Mayor Briggs called the regular meeting of the City Council to order at 7:33 p.m. 2. Pastor A. R. Hagen, 7th Day Adventist Church, 9664 E. Broadway, Temple City, gave the invocation, following which 3. Mayor Briggs led the Pledge of Allegiance to the Flag 4. ROLL CALL: PRESENT: Councilmen - Beckley, Harker, Merritt, Tyrell, Briggs ABSENT: None ALSO PRESENT: City Manager Koski, City Attorney Martin, Planning Director Dragicevich, Traffic Engineer Envall, Public Works Director P i zzorno 5. APPROVAL OF MINUTES - Regular Meeting of March 4, 1969 Councilman Harker moved to approve the minutes of the Regular Meeting of March 4, 1969, as mailed. Councilman Beckley seconded and the motion carried unanimously. UNFINISHED BUSINESS: 6. PUBLIC HEARING: 7:30 p.m. Re: EXTENSION OF URGENCY ORDINANCE No. 68 -271, EXTRACTION OF NATURAL RESOURCES City Attorney Martin advised that zoning regulations applicable to the excavation of natural resources are still under study by the Planning Commission, and Public Hearings are presently being held by that body. Since no further extension can be requested it was recommended that the extension be for the maximum of one year. Following discussion, it was moved by Councilman Harker, seconded by Councilman Beckley and unanimously carried, to waive further reading and adopt Ordinance No. 69 -283 as an urgency ordinance, extending Interim Ordinance No. 68 -271 by title only. 7. ORDINANCE No. 69 -282: 2nd read. Re. REGULATION OF NEWSRACKS ON PUBLIC RIGHT -OF -WAY In accordance with a request from newspaper representatives, second reading of Ordinance No. 69 -282 was deferred until these representatives had met with the City Council in Study Session. The Chair directed that the item be carried over to the next regular meeting to be held April 1, 1969. 8. ORDINANCE No. 69 -284: 1st read. Re. CORRECTIONS TO REVISED ZONING MAP ADOPTED BY ORDINANCE No. 67 -238. City Attorney Martin presented Ordinance No. 69 -284 entitled "AN ORDINANCE OF THE CITY OF TEMPLE CITY CORRECTING THE ZONING MAP OF THE CITY OF TEMPLE CITY BY REZONING CERTAIN PROPERTIES," and advised that this ordinance would correct errors that had appeared in the revised zoning map adopted by Ordinance No. 67 -238. It was moved by Councilman Tyrell, seconded by Councilman Beckley and unanimously carried to waive further reading. Council Minutes, March 18, 1969 - Page 2 9 TRAFFIC COMMISSION RECOMMENDATIONS: Meeting of March 5, 1969 A. Item 5 - TEMPLE CITY BOULEVARD - Traffic Striping Review. Traffic Engineer Envall advised that the Traffic Commission recommended placement of red curb markings on the east side of Temple City Boulevard for a distance of 275' north and south of Las Tunas Drive, to provide for left turn pockets, and by map outlined suggested method by which this would be accomplished. Following considerable discussion in which it was suggested that the distance be modified, it was moved by Councilman Harker, sec- onded by Councilman Merritt and unanimously carried that the placement of red curb markings on the east side of Temple City Boulevard be approved as modified, for the distance of 180' north and 255' south of Las Tunas Drive to provide for left turn pockets. Councilman Merritt noted • that this work should not be accomplished prior to the completion of street improvements in order to avoid unnecessary costs. B. Item 6 - TEMPLE CITY BLVD. AT LA ROSA - Traffic Signal Installation. Traffic Engineer Envall advised that placement of a pre -timed signal at the intersection of Temple City Boulevard at La Rosa was recommended for orderly movement of traffic based on 1) interruption of continuous traffic, and 2) completion of progression between Lower Azusa Road and Duarte Road, and that vehicular and pedestrian crossing was secondary; however, because of the crosswalk at the intersection, the pedestrian heads would need to be placed at the north line across Temple City Boulevard. Mr. E. Mackay, 9660 E. Le Rosa, addressed the Council, speaking in favor of a signal at the intersection because of pedestrian crossing needs. Following discussion it was moved by Councilman Tyrell, seconded by Councilman Beckley and unanimously carried to approve the installation as recommended and authorize the preparation of plans and specifications. C. Item 11 - 6267 ROSEMEAD BOULEVARD. Traffic Engineer Envall advised that a parking problem exists