Failace approximately 7:30 P.M.on Thursday, December 2, 1999, Municipal CourtlPolice Facility, 230 Roosevelt Avenue, Carteret, New Jersey. Upon individual roll call, the following were noted present: Councilmember Patrick Crilley " Jack Fazekas " Stanley Gutowski " James Mancuso " James O'Brien " Remy Quinones Noted absent was Borough Attorney Craig J. Coughlin. Also noted present was Attorney Douglas Walsh. The meeting was opened with a moment of silent prayer and the pledge of allegiance led by Mayor James A. Failace. The Clerk stated that on November 24, 1999, in full compliance with the Open Public Meetings Act, a notice of tonight's meeting was sent to The Home News Tribune, The Star Ledger and posted on the bulletin board. ORDINANCE #99-35 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held December 16 1999, upon MMS&C, by Councilmembers Gutowski and Mancuso. Upon individual roll call vote, Councilmembers Fazekas, Gutowski, Mancuso, O'Brien and Quinones voted in the affirmative. Councilmember Crilley abstained. ORDINANCE #99-37 "ORDINANCE APPROVING REVISED ZONING MAP OF THE BOROUGH OF CARTERET AND AMENDING SECTION 161-121 OF THE CODE OF THE BOROUGH OF CARTERET" The Clerk stated that Ordinance #99-33 was introduced and passed upon First Reading at a Regular Meeting of the Borough Council of the Borough of Carteret held on November 16, 1999. It was duly published in The Home News Tribune on November 23, 1999, with notice that it will be considered for final passage after Public Hearing to be held on December 2, 1999 at approximately 7:30 P.M. The Ordinance was posted on the bulletin board and copies were made available to the general public and according to law, she read the Ordinance by title. Sica Public Hearing Hearing Closed Adopted DECEMBER 2, 1999 PROCLAMATION - Peter J. Sica Industrial Highway Presentation of Plaque to Sica Family RECESS Meeting Reconvened At this time, Mayor Failace made a presentation to the family of the late Mayor Peter J. Sica and read the following proclamation: PROCLAMATION RENAMING INDUSTRIAL ROAD IN HONOR OF PETER J. SICA WHEREAS, Peter J. Sica was a lifelong member of the Borough of Carteret Community; and WHEREAS, Peter J. Sica was the loving husband of his wife Barbara and the devoted father of his son Frank and daughter Anena; and WHEREAS, Peter J. Sica was known to the people of the Borough for his kindness and generosity to those in need; and WHEREAS, Peter J. Sica served the Borough with distinction as a Councilman and Mayor for two decades; and WHEREAS, Peter J. Sica was the leading proponent of the creation of the Industrial Road which is the critical link in the growth and development of the Borough; and WHEREAS, the Mayor and Council wish to honor the memory and accomplishments of Peter J. Sica by renaming the Industrial Road in his name. NOW, THEREFORE, I, JAMES A. FAILACE, Mayor of the Borough of Carteret along with the Borough Council, do hereby proclaim that the road currently designated as Industrial Road shall henceforth be known and designated as "PETER J. SICA INDUSTRIAL HIGHWAY" Signed and sealed this 2nd day of December, 1999 JAMES A. FAILACE, Mayor Borough of Carteret, New Jersey Mayor Failace said it was an honor to rename the road in Mayor Sica's memory. It is a fitting tribute to the man who worked so hard to have this road built to take the truck traffic off the residential street and open up the waterfront area for development. He said he couldn't begin to know the family's pain and sorrow. He hoped that this added some comfort to them along with the wonderful tribute in Carteret Park made by the Carteret Specials. Mayor Failace asked for a five minute recess. Upon MMS&C, by Councilmembers Gutowski and Crilley and unanimous affirmative vote of the full Council present, the meeting was recessed for five minutes. 