HomeMy Public PortalAbout2019-04-011 REGULAR COUNCIL MEETING, APRIL 1, 2019 CALL TO ORDER In the absence of Mayor Carrie Tergin, President Pro Tempore called the April 1, 2019 City Council meeting to order at 6:02 P.M. ROLL CALL The f ollowing Council Members were present for the roll-call: Present: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, Ward, and Wiseman Absent: None A quorum was declared present. ADOPTION OF THE AGENDA A motion was made by Councilwoman Ward to approve the agenda. Councilman Graham seconded the motion. There being no objection, the motion to adopt the agenda was approved unanimously. MISCELLANEOUS AGENDA ITEMS President Pro Tempore Hussey presented the “Child Abuse Prevention Month” proclamation to Annie Wilson with Missouri KidsFirst. Abigail Anderson, Executive Director of Central Northern Missouri Red Cross was scheduled to present the “Sound the Alarm” informational campaign; however, she was unable to attend the meeting. President Pro Tempore Hussey then presented the “April is Fair Housing Month” proclamation to Stephanie Biggs, President of the Jefferson City Area Board of Realtors. Ms. Biggs then introduced the Fair Housing Poster Contest winners. The winners’ artwork will be on display at the Capital Mall during the month of April. PUBLIC HEARINGS a. Granting Historic Preservation Demolition Clearance for Property Located at 901 Swifts Highway i. Associated Resolution RS2018-40 A staff presentation was made by Jayme Abbott, Manager of Neighborhood Services. 2 REGULAR COUNCIL MEETING, APRIL 1, 2019 The applicant, Rev. Sam Powell, representing Trinity Lutheran Church, spoke in favor of the resolution. The following spoke on the resolution:  Donna Deetz of the Historic Preservation Commission (against)  Carol Fisher, member of Trinity Lutheran Church (in favor)  Tammy Boeschen (against)  Jerry Rosslan, Vice President of Trinity Lutheran Church (in favor)  Bill Hart of the Missouri Alliance for Historic Preservation (against)  Kris Scheperle, member of Trinity Lutheran Church (in favor)  Steve Veile (against)  Leonard Steinman (in favor)  Holly Stitt (against)  Chris W illiam, 902 Swifts Hwy. (in favor)  Rev. Sam Powell concluded the public testimony portion of the hearing, speaking in favor of the resolution. There being no others from the public to speak on the resolution, President Pro Tempore Hussey declared the evidentiary portion of the public hearing concluded and stated that the Council would now take up the associated resolution. RS2018-40 sponsored by Councilwoman Graham, entitled A RESOLUTION OF THE CITY OF JEFFERSON, MISSOURI GRANTING HISTORIC PRESERVATION DEMOLITION CLEARANCE FOR PROPERTY LOCATED AT 901 SWIFTS HIGHWAY Councilman Mihalevich motioned to adopt RS2018 -40. Councilman Fitzwater seconded the motion. The resolution was adopted by the following roll-call vote: Aye: Fitzwater, Graham, Hensley, Hussey, Kemna, Mihalevich, Prather, Schreiber, and Wiseman Nay: Ward APPOINTMENTS BY THE MAYOR There were no appointments at this time. PRESENTATIONS FROM STAFF, CONSULTANTS, AND INVITED GUESTS There were no presentations at this time. 3 REGULAR COUNCIL MEETING, APRIL 1, 2019 ANNOUNCEMENTS BY MAYOR, COUNCIL, AND STAFF  President Pro Tempore Hussey announced the date for Serve Jeff City as April 27th. For more information, visit www.servejeffcity.org.  He also announced the date for Mission JC as April 28th. For more information, visit www.missionjc.org.  President Pro Tempore Hussey reminded everyone to vote tomorrow, April 2nd. LINCOLN UNIVERSITY STUDENT REPRESENTATIVE UPDATE There were no updates at this time. PRESENTATIONS FROM THE GALLERY ON SPECIFIC BILLS OR RESOLUTIONS There were no presentations at this time. CONSENT AGENDA The following items were brought before the City Council for approval by Consent: a. Minutes of City Council Meeting: March 18, 2019 b. Authorize the Award of Bid 3049 to Advanced Fitness for the Purchase of Treadmills for $24,250.00 and to Show Me Weights for the Purchase of Stair Mills and Jacobs Ladders for $30,633.00. A motion was made by Councilman Kemna and seconded by Councilwoman Ward to approve the Consent Items. The motion was approved unanimously. Councilman Mihalevich motioned to adopt RS2018-41. Councilman Prather seconded the motion.