at this location, a liquor store, since the business adjacent to it involves long -time parkers. He stated that short -time parking or green zone had been requested; however, that the Commission recommended a one -hour zone for a distance of 45 feet to provide parking turnover, enforceable on complaint. Following considerable discussion as to the merits of one -hour parking vs. a green zone, the Council referred the matter back to the Traffic Commission for a study of the potential benefits of using green zones rather than limited time parking of one hour or more duration. D. Item 12. BALDWIN AVENUE, EAST SIDE AT DAINES - Street Light. Traffic Engineer Envall advised that investigation disclosed the need for intersection lighting at the east approach to Baldwin Avenue at Daines Drive, and was therefore recommended for install- ation by the Traffic Commission. It was moved by Councilman Tyrell, seconded by Councilman Harker and unanimously carried that street lighting be accomplished as recommended at this intersection, to be completed within the current budget. Adjourned Meeting of March 12. A. CITY ENTRANCE SIGNS. Traffic Engineer Envall presented information on 5 -color City Entrance Signs recommended by the Traffic Commission for placement as indicated by Exhibit "A ". Council Minutes, March 18, 1969 - Page 3 Design and cost information was as follows: 1. Fourteen 30" x 48" oval signs showing the Camellia and the words, "Welcome To" across the top, "Home of Camellias" across the Camellia, and on the bottom, "Temple City." These signs to be placed on streets 50 feet or wider were estimated at $45 each, for a total estimated cost of $630. 2. Thirty -two 30" round signs reading "Welcome: to Temple City" with a Camellia in the Center, to be placed on streets less than 50 feet in width at an estimated cost of $21 each, for a total estimated cost of $672. Following considerable discussion as to the placement of the signs, particularly on secondary streets, it was moved by Councilman Beckley, seconded by Councilman Merritt and unan- imously carried to proceed with the purchase of the fourteen larger signs, subject to approval of final design, to be installed on primary streets as indicated on map marked Exhibit "A" The Council deferred to fiscal year 1969 -70 the construction of ornamental entrance signs in the median strip on Baldwin Avenue and Double Drive. Monies are approved for purchase and installation of the fourteen subject signs from the $1200 in account No. 5193B. 10. RESOLUTION No. 69-897: AMENDING RESOLUTION No. 68 -875 ESTABLISHING UNDERGROUND UTILITY DISTRICT No. 1. Public Works Director P i zzorno advised that in order for the Southern California Edison Company and Pacific Telephone Company to expend allocated funds for undergrounding utilities, in connection with Underground Utility District No. 1, it would be necessary to amend Resolution No. 68 -875 as adopted. Res- olution No. 69 -897, entitled "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY AMENDING RESOLUTION No. 68 -875 ESTABLISHING UNDERGROUND UTILITY DISTRICT No. 1," was presented by City Attorney Martin. It was moved by Councilman Merritt, seconded by Councilman Beckley and unanimously carried, to adopt Resolution No. 69 -897, as presented. 11. APPOINTMENT OF BUILDING REHABILITATION APPEALS BOARD. City. Manager Koski advised that Ordinance No. 68 -277, adopted on July 16, 1968, amending the Municipal Code and adopting by reference the Los Angeles County Building Code, provided, under Section 3, for a Building Rehabilitation Appeals Board to hear appeals relating to substandard buildings and substandard property, and that such board shall be appointed by the City Council. Councilman Tyrell advocated the appointment of the Planning Commission to serve in this capacity, and recommended that the ordinance be so amended to provide that the Planning Commission submit their findings in a precise manner, so that if an appeal comes to the City Council, the appellant will need to point out the precise finding under which he is appealing. Following discussion, it was moved by Councilman Tyrell, seconded by Councilman Merritt and unanimously carried to instruct the City Attorney to prepare the necessary ordinance to amend the Building Code, designating the Planning Commission as the Building Rehabilitation Appeals Board. 