4 Mayor Failace called the meeting to order at approximately 7:40 P.M., upon individual roll call vote, Councilmembers Crilley, Fazekas, Gutowski, Mancuso, O'Brien and Quinones were noted present. A copy of each Resolution was placed upon the table for public review prior to the meeting in accordance with the Rules of Council and upon MMS&C, by Councilmembers Gutowski and Crilley and unanimous affirmative vote of the full Council present, the meeting was opened for public input on all Resolutions. There being no further comments or objections to the resolutions, upon MMS&C, by Councilmembers Gutowski and O'Brien and unanimous affirmative vote of the full Council present, the Mayor declared the meeting closed. The Assistant Clerk stated that she was in receipt of application from Volunteer Fire Company #1 for approval for new member Joseph Moulton. Upon MMS&C, by Councilmembers Gutowski and Fazekas and unanimous affirmative vote of the full Council present, the application was received and approved. The Assistant Clerk stated that she was in receipt of an application to amend Raffle License #1552 from Columbus School P.T.O. to change a date. Upon MMS&C, by Councilmembers Gutowski and Fazekas and unanimous affirmative vote of the full Council present, it was received and ordered to be processed. The Assistant Clerk stated that she was in receipt of two resolutions from the Middlesex County Board of Chosen Freeholders regarding a) coordination and cooperation in land development projects among five counties in Central Jersey. b) resolution authorizing the county to establish a cooperative pricing system to add the purchase of electric generation service, gas supply service, electric related services and gas related services and authorize execution of cooperative pricing agreements with all interested local units. Upon MMS&C, by Councilmembers Gutowski and Crilley and unanimous affirmative vote of the full Council present, it was ordered to be received and placed on file. The Assistant Clerk stated that she was in receipt of a communication from Gerald Griffin to support a resolution to urge N.J. Legislature to revise statute(s) regulating the timing of various school elections. Upon MMS&C, by Councilmembers Gutowski and Crilley and unanimous affirmative vote of the full Council present, it was ordered to be received and placed on file. The Assistant Clerk stated that she was in receipt of a Notice of Public Hearings from NUI-Elizabethtown Gas, regarding rate increase to be held December 8 & 9, 1999 in Rahway and Flemington, New Jersey. Upon MMS&C, by Councilmembers Gutowski and Crilley and unanimous affirmative vote of the full Council present, it was ordered to be received and posted on the bulletin board. DECEMBER 2, 1999 OATH OF OFFICE - Fire Captain William Richert PAYMENT OF BILLS APPLICATIONS: Volunteer Fire Company #1 Columbus School PTO COMMUNICATIONS: Middlesex County Freeholders Gerald Griffin NUI-Elizabethtown Gas DECEMBER 2, 1999 Borough of Spotswood The Assistant Clerk stated that she was in receipt of two (2) resolutions from the Borough of Spotswood. a) resolution opposing Senate Bill No. 1726 regarding increase in Official Advertising Rates. b) resolution supporting Assembly Bill No. 2728 regarding indemnification of volunteers operating municipally owned vehicles. Upon MMS&C, by Councilmembers Gutowski and Crilley and unanimous affirmative vote of the full Council present, they were ordered to be received and placed on file. City of Perth Amboy The Assistant Clerk stated that she was in receipt of a resolution from the City of Perth Amboy opposing increasing newspaper advertising costs. Upon MMS& C, by Councilmembers Gutowski and Crilley and unanimous affirmative vote of the full Council present, it was ordered to be received and placed on file. Middlesex County Planning Board The Assistant Clerk stated that she was in receipt of a Notice of Public Hearing from the Middlesex County Planning Board. The hearing will be on December 14, 1999 at 4:00 P.M., Elks Building, 40 Livingston Avenue, New Brunswick, New Jersey regarding the recommended Aquifer Protection Strategy for Middlesex County as part of the Middlesex County Comprehensive Master Plan. Upon MMS&C, by Councilmembers Gutowski and Crilley and unanimous affirmative vote of the full Council present, it was ordered to be received and posted on the bulletin board. REPORTS: Departments The Assistant Clerk stated that she was in receipt of the following reports: 1. Board of Health - October 1999 2. Clerk's Office - November 1999 3. Treasurer's Report - November 1999 Upon MMS&C, by Councilmembers Gutowski and O'Brien and unanimous affirmative vote of the full Council present, all reports were ordered to be received and placed on file. Standing Corrmittees BUILDINGS & GROUNDS: Committee Chairperson O'Brien said basic maintenance has been kept us with. There has been a problem with the piano for the Seniors, but that will be taken care of this weekend. Some work is being done on the cell area in the Police Station. The Fire Inspector was at the Welfare Office and there were a number of violations