Also Present: Pat Hughes, Sally Gunning, Stephen Jones, Paul Daley, and Ellen St. Sure Recording or Taping Notification As required by the Open Meeting Law we are informing you that the Town will be audio and video taping this public meeting. In addition,if anyone else intends to either video or audio tape this meeting they are required to inform the chair." The Chair called the meeting to order at 4:30 pm 1) Approval of Minutes of December 10, 2014 Meeting Motion made by Roland Bassett to approve the December 10, 2014 meeting minutes as amended. Jeanne Boehm seconded. VOTE: 8-0-1 Motion made by Roland Bassett to approve the Executive Session Minutes of December 10, 2014 as amended. Jeanne Boehm seconded. VOTE: 8-0-1 2) Brewster Historical Society- discussion and vote on Condition # 2 of award letter for the Cobb House acquisition: "...revenue and expenses budget for the Project.... to open the building to the public." Paul Ruchinskas read condition # 2: "BHS submits a revenue and expenses budget for the Project, satisfactory to the CPC, of the budget to complete the purchase, renovation, and other costs necessary for the BHS to open the building to the public." CPC Minutes Page 1 of 4 January 14, 2015 Stephen Jones stated that submitted in the package for the CPC were copies of the Purchase and Sale Agreement, the site plan special permit, the determination of applicability of the Brewster Conservation Commission, a budget, and a draft of the historic preservation restriction. The historic preservation restriction is not necessary for the authorization of releasing the $350,000 so that the BHS may continue with the purchase. The purchase price is about $562,000 as the real estate broker has waived their commission that will reduce the actual purchase price of the property of $575,000. The BHS has raised the balance of the money and pending the vote tonight plans on closing the first week of February 2015. Paul Daley completed the in-house renovation estimates. Mr. Daley worked for many years in the town of Brewster on new construction and restorations though he has now given up his contractor's license. A meeting has been scheduled with the architect to talk about what the BHS feels they need to do and what the plans would entail. The architectural and engineering costs are figured at 10 to 12% of the total project cost, but it is hoped to reduce this number. There was discussion on what era to bring the house back to and all of the judgments that will need to be made with the house as well as the stable. The BHS has spoken with a retired architect and a builder who they hope to work with to help refine the numbers as the BHS goes along. There was a review of other organizations that may be granting funds to the project. The roof and securing the property will be the first projects to be completed and funds will be expended as they become available to the BHS. Motion made by Elliott Carr to release $350,000 for the Cobb House acquisition. Roland Bassett seconded. VOTE: 9-0-0 3) Updates on Status of Current Applications: a) Pleasant Bay Communis Boating_ Paul Ruchinskas, Chris Miller and Peter Johnson attended the meeting on Saturday, December 13, 2014 held for the Pleasant Bay Community Boating project. Representatives from the four towns involved, Orleans, Brewster, Harwich, and Chatham were present at the meeting. The question was raised as to what the public benefit is to each of the four communities should they decide to contribute CPA funds to the project. Peter Johnson stated that the Pleasant Bay Boating organization has a committee that is holding meetings weekly to try and come up with a proposal to purchase the property in question. The CPC will be updated when a plan is in place on how the Pleasant Bay Community Boating community is to proceed. The original application request was for $750,000, but the organization is aware that they may need to raise private funds for this project. b) HECH Homeowner Repair Program: The CPC Housing Subcommittee (Elliott Carr, Paul Ruchinskas, Jeanne Boehm, and Jillian Douglas) met with 2 members from HECH CPC Minutes Page 2 of 4 January 14, 2015 to discuss the HECH Homeowner repair program on January 7, 2015. A lot of time was spent discussing the proposal and potential changes in the approach. There appears to be great need for this program in town. The HECH has been asked to revise their proposal based on this meeting. The subcommittee will meet with HECH on January 20, 2015 to review the changes. It is hoped to bring a recommendation to the CPC following this meeting. 4) Reports, if any, on Expected Applications for Open Space, Historic Preservation, Community Housing, or Recreation Two new open space applications will be brought forward and in addition an application from the Mill Sties for historic restoration monies for the historic herring run and possibly obtaining a fish counter. The Cemetery Commission will be submitting an application for headstone preservation work though they still have $5,600 from a previous award. The Lower Road Cemetery may also submit an application for gravestone repair of the large monuments and holding tomb that is in disrepair. 5) Town Meeting Warrant Article Deadlines and Discussion of Timing of Votes on Funding Requests and Other CPC Articles The warrant article deadline is February 18, 2015 for the spring town meeting. All pending applications need to be in as soon as possible. Finalization will be done mid- March. The undesignated funds were briefly discussed and Paul, Elizabeth, and Jeanne will be meeting with Lisa Souve to figure out where this money should be allocated. It was suggested holding all applications coming in so that if there are more requests than money available, a decision can be made on those that will be funded. There was a brief discussion on potential hurdles with funding open space in the future. The CPA could expire on 2020 but has bond obligations through 2031. 6) 2014 CPC Report Elizabeth Taylor reviewed the CPC annual report for 2014 that was distributed to the CPC members and that is due tomorrow. Any changes need to be sent to Elizabeth as soon as possible. CPC Minutes Page 3 of January 14, 2015 7) Items That the Chair Could Not Reasonably Anticipate The application deadlines will need to be changed and this will be an agenda item at a future meeting. The CPC and the Open Space Committee have prepared a presentation for the Finance Committee tonight at 6:00 pm. An up-to-date budget sheet was distributed to the CPC members. 8) Next Meeting- January 28, 2015 The next meeting is scheduled for Wednesday, January 28, 2015 at 4:30 pm Motion made by Roland Bassett to adjourn the meeting at 5:22 pm.
