to the Pavilion Hall and the doors from the Pavilion into the hallway which brings you to the 2 restrooms. Also,she mentioned that work needs to be done on the ramp. Jim mentioned that it might be possible to use some CPC funds,but we have missed the deadline, Our committee agreed that maybe we can split this work into 2 phases:we can ask for some of the money in the fall warrant to get the project started,then apply for CPC funds at the spring town 1 meeting to finalize the work. Claire will write a letter to the CPC committee to start the process. Denise will inform Charlie immediately,as the warrant deadline is August 12th, indicating that we would like to begin with automatic access doors into the Pavilion,automatic access door into the hallway to the restrooms and rehabilitation of the ramp. Denise will email Kevin Kalmin at Stanley Access Technologies to get a quote for the main entrance to the Pavilion,as well as the door from the Pavilion into the hallway going to the 2 restrooms. Per Charlie's request,when Denise will ask Kevin if there would be a discount if we did all 5 doors at one time. Old/New business: Claire informed us that the Brewster Ladies Library is involved in a renovation project for its parking lot. Denise will speak with Cynthia Mathieson,who is on the renovation committee, to consider input from our All Citizens for proper access into the building and handicap parking. Recreation Department has interest in developing walking paths at Freeman's Fields. Denise will invite Ellen Bearse and Rollie Bassett to our next meeting in September to discuss this issue. i Other business not anticipated by the chair; Our next meeting will be Friday, September 18, 2015 at 2pm.
