NOTE: The Regular Meeting of the City Council was held in -person at the appointed time and day in
accordance with open meeting laws set and defined by the State of Iowa (Sections 21.2 and 21.8).
1. WELCOME
1.1 CALL TO ORDER - The meeting was called to order at 7:02 p.m. by Mayor Anthony Heddlesten.
1.2 ROLL CALL - Council Members present: Halsey, Jurgena, Littrel. Absent: Adams, DCamp. Also present:
Engineer Chris Cooper, City Clerk Kent Royster, and other residents and visitors.
1.3 AGENDA APPROVAL - Motion by Jurgena, seconded by Littrel, to approve the agenda. All ayes. MC

Hours. Motion to approve the second reading by Jurgena, seconded by Halsey. All Ayes. MC. Motion
to waive the third reading by Littrel, seconded by Jurgena. All Ayes. MC. Ordinance is adopted.
4. RESOLUTIONS
4.1 2022-43 Resolution Adopting an Excavation in the Right -of -Way Permit Application and Fee. Motion
to approve by Jurgena, seconded by Littrel. All ayes. MC
4.2 2022-44 Resolution Authorizing Council Members and City Staff to Attend the Fall Iowa League of
Cities Conference. Motion to approve by Jurgena, seconded by Halsey. All ayes. MC
4.3 2022-45 Resolution Authorizing MSA Professional Services' Pay Application #3 for Sanitary Sewer
Rehabilitation Phase 2. Motion to approve by Littrel, seconded by Jurgena. All ayes. MC
4.4 2022-46 Resolution Approving Change Order #3 for the Sanitary Sewer Rehabilitation Phase 2
Project. Motion to approve by Littrel, seconded by Jurgena. All ayes. MC
5. ADJOURNMENT
Motion by Halsey, seconded by Littrel. All ayes. MC. The regular meeting of the City Council was formally
adjourned at 8:18 p.m.
