Christy Municipal Building 320 E. Doug Record seconded the motion. Motion passed unanimously Approval of Minutes Alan Wheat moved the minutes from the February 12, 2019 regular meeting be approved as printed. Donna Deetz seconded the motion. Motion passed unanimously. Communication Received Jayme Abbott stated no communications have been received. New Business a. Design Criteria Review for 407 Lafayette St. Jayme Abbott provided a staff report which included a synopsis of the property, School Street design guidelines, and improvements the property owner would like to make to the property. The property owner, Kent George, presented a more detailed proposal of the improvements he would like to make to the facade of the property including the types of materials. Improvements include roof, soffit, fascia, window, door, replacement and rebuilding the porch. He stated that the improvements made to the facade will duplicate the original appearance of the property. Steven Hoffman made a motion to request a workup of the design of the guttering and downspout system. Gregory Bemboom moved to amend the original motion to add that material samples be presented also. Steven Hoffman moved to amend the amendment to include a request for sample materials to also include for doors and windows, soffit, fascia, and a mockup of the gutter system. The original motion was seconded by Donna Deetz. Motion passed unanimously. The motion to amend was seconded by Alan Wheat. The motion to amend passed unanimously. The motion to amend the amendment was seconded by Greg Bemboom. Motion passed unanimously. b. Landmark Designation Application for 204 E. High St and 214-216 Madison Street. Jayme Abbott presented the Landmark Designation applications for 204 E. High St and 214-216 Madison St. which included information about the historic use of the properties and the fact that both properties are located in the State Capital Historic District. 204 E. High was designated as a contributing resource, 214-216 Madison St was not. Both properties participated in the Commercial Facade Improvement program. Donna Deetz moved to approve the Landmark Designation application for 204 E. High St. The motion was seconded by Gregory Bemboom. Motion passed unanimously. Steven Hoffman moved to approve the application for 214-216 Madison St. The motion was seconded by Gail Jones. Further discussion ensued prior to vote. Steven Hoffman moved to recess while city staff looked up additional information. Donna Deetz seconded. Motion carried. Meeting recessed at 6:45 pm. Steven Hoffman moved to re - adjourn at 6:49pm. Greg Bemboom seconded the motion. Motion passed unanimously. Meeting continued with city staff presenting details regarding what makes a property eligible for a Landmark Designation. It was discussed that 214-216 Madison St does have cultural significance within Jefferson City as a longtime local restaurant. Steven Hoffman moved to approve the Landmark Designation application for 214-216 Madison St. Gail Jones seconded the motion. Motion passed unanimously. c. Section 106 review for 116 Buchanan St. Sheri Johnston presented a staff report on 116 Buchanan St. communicating that the city may assist this property with the replacement of a water lateral using CDBG Emergency Funds. This property was built in 1930 and is not located in or near a National Historic District nor is eligible by itself. Steven Hoffman moved to determine that no historic properties will be affected by the proposed project. Gail Jones seconded the motion. Motion passed unanimously. d. Resolution Supporting Grant application through the Historic Revitalization Subgrant Program, National Park Service to benefit Capitol Avenue area properties. Jayme Abbott presented an explanation of the grant program and what the City would like to use the funds for. The city would like to apply for a grant directly from the National Park Service asking for up to $750,000.00 to use towards the betterment of the blighted Capital Avenue area. Jane Beetem spoke in support of the resolution on behalf of the Historic City of Jefferson. Gail Jones moved to approve HPC support of the resolution supporting Grant application through the Historic Revitalization Subgrant Program, National Park Service to benefit Capitol Avenue area properties. Steven Hoffman seconded the motion. Motion passed unanimously. 2 Other Business a. Historic Preservation Plan Update. City Planner, Ahnna Nanoski, discussed the timeline for the Historic Preservation Plan. She detailed what had been accomplished so far and what was next on the timeline. The consultants will be planning their next visit in the May timeframe. b. Gregory Stockard Award. Jayme Abbott spoke about the Gregory Stockard award process and requested that the commission continue thinking about possible nominees. She then encouraged that the commission have nominees by the April HPC meeting. Steven Hoffman moved that Jane Beetem be approved for award of the Gregory Stockard award. Donna Deetz seconded the motion. Motion passed unanimously. c. Staff Updates. Jayme Abbott provided information regarding the opportunity to attend CAMP training through the National Alliance of Preservation Commissions as this year's 2019 Missouri CLG Forum. This training will be available on May 2, 2019 or May 3, 2019. The topics of the training session were also provided. Dates to Remember a. Description The State Historic Preservation Office and City of Jefferson are hosting the 2019 Missouri CM Forum on two separate dates: Thursday, May 2nd and Friday, May 3rd. Choose the date that is convenient for your schedule. Space is limited so get your tickets early! This year we are pleased to provide Commission Assistance & Mentoring Program (CAMP), the signature training offered by the National Alliance of Preservation Commissions (NAPC). Qualified preservation professionals lead CAMP in support of local preservation commissions and NAPC's mission to build strong local preservation programs through education, advocacy, and training. This event is FRE and, in addition to the presentations and other materials, includes an assortment of breakfast drinks, a hot catered lunch, and snacks. Can't get a better dear! Tickets for the event are limited to two individuals per CLG. This event is a great opportunity to learn, network with members of other CLGs, and get to know one another better.
