McCarty St. Boone Bancroft Conference Room ATTENDEES: Commission members present: Susan Cook-Williams, Hector Alonso, Mitchell Woodrum, Raymond Lee, Patsy Johnson, Missy Creed, Jane Barnes Commission members absent: Jami Wade, Andria Hendricks Staff present: Gail Strope Others present: Councilwoman Laura Ward, Police Chief Roger Schroeder, Captain Eric Wilde (Jefferson City Police Department), Don Love, Frank Rycyk, Michael Brownstein, Nicole Roberts (News Tribune) The meeting came to order at 8:02 a.m. by Mitchell Woodrum. The February 22, 2019 meeting minutes were reviewed and approved with a motion by Susan Cook-Williams and second by Patsy Johnson. The motion passed 7-0. New Business: Missouri Board of Realtors Fair Housing event: Mitchell Woodrum updated the commission on this April 18, 2019 event. This one-day event will provide continuing education opportunities for realtors as well as be open to the general public. The Human Relations Commission will participate by hosting a speaker from PROMO to give a one-hour presentation on unconscious bias. Missy Creed made a motion to approve involvement including potential rental fee for space to host the event, second by Hector Alonso, motion passed 7-0. EER Event Update: Jane Barnes shared information about this upcoming event, scheduled now for Tuesday, April 23, 2019. HRC to provide monetary donation to cover expense of food for this event. HyVee will cater this meal and Raymond Lee made a motion to fund the catering up to $1,300, second by Hector Alonso, and motion passed 7-0. Jefferson City Youth Day Event: Susan Cook-Williams shared they continue to plan to host this event in the fall and will provide additional information about opportunities for the Human Relations Commission to be involved as the date is closer. Don Love Presentation: Don Love shared information with the commission on vehicle stop data with police units throughout the state. He reiterated the importance of the actual report versus an interpretation of the data. The only way for police departments to improve is to act on objective facts. His research has been helpful for corrective action and has affirmed the service of police departments. Welcome Jefferson City Chief of Police Roger Schroeder and Captain Eric Wilde: They shared the practices the JCPD has been using for hiring and officer training for several years. Captain Wilde informed the commission they now review vehicle stop data quarterly to remain aware. The data provided by the Attorney General’s Office is numbers only whereas police departments can study and interpret the data to focus on facts and problems. Chief Schroeder reiterated the value and importance in communication and inclusion, encouraging any interested community members to tour or take advantage of opportunities offered by JCPD. Mitchell Woodrum shared an interest of the commission to assist and partner in any way to better connect and educate our community. Other Business: Patsy Johnson updated the commission on the upcoming listening sessions hosted by Empower Missouri to take place in each ward in the next couple of weeks. Empower Missouri seeks to open dialog between law enforcement and the community. Public Comment: Frank Rycyk updated the commission on the upcoming Festival of Faiths to take place on April 5-6, 2019. He also shared that the Interfaith Alliance is working to be able to accept donations with a tax exempt status. Michael Brownstein shared the importance of community improvements so all feel welcome throughout Jefferson City. Adjournment: There being no further business, Raymond Lee made a motion to adjourn which passed 7-0 ending the meeting at 9:08 a.m. The next meeting is scheduled for April 19, 2019 at 8:00 a.m. in the Boone/Bancroft room at City Hall.
