HomeMy Public PortalAbout08-12-1997PLANNING COMMISSION MEETING- AUGUST 12, 1997 PRESENT: KATHY COOK, CAROLYN SMITH, ANNE HEIDEMAN, JERRY BROST AND FRANK MIGNONE. ALSO PRESENT, PLANNING AND ZONING ADMINISTRATOR LOREN KOHNEN AND PLANNING AND ZONING ASSISTANT SANDIE LARSON. ABSENT: SUSIE MACKAY, ELIZABETH WEIR, BRUCE WORKMAN AND LENNY LEUER. Chairperson Anne Heideman called the meeting to order at 7:40 p.m. New planning commission member, Jerry Brost, was introduced to those present. 1. MINUTES OF JULY 8, 1997 MOVED BY FRANK MIGNONE AND SECONDED BY CAROLYN SMITH TO APPROVE THE MINUTES AS PRESENTED. MOTION PASSED. 2. PRELIMINARY DISCUSSION OF REVISIONS FOR THE COMPREHENSIVE PLAN Anne Heideman said that the one thing she would like to see is that proposed frontage roads for both sides of Highway 55 are shown, maybe the exact locations would not be known, but the fact that frontage roads would someday be needed. Jerry Brost said it lets people know up front what the city is thinking about. Anne then asked each planning commission what they felt needed updating and/or discussion for the comprehensive plan. Carolyn Smith: Carolyn said that she would like to see some discussion on conversation/preservation/development styles - flexibility on how we address density. Also how inventory of the natural resources within the city would be done, concerned with residents being notified during the comprehensive plan process. Carolyn said that she felt every resident should be notified and not just the legal notices in the paper. She felt this would make for smoother sailing when the time comes for approval. She also said that the comprehensive plan should be double sided and not just text on one side of the page - maps should be clearer - need to address home based businesses with employees - solid waste should be addressed in the comprehensive plan - 1 preserving/promoting green space - need discussion about where sewer is added to city. Kathy Cook: Kathy had no recommendations at this time. Anne Heideman said that Lenny Leuer should be asked for his comments on paper for the next planning commission packet. Question to the City Council: What role does the city council want the planning commission to play in the comprehensive plan revision? Frank Mignone asked what dates we were dealing with. Anne Heideman said a preliminary revision to be done by end of 1997 and completed by the end of 1998. She said that the life expectancy of a comprehensive plan is 10 years, but should be reviewed every 5 years. Anne said that proposed roadways should be a big consideration, not the paving or development schedule, but just that fact that there might be a road in a certain area. Also sewer extension; when, where, etc. There was discussion of development styles. A survey to residents was mentioned before the completion of the revision. Jerry Brost: Evaluation of codes/requirements for the upgrading of septic systems. Anne Heideman: Parks and Open Space section should go to the park commission for comment, then to the planning commission, city council. Randy Mayer: Randy said that first the comprehensive plan should be addressed, then the zoning. The Planning Commission recommends to the City Council that a public hearing/open house/survey be done prior to the updating of the comprehensive plan. For all public hearings, the C/I areas should also be notified. Loren Kohnen asked the planning commission what they thought of the Elm Creek Interceptor - he said that these issues should be discussed. Kathy Cook asked if the entire planning commission is present at the comprehensive plan meetings or just committees. A. Heideman said that the direction comes from the city council. 2 Randy Mayer asked if the city could be done in quadrants, the public hearings, rather than doing it all at once. C. Smith proposed the following for meetings: Sections 1-4 meeting; Section 5 meeting; Section 6 meeting and Section 7 meeting. 4. Carolyn and Anne both wanted the city council to know that if the entrance problems are solved for the Holiday proposal, that it come back to the planning commission so appropriate conditions can be put on the conditional use permit.