that Jason and Arnold will be taken care of. At Borough Hall they had the furnace repaired a few weeks ago, but since then major cracks have appeared on the back and we are crossing our fingers that it will run for a while. It will definitely have to be replaced. With that the buildings are still standing. FINANCE & ADMINISTRATION: Committee Chairperson Quinones congratulated the new provisional officers in both the fire and police departments. As member of the Police Committee she had the difficult task in participating in the interviews, which took place yesterday. It was an unanimous decision that the two officers that were promoted were good qualified candidates and certainly distinguished themselves in community involvement and their training and background. . She extended very heartfelt congratulations to them. She reported progress. 10 FIRE: Committee Chairperson Fazekas congratulated Captain Richert and also the other Police Officers that made Captain and Lieutenants. December 15th is the deadline for Toys for Tots. They are still collecting toys. He asked if anyone wishes to donate they can be deposited at the Borough Hall. He said he received a letter from Superintendent O'Connor and read the following: "On November 27, 1999 this department received a call to assist at the scene on a cardiac arrest at 54 Washington Avenue. Police units were already on the scene and had begun CPR. Firefighters Dennis Kopin and Tom Reynolds responded immediately and arrived at the scene within one minute of the initial call. Upon arrival they successfully deployed this department's semi automatic external defibrillator and restored the victim's cardiac rhythm. After restoring the victim's pulse, they continued to render aid by performing ventilations to assist the victim's breathing. Medic 10 and Rural Metro arrived and continued care and ultimately transported this person to Rahway Hospital with a pulse. This person is now in stable condition at Rahway Hosptial in the Critical Care Unit. Firefighters Kopin and Reynolds' quick actions directly impacted the outcome of this emergency call." Councilmember Fazekas said this in itself signifies how important this whole program is. We will continue to support it and with effort make sure it is a success, not only now, but in the future. The career and volunteer firefighters have completed training on the new tool recently purchased by the borough. Also, on December 11, the Career and Volunteer firefighters will be training at the Middlesex Fire Academy on rescue techniques and crawling space rescue. With that, the duck and everybody else is moving right along. PARKS & RECREATION: Committee Chairperson Crilley congratulated Lts. Talalai and Tarrant, Captains Hojecki and Richert on their promotions. They are well deserved. He also congratulated the firemen as well as the police officers who were involved in that lifesaving rescue that Jack just mentioned. A middle-school basketball program for boys and girls on Saturday mornings. That will start on January 8, 2000. The Christmas Tree Lighting is this Saturday at 6 P.M. at the park. There will be a special appearance by Santa Claus. Entertainment will start at 6:00 P.M.. 11 He had a meeting this week with the Little League Organization and the Girl's Softball and they discovered they were all paying separately for the same insurance to the same company. They sat down and saved the borough $3,000 and the leagues $3,000 and improved the courage. The judges will be driving around both nights. If anyone wants their house to be considered they have to go to the Clerk's Office and register. There will be a Senior Citizen Tour Bus to observe the lights as well as help with the judging. That will be from 7:30 to 9:30 P.M. Unfortunately, attendance has been light and he believes it's because of the location. They are looking at alternatives. He reported progress. POLICE: Committee Chairperson Gutowski said the Police Department has taken delivery of 27 computers. One of the reasons the Council decided to promote these gentleman at this time was because these were very important positions to be filled. They are investing $500,000 in the Police Department in the computer system and need an administrator. Lt. Tarrant will be in charge of that. Lt. Talalai will be going into patrol. Lt. Talalai is our canine officer and they have been discussing what they will do and he believes Shadow will become a family pet. The department will be looking into