12. RESOLUTION No. 69 -898: Warrants and Demands. Councilman Beckley moved to adopt Resolution No. 69 -898, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY ALLOWING CLAIMS AND DEMANDS IN THE SUM OF $29,282.78, DEMAND Nos. 12312 THROUGH 12311. Councilman Harker seconded and the motion carried unanimously. Council Minutes, March 18, 1969 - Page 4 13. SET PUBLIC HEARING - ABATEMENT OF RIGHT -OF -WAY ENCROACHMENTS. Director of Public Works Pizzorno advised that certain encroach- ments, in particular a canopy at 9600 Las Tunas Drive, interfere with the installation of traffic signals and street lights in conjunction with the Temple City Boulevard Improvement Project, and requested that Public Hearing be set, as provided by Section 7100 of the Temple City Municipal Code, in order that property owners may be required to make the necessary modifications within a specified time. It was moved by Councilman Tyrell, seconded by Councilman Harker and unanimously carried, to set the matter for Public Hearing at 7:30 p.m. on Tuesday, April 15, 1969. 14. COMMUNICATIONS. City Manager Koski presented an appeal from Planning Commission decision for Conditional Use Permit No. 69 -276, Shell Oil Station, Rosemead and Broadway, submitted by George Loyd, District Engineer, Shell Oil Co., Anaheim. It was moved by Councilman Tyrell, seconded by Councilman Merritt and unanimously carried to set the matter for Public Hearing on Tuesday, April' 15, 1969, at 7 :30 p.m. 15. TIME FOR THOSE IN THE AUDIENCE WHO WISH TO SPEAK: No one came forward. 16. MATTERS FROM CITY OFFICIALS: City Manager Koski presented information on "Operation Identi- fication," an anti -theft program available to Temple City residents in which personal properties may be identified by use of electrically etched personal identification number. The etching tool, available through the Sheriff's Department, may be borrowed by interested persons to identify their equipment. City Manager Koski presented a letter from the California Board of Park and Recreation Personnel in which Temple City's Recreation Director, Victor Kobett, was named the recipient of a Certificate in Administration. The Council concurred in commending Mr. Kobett in receiving the award. City Manager Koski presented an announcement from the League of California Cities relative to Mayors' and Councilmen's institute to be held April 14 -16, 1969, in Sacramento. It was noted that reorganization of the Council would occur during this time, so that attendance at the Session would not be convenient for the City Council. Councilman Harker expressed interest in attending one day only, April 14, 1969, and would be returning to the City prior to the Council Meeting of April 15. City Manager Koski reported on scheduled meetings of California Contract Cities, with the regular meeting for March to be held March 19, and the regular meeting for April deferred to the fourth Wednesday, or April 23. 17. ADJOURNMENT: Councilman Harker moved to adjourn to a study session at 8:30 p.m. for the purpose of discussing newspaper racks with representatives from the Los Angeles Times, Pasadena Independent and Star News, and the Los Angeles Herald Examiner, requesting the City Attorney to be present. The motion was seconded and carried unanimously. Council Minutes, March 18, 1969 - Page 5 The City Council reconvened at 9:20 p.m. Mayor ::Br g.gs reported that in the Study Session a request was made by the representatives for a 30 -day period of time in which they would request cooperation of businessmen at several locations wherein newspaper racks are a particular problem on the public sidewalks. The City Attorney presented for first reading, Ordinance No. 69 -282 entitled "AN ORDINANCE OF THE CITY OF TEMPLE CITY ADDING SECTIONS 3911.1 and 3911.2 TO THE TEMPLE CITY MUNICIPAL CODE RELATING TO NEWSRACKS UPON PUBLIC SIDE- WALKS," with minor revisions. Councilman Tyrell moved to waive further reading, seconded by Councilman Beckley and unanimously carried. Following the above action, on motion of Councilman Beckley, seconded by Councilman Merritt and carried, the Council adjourned to a Study Session to consider the proposals for the establishment of a youth advisory body. The next regular meeting of the City Council will be held on Tuesday, April 1, 1969, at 7:30 p.m. in the Council Chambers of the City Hall, 5938 North Kauffman Avenue, Temple City. ATTEST: lb 1