obtaining another drug dog and also another patrol dog. The Director has shown an interest in that. He also would like to congratulate all of them. During the interviews there were tough questions and they gave the best answers and had good ideas. He hopes they will implement some of those ideas and help their fellow officers in the streets. One of the reasons they weren't sworn in tonight is because we had to send to Trenton for the certification and they will be sworn in at the next Council Meeting on December 16th He congratulated them all. PUBLIC WORKS: Committee Chairperson Mancuso offered his congratulations to the Lieutenants and Captains. He said the Peter J. Sica Industrial Highway is complete. He reported progress. BOARD OF EDUCATION: Committee Chairperson Crilley said the Board of Education was having a meeting tonight addressing the High School Problems. He reported progress. MAYOR: Mayor Failace said he didn't know if everyone had a chance last weekend to go through the new library. There was an open house on Saturday and Sunday. If they didn't get the opportunity, they will doing it again this weekend on Friday, Saturday. On December 11th there will be a dedication of the Library at 12:00 noon. It will be held in the back of the library. There was a statement made that there was a crack in the wall and water in the basement, and there isn't. Everyone who has seen it has said it was wonderful. He wanted to congratulate Danny Tarrant. He has know him for many years and knows he will do a great job. He complimented Bobby Talalai on the job he has done with crime prevention and knows he will continue doing a good job. He congratulated William Richert. He said he knows he has been waiting a long time for this. 12 Upon MMS&C, by Councilmembers Gutowski and O'Brien and unanimous affirmative vote of the full Council present, the meeting was declared open to the public for discussion. EARL McCRACKEN, Woodbridge, said he owned a couple of homes in Carteret and is a taxpayer. His purpose of being here is to address the Police Department, rank and file; the Fire Department, rank and file, the engineering, sanitation and recycling departments. He wanted to thanks those people, especially the people at the Borough Hall. They have solved a lot of problems for him with a very helpful and positive attitude. He hoped this message would be relayed to them because they have been positively responsive. They have been great. JOHN SUDIA, as a matter of information, he always stated that our police officers are the best in the business. He had a chance to observe them when his priest had a heart attack. They never stopped. They continued on and tried all they could and they must be commended. Councilmember Gutowski asked to elaborate a little on that unfortunate incident. He brought something up at the Agenda Meeting that disturbed him. We have an ambulance service, Rural-Metro, that services the borough during the week. Our First Aid Squad assured the Council that they could handle the calls after 6 P.M. on weekdays and all week end. Unfortunately, for Father Chester, there wasn't an available ambulance to come to his aid. One ambulance was out on a call on the turnpike and the second one was called for and there was no response. They are looking into that and trying to determine if Rural Metro should be here 24 hours a day or if the First Aid Squad for some unforeseen reasons couldn't dispatch an ambulance. There was a 14 minute delay in which the ambulance was dispatched and someone from the First Aid Squad arrived on the scene. The police were there in a matter of moments and the Fire Department responded within 4 minutes and they had defribilators. Unfortunately, for Father Chester, the First Aid Squad didn't. They were down the street and they assured us they can make these calls, so something needs to be done. They have to sit down with the Council and make sure that they will be able to respond. BARRY AUKER, Lieutenant, Carteret Police Department said he didn't intend to speak this evening, but he was fortunate enough to be invited to a demonstration of a brand new defribillator by the Police Director. Fabulous machine and simple to operate. It's the Director's plan to purchase two. Actually, the Honorary P.B.A. has purchased two of them for the police department. After a four hour training period, within the next two months there should be two defribillators in the police cars. He publicly thanked the Honorary P.B.A..
